Funding Source N/A Recommended Action (Motion to Approve naming the park northwest of Newland Street and Hamilton Avenue the `Ralph Bauer Park ' as recommended by the Community Services Commission Alternative Action(s) Do not approve naming the park northwest of Newland Street and Hamilton Avenue the "Ralph Bauer Park and refer the issue back to the Community Services Commission Analysis Construction is in progress on a two-acre park northwest of Newland Street and Hamilton Avenue (Attachment No 1), and being developed as part of the John Laing Homes Newland Street Residential Project Construction of the first residential units should be completed by late 2008 It is anticipated the park will be constructed in early 2009 although an opening date for the public has not yet been determined Based upon current park naming policy (Attachment No 2), the Park Naming and Memorials Committee of the Community Services Commission voted at its September meeting in favor of officially naming the park Ralph Bauer Park Under the current park naming resolution parks not adjacent to a school nor donated all or in part may be named after past Huntington Beach mayors who are no longer members of City Council, or after other individuals including past Council members, whose unique contributions are marked by excellence and are worthy of honor ATTACHMENT #3 Full Biography for Ralph candidate Ralph H Bauer was born in Los Angeles of immigrant parents He attended North Hollywood High School Ralph entered UCLA in 1948 and graduated in 1952 with a B S degree in Chemistry Ralph spent two years in the U S Navy before he returned to UCLA in 1954 He worked on the steric and electronic effects of the Paracyclophane Series with Professor Donald J Cram and received the Ph D in Chemistry in 1958 Ralph then joined Shell Development Corporation as a Research Scientist, and in 1966, he joined Unocal as a Research Chemist He became the International Marketing Manager of the Petrochemical Division of Unocal in 1983 Ralph was one of the founding members of the UCLA Chemistry Advisory Council as well as the UCLA Association of Chemists and Biochemists He holds a number of patents and is the author of a number of scientific papers Ralph retired from Unocal in 1985 Ralph married Charlene Uhlik in 1952 Ralph and Charlene have two children,Elaine and Eric, and between them, five grandchildren Ralph has actively participated in many community service areas, including the Board of Trustees of the Huntington Beach Union High School District the Ocean View Elementary School District, the Huntington Beach Planning Commission and many aspects of Huntington Beach City and Orange County Government He is currently a Councilman in the City of Huntington Beach and past mayor of Residential Neighborhood, the Ralph Bauer Park The commission has determined that Dr Bauer is deserving of the park naming honor based not only upon his service as Mayor in 1997 and his terms on City Council but also based upon his tenure on various committees, boards and commissions within the city, including the Recreation and Park Commission (predecessor to the Community Services Commission) and the Planning Commission Dr Bauer has been instrumental in the development of Huntington Central Park in the 1970s as a member of the People for Parks Committee This group successfully spearheaded the bond issue to purchase land for the park In the 1960s and 1970s Dr Bauer also served as a board member for both the Ocean View and Huntington Beach Union High School Districts He has a history of actively supporting parks, the arts seniors, the environment and children (Attachment No 3) Dr Bauer is well known throughout the community for his dedication and loyalty to Huntington Beach Strategic Plan Goal Providing park space for the community preserves the quality of our neighborhoods and maintains open space Secondly, the park will provide quality public services with the highest
