• 5 : 00 p . m . — Vans U . S . Open of Surfing ended
• 6 :40 p . m . — A large fight broke out on PCH just
north of Main Street . The crowds spilled off of
the sidewalk onto PCH blocking traffic

• 6 :45 p . m . — The crowd from PCH moved onto
Main Street where a number of fights broke out .
As police officers responded to break up these
fights, one of the responding officers was
assaulted by a suspect with a skateboard . That
suspect was immediately arrested . However,
instead of calming the situation, that arrest
seemed to incite the crowd .
• 6 : 50 p . m . — A large and unruly crowd formed
near Main and Walnut. Fights broke out within
the crowd , and some people began damaging
property and turning over portable restrooms .
Police incident commander requested all HBPD
units to respond .
• 6 : 55 p . m . — Police officers attempted to
disperse the crowd , but some members of the
crowd began throwing bottles, bricks, rocks
and other debris at the officers

requested prearranged mutual aid from the
Newport Beach Police Department
• 7 : 10 p . m . — As the incident and disturbance
continued to grow, and the crowd continued
to damage property and throw objects at
police officers, the police incident commander
declared a "Code Charlie Checkmate" and
requested mutual aid units respond code-3

Description
I live close to downtown. Are our families and property safe during large public events, the US Open in
particular? Who is going to pay for the extra police needed today to quell the seemingly random violence?
Consider denying permits (or similar action) for the US Open in the future. I do not see a single benefit to
us for hosting this event that hasn't been compromised (or negated completely) by the misbehaving
crowds; and I love surfing. The rioting has to stop. Period.

We are confident that this is not the only email coming in today. First of all we are VERY proud residents
of HB and hopefully will be for a long long time. My family takes so much pride in our community that we
bring in our extended family from Spain, Illinois and Northern California for the majority of summer every
year. We think you guys do a great job and we look forward to cheering for each of you during the best 4th
of July Celebration in the USA every year!
I took my 7 year old (HB is the ONLY home he has ever had) to the US Open 3 times over the past couple
of weeks and our personal experience was great. Friendly people etc. Candidly, as you can imagine, we
were horrified this morning in viewing the riots on the streets where we dine, shop, exercise and socialize
with friends and neighbors each day, not just during the US Open but 365 days a year for over 11 years
now. As proud as we are to live in the host city of the US Open, we no longer want it if it needs to come at
the expense of our town's safety and reputation that you folks have worked so hard to re-build after similar
events in the 80's and 90's. Thank you for listening and please consider this as we look toward future
events that may not attract the crowds that we want to host. Tonight I will still drive down Main Street
proud to live here, proud that my child attends Smith Elementary School and confident that we will insure
that the only national headlines Huntington Beach makes are for our people, our beaches and for the safe
community that we residents KNOW that it is.

My work prevents me from attending this evening's meeting so I opted to send this in
my absence.
We as a city need to stand back a look at the persona that is projected to those who want
to visit where we work and live. Are we Surf City USA? or Party City USA? The
Register article on July 2nd of this year"Huntington Beach considers stiffer alcohol
penalties on holidays" is reactive to the situation that prevails during these large events.
Huntington Beach needs to be proactive by creating an atmosphere that promotes the
beach but not the booze. Since I moved here from Villa Park in 2002, one of the major
sponsors of the US Open has been an alcohol manufacturer of some kind. Whether it is
tequila or beer, there always seems to be a 20 foot blow up replica of a bottle somewhere
on the beach during the US Open. And now, I've seen a similar blow up beer can in
someone's front yard on Indianapolis. (so much for property values)
The ratio of establishments with bars to establishments who do not seems
disproportionate on and around Main Street. That ratio is your responsibility. If we are a
destination city and all there is to do is drink when people arrive here, that's all they'll
do. I am not a tea toddler, I enjoy a cocktail at Dukes or Fred's, but Huntington Beach
needs an"Intervention"! Plus,we need to change our persona.
If you are able to modify penalties based on events (per the Register article) , can the
city's counsel investigate the ability to levy an event tax on alcohol? Make it too
expensive to get drunk in our town. Have Chief Small's police department establish DUI
checkpoints on the egress of the city during these large events. Send a message those
coming to our city that this is a place to have fun not a place to get drunk& riot.
We the citizens of Huntington Beach gain little by these big events. Traffic and parking
become snarled. We have"visitors" dumping trash in our streets, urinating and vomiting
in our yards. The net gain is somewhere else than those who live close to the downtown
area.
When looking at the available options to address the riots of last Sunday, don't forget the
constituency that voted you into office. Those of us who don't live/hide in gated
communities are directly impacted by the actions of the "visitors"that come to our city.
Please take action that prevents the actions of last Sunday, not simply reacts to them.

During the Independence Day and US Open of Surfing events, those of us that live downtown realize
there will be some issues due to the crowds. Unfortunately it is getting worse as to the interaction of
transient visitor and the resident. (1) Cell service- On the 4th of the July part way through the day our
cells (Sprint) kept having call failed. We could not make any outgoing calls. Fortunately I believe in land
lines. My tenants also had the same issue (ATT service) but they do not have land lines. My plumber who
lives on 20th, could call outside areas, but no friends in downtown. The US Open is now going on. Since
Monday, I have not been able to receive or make calls intermittently as before. My tenants told me they
also were getting call failed messages. So many people rely on just a cell phone now if there is an
emergency they will be unable to call out. (2) Destruction of Property-tagging is up. We have been
tagged several times in the past few months. Our car parked on the street has been hit twice with no one
leaving a note. For years since we live on 7th and olive we have had the inebriated leave beer cans,
empty vodka bottles, etc all over our lawn at night. They like to park in front or side of our house, sit on the
lawn or curb and party. Monday there was someone trying to back into a parking spot and another car
tried to cut them off. Yelling and posturing for 15 minutes before one finally gave in. I thought I would have
to call the police because they came close to blows. Sunday we had to run off two girls peeing next to out
back gate on the alley. Last night as I drove into the alley there was a group of 5 men standing next to a
red car drinking beer. One decided to go up into my planter and start to pee. I leaned on the horn and
rolled down my window and told them to stop and leave or I would call the police. (3) Traffic- Cars have
been driving pretty fast up off pch to orange and down orange almost hitting people who don't bother to
look and just cross the street. Parking is so bad, I had to park 8 blocks away after circling trying to find
something close for 20 minutes. I asked the homeowner where I ended up parking if they were having
issues since the Open started and was told they also have partying in cars and he picks up condoms off
his lawn. I realize this brings in revenue to the city, but it definitely is not making for quality of life. As we
pay taxes and work hard to earn enough to live at the beach we should be able to expect better than what
we are receiving currently.

the police department non-emergency number 714-960-8825 or 911 for an emergency. Extra police
officers are working at the US Open and the downtown area to deal with the problems the US Open
presents to residents in the area. Alcohol related issues, public urination, sex in cars and all the related
problems are not acceptable and police will deal with them when they see them, but calls from the public
help us out.

This Town has a problem.We have extended an open invitation to anyone who wishes to come here and
engage in any sort of deviant behavior that is not tolerated elsewhere.The elected body has to determine
what the long term vision is for this Town.While there are easy profits to be made from the Surf city Logo,
the council has to look to longer term branding. Are you going to end up with a Town that will only attract
cheap thrill seekers, criminals and deviants?Are you going to scare away all legitimate business, new
development and frightened citizens?What then will happen to your tax base, business profits and
property values?Once you head down the road to an inner city, you may never be able to reserve it.

My name is Ken Gordon. My family and I live downtown and we are very disappointed with the trouble that
occurred Sunday Evening. The US open is a great event for our city, but the wrong crowd is being drawn
to attend. This is has now become the single most important issue to me in terms of voting for a City
Council member. Please let me know where you stand on the issue and what you plan on doing to assure
nothing like that happens again. Your response will determine if I vote for you in the next election.
Furthermore, I have lots of friends downtown and I will be sharing your response with them and
encouraging them to vote for council members that respect residents interests and not just those of local
businesses.

In seeing Huntington Beach on the news, maybe it's time for the city to cancel the World Cup of surfing? If
it isn't bad enough we have to deal with these crowds of obnoxious drunken people for 8 + days what
happened post the event last night in downtown was a complete disgrace.

Description
As a resident and homeowner in Huntington Beach, I am extremely concerned with the events leading up to
Sunday's riot on Main St. These events should have never escalated to these levels especially in our town.
There needs to be a police presence great enough to thwart the initial triggers which led to the overall riot.
The US Open of Surfing is integral to our town's lifestyle and should be managed in a way where people can
feel safe and enjoy the event. Whatever the cost, the police must be provided the tools and manpower
necessary to manage these events safely and ensure small disturbances are resolved quickly and are never
allowed to escalate to these levels. This incident needs review by City Council to determine root cause and
how to mitigate potential future incidents.

Dear City Council,
I think that I speak for the majority of the tax paying residents of HB when I say ENOUGH. This is
ridiculous. We are sick and tired of the trash, the fights, the drunk drivers, the parking nightmare and the
riots that this event brings into our city every year. Drunk teenagers are NOT the type of tourists that HB
needs to be courting. Please stop!!!

SHAME ON YOU HB CITY COUNCIL! Watching our city being ripped apart on Sunday, July 28, 2013
makes me absolutely sick to my stomach and I place the blame on you. Many citizens complained last
year but it fell on deaf ears. For the past several years, this US Open Surfing event has gotten
progressively out of hand and this year I am not surprised that it ended with a riot. Every year I complain
and every year the citizens of the downtown area of Huntington Beach are SOLD OUT to the highest
bidder. This year, VANS was the winner and again, we lose. The event has gone far away from a surfing
event and more to be a 3-ring circus. What does MODEST MOUSE have to do with surfing? Why do we
need concerts at all? Hey, here's a suggestion, have a low key local surf band play surf music. This is
about surfing is it not? The event is way too big and commercialized. I think it is safe to say most of the
people who attend this don't watch the surfing event. They are there to drink, gawk at the women and
cause trouble. I have seen disgusting words written with markers on young men and women's bodies,
clearly visible to children. Families trying to shield their children from those things and other bad behaviors
at the event. Under age teens drinking alcohol out of athletic bottles or fast food drink cups. What do you
expect?
Yesterday was disgusting to say the least. The fun was over and the crowd did not like it so they created
their own fun. There were scared tourists who fled with their children into local businesses who locked
their doors. One frightened couple from Idaho said they planned to cut their trip short and leave the city
that night. This is NOT a family friendly event. NO WAY! There were fights going on up and down the
streets, people yelling and illegal fireworks going off. My husband called 911 about a group of men fighting
down on Palm Avenue but we never saw the police. The men carried on down the street and we finally
went to bed. Instead this morning my husband finds a voice mail from the police department, asking if the
fight was still going. That call was placed 30 minutes after he made the call. I don't feel protected. Our
resources were all down on Main Street trying to regain the peace so basically we citizens were on our
own!!
After the costs for police, repairs of damage and clean up, did the city make the money it had hoped? I
can tell you that I lose money as every year I must miss a week from work so I can protect the house. If I
leave, I will most likely come home to find someone parked in or blocking my driveway. If l dare suggest to
someone to please not park in front of my driveway, I am hit with a barrage of foul language, calling me
every name in the book. How dare I not allow them to block my driveway. At least this year no one pulled
their pants down and defecated in my side yard. Last year I counted 3 young men walking down my
driveway and relieving themselves without thought. Those were the ones I caught. Will the city cover

used the flower beds for their toilet? What about all the trash my husband and I and neighbors must pick
up and toss ourselves? We watch these "visitors" drive down the street, open their car doors and dump
their trash onto the street before driving off home. I am talking boxes of trash filled with cups, bottles and
fast food wrappers!
Before this event started this year, I contacted Chris Cole about having the city place porta-potties and
trash receptacles all throughout the neighborhoods because the people who live here are sick of picking
up the trash left by these horrible "visitors" to our city and those who have drank so much must relieve
themselves somewhere when en route to their vehicles. Chris told me neither the city OR Van's would not
accommodate the citizens with those services because no one wanted to be responsible or liable for
them. Thanks city council. Instead, I had to stay home, lose income and protect my home. No thanks to
you.
How about keeping this event AS A SURF EVENT? Keep it a SURF event only, no concerts, nothing
extra. The people who live here are sick to death of this. It is enough we deal with the craziness that
comes with the 4th of July. You have allowed all these bars in the downtown area and you should know
that alcohol plus crowds of that size result in trouble. You can't have it all! Get rid of some of those bars or
stop having these events that draw these crazy, out of control crowds. This is absolutely senseless to
create such environments that result in mobs to swarm on this town. My husband and I along with the
neighbors will be watching to see how you handle this. If you do nothing but only say, "We'll just add more
police presence next year"then you will find we will not support you come reelection time or earlier if need
be. Our goal will to be to push you out and support a candidate who lives in the downtown area and who
will have our best interest in mind. Shame on you city council. SHAME ON YOU!

Yes, they got Main Street cleaned up quickly last night and this morning, thank you. The street sweeper
was doing laps even before all of the police in riot gear left last night. I think most are missing the big
picture here. We as a city, have shamefully brought this upon ourselves--AGAIN. This event, reportedly
the largest surf contest in the world, is less about surfing, and more about the spring-break-like circus and
ongoing 9-day party--that's the reality. Add to this, that downtown Huntington Beach has earned its
reputation as a place where one can go and get crazy without repercussions. The police, while they do a
great job with the limited resources at hand, are woefully understaffed and often unseen in the downtown
neighborhoods; they appear to be focused almost exclusively on Main Street. The downtown residents are
forced to put up with unruly, brash, disrespectful, obnoxious, young individuals drinking, smoking
marijuana (etc.), urinating, vomiting, loitering, trespassing, and yelling and cursing at full volume in our
streets and alleys, at almost all hours of the day and night, during the days and nights of the US Open.
The attitude of our great city, seems to be just, "keep the peace," rather than, "enforce the laws." Every
HB resident, whether they live downtown or not, should find this, totally unacceptable.
I called the police multiple times regarding the above ongoing problems while they were happening, and
the police never showed up. Very disappointing. My house is only one block from the event. Was it too far
for service, or the crimes were too minor for them to deal with? I know that they have bigger problems to
deal with, most of which, will never make the news. I stand behind our police force 100%, and I'm not
illustrating that they don't care, but that they need more resources. From my limited knowledge on the
topic, this appears to be a direct result of(limited) dollar flow as directed by our local government. The
promoter, whoever approves this event at the city level, and all who profit from this hell (read "event") that
comes to our neighborhood, should be made accountable to the residents, as we have to put up with this
mess day in, day out, for over a week straight. The obligatory street sweepers at 4am are just a token
gesture of cleanup. From where I sit, it was easy to see this pressure cooker building up for not just the 9
days, but for years preceding this unfortunate event. I'm not down on surfing. I'm not down on the police.
This whole thing is completely preventable, and it was allowed to get out of control. AGAIN.
It's all about the dollars, and someone, some companies, and the city, must be making huge profits at the
expense of the downtown residents. It's a safe bet, that the vast majority of the attendees at this
enormous event, couldn't name even one surfer in the contest. With skateboarding, BMX, two days of
concerts, a huge retail pavilion, etc., it's no longer about the surfing. It's about the mass party and getting
crazy. The event should be eliminated, or at very least, scaled back to be only surfing (and only for 3 days
maximum). Also, our police should be given the necessary resources and directives, to enforce the law
(throughtout the rest of the year as well).
My great neighborhood looked like a war zone last night, with well over 100 police officers in riot gear,
headed for Main Street in groups of 10-25 at a time. Shame on whoever is responsible for attracting these
unruly crowds to the jewel of our fair city. We've just turned the clock back to 1986. Very sad.

The recent events concluding the U. S. Open only underscores the inherent problems our city fails to
address. The 4th of July was a nightmare for those of us living downtown. My wife& I reside on 20th Street.
"Bottle rockets" along with M-80' s & other obviously illegal devices. The streets were left a total mess &the
stench the next day was nauseating. I called the police(as did our neighbors) on several occasions. The
responding officers would cruise by, things would escalate after the officers left. The free concerts during the
U.S. Open only encourages these unruly, drunk crowds to attend. Trash was left behind on the street(fast
food debris, bottles, etc.) & no city crews came by to clean up. What once was a very nice place to reside is
fast becoming unbelievable.. The city leaders should be ashamed of themselves for their lack of action. I
could not believe it when the Council approved the sale of"safe"fireworks. There is no such thing. The
obvious need for revenue trumps the quality of life for those of us who pay high prices &taxes for the
privilege of living here. Sad.

This year is the last of the two-year trial period for legalized fireworks. Unless the City Council decides to
continue having legal fireworks or a voter referendum is passed, fireworks will not be allowed next year.

Was wondering did any of you drive down PCH Monday morning after the US open??? How sad it was to
see ALL the discusting trash along the curbside of our streets. It was an absolutly disgrace to see. When
the city wants to hold events like these to bring in $$$$, you would think you would consider some type of
a clean up program that you would have in store to clean up after these inlanders. I mean they have no
respect for our beaches, its clearly obvious...Just saying....

I absolutely agree that Main Street was a disaster after the event.The promoter pays for additional cleaning services in
the downtown area, but it is apparent it was not enough. I will ask for additional services next year and also request for
a street sweeper to clean the streets overnight during the busy weekend.Unfortunately, we do not have the ability to
stop people from handing out literature. That seems to be the biggest cause of the litter.
