[ ] Yes [X] New Policy or Exception Statement of Issue, Recommendation,Analysis, Funding Source,Alternative Actions,Attachments: Statement of Issue: The Orange County Board of Supervisors has requested that the city take action on the issue of whether University Drive should be retained or deleted from the Master Plan of Arterial Streets. Analysis: The County has asked the cities of Newport Beach, Costa Mesa, Irvine and Huntington . Beach to comment on a proposal to delete University Drive from the County, Master Plan of Arterial Highways. The retention or deletion of University Drive has very little direct impact on the Huntington Beach street system. However, the deletion does have significant negative impact on the Corona Del Mar Freeway (SR 73) and Bristol Street. If the City Council should determine that the deletion of University Drive is their preference, then the Board of Supervisors has asked the City to support: A. Implementing improvements on alternative routes (as described in the report); or B. Reducing planned land use intensities to match resulting road system capacity; or C. Acknowledging and accepting future congestion on the regional circulation syste m. Recommendation: Take a neutral position and support neither retention or deletion. Alternative Action: I. Support the retention of University Drive in the County Master Plan of Arterial Highways. 2. Support the deletion of University Drive from the County Master Plan of Arterial Highway and select A, B or C above. Specifically, we request council action on the following questions: 1. Does the City continue to support retention of University Drive on the County Master Plan of Arterial Highways with implementation as soon as financing is available? 2. If the answer to No. 1 is not affirmative, which of the - following is supported by the City Council? A. Implementing improvements on alternative routes (specifics are included in the attached EMA report). B. Reducing. planned land use intensities to match resulting road system capacity. C. Acknowledging- and accepting future congestion on the regional circulation system (to the degree indicated in the attached transportation analysis) . In addition, because of specific local knowledge, we request that the City review and comment on the cost estimates and feasibility of the alternatives. This report provides: 1) A list of past planning and environmental studies involving the planned University Drive between Irvine Avenue and Jamboree Boulevard; 2) An update of the transportation analysis contained in EMA's January 18, 1985 issue paper on this subject; and 3) Identification of circulation implications of the general plan University Drive alignment and of possible substitute routes should the facility not be built. List of Pertinent Planning -.and Environmental Studies Of the following EIR's, no one."document included.an to depth-analysis of University Drivel however, several of -them discussed traffic implications of not having the facility. The most comprehensive of these environmental documents evaluating the traffic impacts of a University Drive/no University Drive scenario is Final EIR 508. (John Wayne Airport and Land Use Compatibility Program) , which was certified in February, 1985. An addendum to EIR 508A 'for the Santa Ana Heights Specific Plan also analyzed (from a traffic standpoint) a University. Drive/no University Drive Scenario. . Other environment documents on which the _County was the lead agency which addressed-this subject include EIR 430 (Acacia Offices) Certified in November, 1983; EIR 440 (Bayview) certified in March, "1985;. and :EIR 443 (DVM) certified in March., 1985. The -City -"of Costa Mesa, as lead agencyapproved EI-R 12 (Del Mar Avenue Alternatives) which was certified in Apr.i1,. 1986: The .City of Newport Beach also recently approved "Newport Center EIR"swhich addressed circulation impacts with . and/without extension of University Drive beyond its existing terminus at Jamboree Road. While each of the EIR's mentioned traffic related impacts of not having University Drive, none addressed the specific effects on the surrounding arterial highway system i.e. , whether adjacent facilities could handle .increased volumes, or the fiscal or operational implications of upgrading facilities could handle increased volumes, or the fiscal or operational implications of upgrading :facilities. -In. addition, EMA/Transportation Planning recently completed a traffic forecast analysis of the circulation impacts of a University/no University Drive scenario. .Update of Issue Paper of -January 18 1985 - University Drive + University Drive, from its-present eastern terminus to Jamboree Road, has been shown as a monceptually proposed highway (i.e., with no fixed alignment). since the original MPAH was adopted in. 1956. It plays an especially important role .in the MPAH system because it- would- be one- of the few -linkages -traversing the County's critical traffic.screenline* (-through .the..Upper Newport Bay) as shown 405creenline" is a technical term describing an imaginary- line used to analyze traffic flows. Generally, screenlines- are perpendicular .-to the direction of - traffic"flow under -consideration. ,l in Figure 1. This line represents a vulnerable aspect of the planned regional circulation system because of the physical barriers to road crossings. For example, the Upper Newport Bay, the John Wayne Airport, and the Tustin Marine Corps Air Station all present formidable obstacles to through traffic. This is a general problem across the breadth of the County and serves to reinforce the relative impenetrability of the "fold" in the arterial .grid system along Newport Boulevard. In the Santa Ana Heights area, the only relevant arterial highway crossings of this imaginary line are Pacific Coast Highway, University Drive (proposed) , the Bristol Street couplet (i.e., frontage .roads) , and the SR-73 i (Corona del Mar) Freeway. Crossings farther north would not be effective in serving as substitute capacity for. University Drive were it to be deleted from the plan so are -not -applicable in this .analysis. In effect, If .the. ultimate planned capacity of PCH, University Drive, Bristol,-or the Corona del -Mar Freeway is .reduced, the shortfall must be offset by adding equivalent .tapacity ..on another,:of :these, specific links. Tbe .transportation analysia-for University°.Drive-vas-redone•nsing the.-latest socioeconomic and demographic projections. Since-the last traffic forecast modeling for University Drive was-completed in 1982 and.summarized in the January 18, 1985 issue paper, the County has adopted revised population and ;employment forecasts. The previous transportation modeling analysis (contained in the January 18, 1985 issue paper) was completed using .Orange County Preferred II (OCPII) forecasts, the new forecast used in this analysis:-is OCP85. .Most notable is the large growth in the total employment in the cities of Irvine, Costa Mesa, and Newport Beach because of the intense office and commercial development in the area. This change can be seen in Figure 3. This ;_increase of 111,000 employees results in a much stronger attraction of work trips to these employment centers (Irvine_ Business Complex anti South Coast Metro area) and affects the distribution of vehicle trips. University Drive, between Jamboree Boulevard and Irvine Avenue is projected to attract approximately 32,000 ADT with buildout of the Cities' and County's.General Plans compared with 30,000 ADT in the earlier issue paper. EMA/Transportation Planning travel forecast analysis shows the probable redistribution of traffic demand that would result from a hypothetical deletion of University Drive (Table 2) . The data indicates that Bristol Street would receive the brunt of the diverted demand (about 16,000 vehicles per .day in ultimate conditions) . Other arterials that would:be .significantly affected Include Corona del Mar Freeway and Irvine Avenue-. In fact, if University Drive were constructed, the typical path between areas in the vicinity of the University of California Irvine campus and other areas to the west (Costa Mesa) would be predominantly along University Drive. Without the .University Drive connection, this movement will be diverted equally along two routes: Bristol Street to IrvineAvenue, and west on Del Mar Avenue. to SR55 and secondly west along SR73 to SR55. southbound. This second alternative path is only possible .after :the westbound SR73 to southbound SR55 and return movement ramps are -constructed by CalTrans. While this redistributed data is meaningful,. it does not fully convey the physical impacts that would be occasioned .by deleting University: Drive from the Master Plan. 'The analysis. in Table 2- depicts .the:associated:changes that would be needed on the adjacent facilities. The left-hand pair of numbers in that table indicate the estimated :traffic :demand oneach of- the:four. competing roads..if :the Master ­2- plan of Arterial Highways were in place as planned (including University Drive) . Even in this case, the capacities of Bristol Street, and the Corona del Mar Freeway would be severely stretched. To a lesser extent, Pacific Coast Highway will receive an additional 3,000 ADT. But deleting University Drive and reassigning its demand to the remaining roads would.mean adding additional lanes to some of the substitute routes. In summary, Table 2 shows that deleting University Drive would require: o Eight lanes on the Bristol Street Couplet. o Ten lanes on the Corona del Mar Freeway. 4-,,e feasibility and environmental .consequences of adding lanes to each of these roads are. difficult questions-, and ones that: have .not yet been addressed adequately in studies: Moreover, there would also be further spinoff impacts were University Drive to .be deleted - for example, increases in demand on -perpendicular routes as motorists would make their way.around the llaiveraity . -'Drive .gap in the road system. It should be noted that-vnder either scenario (with or without .Dniversity Drivel, Pacific Coast Highway (between Jamboree and Dover Drive) is projected to carry-traffic volumes beyond its nominal capacity. But with .the University Drive connection, significant reductions in daily vehicular trips would be experienced on Bristol Street., SR73 and Irvine Avenue. Minor circulation relief will also be experienced along Pacific Coast.H-ighway in this case. If development throughout the area continues as planned, both the Bristol Street couplet and the Corona -del..Mar Freeway will fill to capacity. In fact, future traffic volumes across the.- Upper Newport:-Bay screenline will douole between now and the ultimate development for 'the: area. - At .'that time, -the .University .Drive (Figure 4) linkage will provide needed .arterial capacity to the study area. An examination of the origins and destinations of the future users of University Drive was also completed to gain an understanding of the travel patterns. To study this, the County's computerized travel demand model was used. This planning tool simulates travel..demand levels on the future road system by superimposing the adopted land use plans throughout the area upon the adopted circulation systems in the various jurisdictions. In this way, the origins and destinations of future travelers on specific roads can be analyzed. The -results of studying University Drive in this manner are shown.-.in Figure 2.' This is principally an analysis of the origins and destination of trips using Bristol Street, SR73 and Pacific Coast Highway. The areas outlined on the maps are Community Analysis Areas (CAA)*. These: were .used to summarize travel data. The number shown in each of :the zones is the percentage of University Drive's estimated daily traffic -that would emanate from (or to) that purpose particular zone For example, the CAA near the lower left corner of the map (central Huntington Beach) accounts for 3 percent 'of the future total daily -trips .on the University Drive connection, the Costa Mesa CAA:25 percent, the South. Irvine CAA 19 percent and so on. *A,.relatively homogeneous geographic,area used principally -.for.planning. -3- The striking feature of the data shown on Figure 2 is Rpredominance of long- distance, regionally-oriented trips on future University Drive. As can be seen, only 4 percent of the University Drive users would be traveling to or from the Santa Ana Heights area itself. The remainder would be predominantly from Irvine, Newport Beach, and Costa Mesa, although 10 percent of the University Drive travelers would have origins and destination even outside the zones outlined in Figure 2. It is interesting to note that only 8 percent of University Drive trips are associated with the airport area even though the zone itself includes a great deal of the adjacent office and industrial area. This is logical, though, in view of the network configuration - University Drive is not a reasonable route for most travelers to use to get to or from the airport area. All things considered, it is clear that the need for University Drive is -not occasioned by the John Wayne Airport/Santa Ana Heights-projects. As noted above, with completion of the Corona del Mar Freeway, there. is_at.:least -short-term capacity available. across- the Upper Newport-Bay screenline. Therefore, existing (or .even near-term) development is not the reason for University -Drive's need. -Clearly, future land..use development- is what produces the demand for .the connection.. Further, Figure 2 identifies where that growth occurs. The percentages shown' represent the fraction of University Drive demand attributable to each of-the various zones. The higher the number, the more importantly that particular-. zone's growth contributes to the need for University Drive. Thus, future growth in the Newport Beach, Costa Mesa and Irvine areas account for about 66 percent of the need for the road. Huntington Beach/Santa -.Ana growth accounts .for only 14 percent of the demand. Adopted future land use development plans in the remainder of the County would result in 10 percent of the future demand for University Drive. It should be noted that the above analysis is- based on the-currently. adopted Land Use plans of the various jurisdictions within Orange County. Any future changes in adopted land use intensity (up or down) would similarly.affect the data and results in the above analysis. Identification and Assessment of Substitute Routes to University Drive Notwithstanding the merits of future University Drive extension as demonstrated . by the foregoing travel demand forecast analysis, this section of the report . focuses on the implications of accommodating projected alternative travel patterns were University Drive not extended. It should be noted :at the onset that no credible alignment study has been done which addressed the environmental impacts of extending University Drive between Irvine and Jamboree Boulevard, nor has one been done for the deletion of that facility. Our projections of the manner in which regional traffic will be diverted (without University Drive) indicates that Bristol Street, Irvine Avenue, SR73 and to a limited extent Pacific Coast Highway will be the most popular alternative routes. To evaluate the impacts, an analysis of the existing 'as-built-' plans of the arterials most affected by not extending University Drive has .been-completed. Based on the projected travel demand, an assessment has been made of the minimum roadway lanes that need be added to the following roadways arterials to accommodate future. travel .in. the area. -4- Bristol Street Widening As indicated previously, Bristol Street between Jamboree Road and Irvine Avenue will bear the brunt of the redistributed traffic. Currently, Bristol Street couplet has 2-4 lanes; this needs to be widened to accommodate 4 lanes in each direction. Specifically, a northbound off-ramp and a southbound off-ramp from SR73 to the Bristol Street Couplet will have to be reconstructed to allow four through lanes on Bristol Street north and south. Sufficient right-of-way exists on Bristol Street south to reconstruct the SR73 southbound off-ramp at Spruce Avenue to permit four through lanes on Bristol. Bristol Street from Irvine Avenue to Spruce Avenue needs to be restriped from 3 lanes to 4 lanes; however, this would eliminate the bike lane.. .The reconstruction of the off-ramp, .addition of two lanes -on Bristol from Spruce Avenue to Jamboree Road and restriping of Bristol from Irvine Avenue. to Spruce Avenue is _estimated to-.cost $400,000. With:implementation of the' Sam Jcayuin ei11s.?ransportation Corridor project .the SR73 northbound off-ramp at Birch Street will be reconstructed to an on-ramp, thereby eliminating the constriction now caused by the off-ramp and providing the necessary right-of-way for four through lanes on Bristol Street north. Corona Del Mar Freeway (SR73) Widening Corona del Mar Freeway is presently built to 5-6--lanes; however, the facility is planned' to have 8 lanes. Deletion of University Drive and the recent and planned expansion of Newport Center 'and Irvine Business Complex will require ultimate widening of SR73- to ten lanes within the Bristol Street Couplet "area. Widening SR73 from 8 -lanes to 10 lanes is feasible within the existing right-of-way. More important are the northbound SR73 to :northbound SR55 and northbound SR55 to southbound SR73 freeway ramps (Exhibit 2) that need to be.constructed. The estimated cost of constructing two additional lanes on SR73 and the two SR73 to SR55 ramps is .approximately $11 million. Pacific Coast Highway (PCH) Widening Pacific Coast Highway will experience future heavy=.traffic volumes either with or without University Drive. The deletion of University Drive will increase the ultimate traffic demand on PCH from 6.9,000 ADT to 72,000 ADT. This minor increase in ADT would not in itself. justify the prohibitive cost. of .right of .way acquisition and' construction needed to widen PCH from 6 lanes .to V lanes. Conclusions Following; is a -summary.,of.the=.°findings: of this report. - 1. University Drive plays an important role in the future regional circulation system, however alternatives to not>having..the 4acility :are feasible and-are highlighted in Section- 4 below. 2. The predominant future use of University Drive would result in large part from trips due to future growth occurring in Newport Beach, Costa Mesa and Irvine. 3.
