PROPOSAL TO ESTABLISH A SUSTAINABLE INNOVATION
TEAM FOR HUNTINGTON BEACH
STATEMENT OF ISSUE:
Council Member Boardman is proposing that we consider approving a reusable bag
ordinance at an upcoming meeting. I believe it is important to look at the issue more
holistically as a community by bringing together key stakeholders to look at other
solutions, such as biodegradable bags, and encourage the use of sustainable eco-
friendly products in our local businesses, schools, and our city.
Sustainability has been identified by many experts as one of the the key aspects to
economic growth in the near- and long-term future. The fact that human resources are
plentiful but natural resources are dwindling presents new challenges to continuing
economic growth.
The city has a number of sustainability initiatives (energy, recycling, water conservation,
storm water, bicycle friendly community, etc.). However, these programs could
potentially be even higher performing with additional focus creating more opportunities
for economic growth.
RECOMMENDED ACTION:
Establish an ad hoc committee, co-chaired by Mayor Boardman and myself, made up of
council member appointments, and representatives from our schools, non-profits,
Marketing and Visitors Bureau, sustainability experts, and sustainable businesses that
would work coiiaboratively with the Environmental Board, the Chamber of Commerce's
Sustainable Surf City program and Golden West College's Recycling and Resource
Management program and report back to Council on the resources necessary to
develop and implement a plan to become a zero-waste city.

works with businesses, manufacturers and the community to develop 3
innovative-sustainable-incentivized-cost conscious-biodegradable-compostable-
l00% PBI certified pilot solutions with options for customers, residents, visitors
to carry their purchases.
City includes sustainable innovative-sustainable-incentivized-cost conscious-
marine biodegradable-compostable-l00% BPI certified purchase carriers allowed
as an addendum to the plastic bag ban, driving new innovative technologies and
sustainable manufacturing to the city along with a shared economical, potential
for job creation, positive human impact, and lowering our environmental impact
as a city in partnership.

savings of time and money for the team and get us a whole lot closer to
achieving zero waste."

So, in order to create change we must:
. Approve plastic bag ban
2. Develop transition plan in Huntington Beach with
businesses and community
3. Develop an Innovation Sustainable Team
4. Look at new innovations to help Huntington Beach
become a zero waste city
5. Add an addendum to Plastic Bag Ban that states we will
come up with a third option for consumers—a
sustainable carrier for their purchases.
