Marie Knight, Director of Community Services SUBJECT: Approve an update to the Murdy Park Master Plan to include bocce ball courts Statement of Issue. The Community Services Commission (CSC) has reviewed and approved the update to the Murdy Park Master Plan to include bocce ball courts. There is now a need for City Council approval of the update to the Master Plan as presented. Financial Impact: Funding for this project is included in the FY 2017/18 Capital Improvement Program (CIP), as well as the Proposed FY 2018/19 CIP in business unit 22845003. Upon approval of the FY 2018/19 CIP budget, no additional funds will be required for the completion of the project. Recommended Action: Approve an update to the Murdy Park Master Plan to reconfigure the existing picnic shelter area to install new bocce ball courts as presented. Alternative Action(s): Do not approve the recommended action and direct staff accordingly. Analysis: Development of a concept plan to create a multi-use youth sports field at the front portion of Murdy Park was initially approved as part of the FY 2016/17 Capital Improvement Program (CIP) budget by Community Services Commission and City Council. Multi-use fields were also one of the top sports facility needs in the City per the 2016 Parks and Recreation Master Plan. Murdy Park is located at 7000 Norma Drive, bordered by Goldenwest Street and Warner Avenue. The park is a 16.04-acre community park and was constructed in 1971. Murdy Park's current amenities include the first Community Center in Huntington Beach, open turf area, tot lot, picnic shelter, tennis courts, softball fields, basketball courts, and a skate park. It is a goal for the Community Services Department to ensure recreation facilities are renovated and upgraded to meet the current recreational interests of adults and youth. As part of the approved Murdy Park Master Plan, the front turf area will be reconfigured to a new, 120' x 240' multi-use youth sports field, including moveable goals, enhanced pedestrian lighting, new ball containment fencing, new benches near the field, and sports field lighting. The existing skate park to the south of the field and the existing basketball courts to the east will be preserved. New volleyball poles will be installed and relocated to the west of the existing basketball courts. Item 7. - 1 HB -70- Dept. ID CS 18-003 Page 2 of 2 Meeting Date:3/19/2018 Consideration for an additional park amenity, bocce ball has been brought to the attention of staff, Community Services Commission and City Council. In response to resident requests, staff is recommending that bocce ball courts be added to the Murdy Park improvements (Attachment 1). Given the current layout of the park, staff is recommending the reconfiguration of the existing picnic shelter area for bocce ball. Use of the picnic shelter area has continued to decrease due to vandalism and other undesirable activity. Placing bocce ball courts in the area will promote a more positive use of the area and create a safer, family-use environment. RJM Design Group has prepared a concept plan to construct four, new full-size bocce ball courts in addition to benches and cantilever trellis shelters on both sides of the courts to provide minimal shade for users. Alternatively, shade may be provided by canvas E-Z Ups that can be stored in secured storage bins when not in use. Some trees may be removed in the proposed bocce ball area. However, per City policy, new trees will be planted on a 2:1 ratio to accommodate any removal of trees. As with all park master plans, new or updated, approval must come from both the Community Services Commission and City Council. At the February 14, 2018, Community Services Commission meeting, the Commission recommended approval of the update to the Murdy Park Master Plan to include bocce ball courts, and gave direction for this item to be presented to the City Council for approval. Should the City Council approve this update to the Murdy Park Master Plan, the project would then go through the entitlement process, including any required environmental approvals. In anticipation to the update being approved, staff has requested additional funding for design and construction in the FY 2018/19 Capital Improvement Project Budget. Current cost estimate for construction is approximately $1.8 million. Per General Plan Goal RCS 4, it is a goal for Community Services to ensure recreation facilities are renovated and upgraded to meet the current recreational interests of adults and youth. Staff is therefore recommending approval of the project. Environmental Status: As determined by the Planning Division staff, this project will go through the Design Review Board approval process.
