The purpose of the Five-Year Implementation Plan is to identify the specific goals and objectives for the Project Area, describe programs, including potential projects and estimated expenditures that would be made during the five years, and explain how these activities will eliminate blight and improve and increase the supply of affordable housing. California Redevelopment Law §33490(c) requires that the Redevelopment Agency hold a public hearing to evaluate the progress of its Five-Year Implementation Plan, at the mid-term. The= "Midterm Review - Five-Year Implementation Plan (2005-2009) Huntington Beach Merged Redevelopment Project" (Attachment 1) provides a summary of the goals of the plan, the status of the progress made since December 2005, and the remaining activities anticipated to fulfill the goals and objectives of the plan. Plan Goals: The Agency has developed eleven (11) goals to address the blighting conditions within the Huntington Beach Merged Redevelopment Project Area. During this Implementation Plan period, the Agency has been extremely active in remedying these conditions via projects such as the redevelopment of the Huntington Center now named Bella Terra, The Strand, and Pacific City. The following are some of the major goals of the Five-Year Implementation Plan followed by an abbreviated list of the accomplishments achieved at the mid term. For a complete list see the Midterm Review - Five-Year Implementation Plan (2005-2009) Huntington Beach Merged Redevelopment Project. Goal: Eliminate and prevent the spread of conditions of blight, in order to create a more favorable environment for commercial, office, industrial, residential, and recreational development • The Agency is presently working on two specific plans: (1) Beach/Edinger Specific Plan, and (2) an update to the Downtown Specific Plan and Parking Master Plan which may include the rezoning of property Goal: Expand the commercial base of the Project Area The Agency detailed several significant projects in the Implementation Plan that are ongoing in the development process and intended to fulfill the desired goal of expanding the commercial base of the Project Area. r • Pacific City - Project off-sites, on-site grading and development of the parking component and vertical supports of the structures of the mixed use project are currently underway. • Bella Terra - Phase 1, formerly Huntington Beach Mall, is complete. Construction is now underway for the hotel, retail, commercial, and restaurant portions of the project. Grand opening is anticipated by 1st quarter 2009. Goal: Improve public facilities and public infrastructure • Capital Improvements and Facilities: o Concrete, asphalt and public improvements are occurring in the Oakview neighborhood o Art Center renovation commenced o Seismic retrofit of City Hall (re-bidding) o City Hall refurbishing — more efficient lighting and HVAC improvements o Main Street Library Americans with Disabilities Act (ADA) retrofit o Curb, gutter, sidewalks and asphalt improvements in Main Pier Subarea o New street lights in Main Pier Subarea o Bluff top restrooms, pier buildings replacing portables and visitor kiosks. • Develop and review parking in the downtown area through the Downtown Parking Master Plan Public Notice: A notice of this hearing was published according to Government Code §6063 and posted in four permanent places within the project area for a period of three weeks. The Huntington Beach Independent publication dates for the public notice were, November 22, 29 and December 3, 2007, completing the publication period of ten days prior to this hearing date as required by law. Strategic Plan Goal: Engaging the Community E-1 Increase community involvement, dialogue, and outreach by educating residents about opportunities for involvement such as how to donate to projects, volunteer, access information, and offer opinions through the website and other means. The Mid-Term Review of the Five-Year Implementation Plan for the Huntington Beach Merged Redevelopment Project Area informs the community of progress toward meeting the goals and objectives of the Five-Year Implementation Plan. In addition, the public hearing allows for community involvement and input into the process. The Midterm Review evaluates the Agency's previously stated goals and objectives, anticipated projects, programs, and estimated expenditures for the five year planning period which began in 2005 and terminates at the end of 2009. The City Council of the City of Huntington Beach ("City") created its Redevelopment Agency on March 1, 1976. Between 1982 and 1984, the Agency adopted five separate redevelopment areas: Main-Pier, Talbert-Beach, Yorktown-Lake, Oakview, and Huntington Center. In December 1996, the five previously identified redevelopment project areas were merged to form a single project area entitled the Huntington Beach Merged Redevelopment Project Area, also more commonly known as the "Merged Project Area", consisting of 619 acres. The Merged Project Area Five Year Implementation Plan 2005-09 ("Implementation Plan") presented the goals and objectives, anticipated projects and programs, and estimated expenditures for 2005 through 2009. The adoption of the Implementation Plan did not constitute an approval of any specific program or project, as these approvals are considered as the individual projects are implemented. The Implementation Plan provides a framework to guide the Agency to affirm its goals and evaluate its progress. California Community Redevelopment Law §33490(c) requires that the Redevelopment Agency evaluate the progress of its Five Year Implementation Plan by holding a public hearing prior to the end of the third year, which would be in December 2007. The third Midterm Review conducted by the Agency has been scheduled for December 17, 2007. The Implementation Plan will expire on December 31, 2009. To monitor the progress of the Agency, in relation to its Implementation Plan, the Agency submits its annual reports Merged Project Area Implementation Plan — Midterm Review Huntington Beach RedeveloR ment Agency Pave 3 to the California State Controller and the Department of Housing and Community Development. The Implementation Plan also has implications for the disposition of Agency property and for the Agency's funding of public improvements. When the Agency conveys property acquired in whole or in part with tax increment, AB 1290 requires that the 33433 Report contain an explanation of why the sale or lease of the property will assist in the alleviation of blighting conditions together with supporting evidence. Additionally, prior to the Agency paying for the cost of a public improvement or facility, AB 1290 requires the Agency to find that the payment of funds for the cost of the improvements will assist in the alleviation of blighting conditions, or provide affordable housing, and is consistent with this Implementation Plan. Midterm Review of Implementation Plan is Not a "Project" Under CEQA Pursuant to CRL Section 33490 (a)(1)(B), the Midterm Review of this Implementation Plan does not constitute a project within the meaning of Section 21000 of the Public Resources Code (the "California Environmental Quality Act" [CEQA]). Further, the Midterm Review does not constitute an approval of any specific program, project, or expenditure. Therefore, inclusion in the Implementation Plan does not eliminate the potential required review pursuant to CEQA at the time of approval of the program, project, or expenditure, to the extent that it would be otherwise required. Merged Project Area Implementation Plan — Midterm Review Huntington Beach Redevelopment Agency Page 9 MERGED PROJECT AREA BACKGROUND The Main Pier Subarea was adopted on September 20, 1982, by Ordinance No. 2578; amended on September 6, 1983, by Ordinance No. 2634; and re-amended on November 19, 2007, by Ordinance No. 1045. This amended project area encompasses approximately 336 acres. The Subarea is located along the City's beach and encompasses the downtown. It is characterized by a mix of new retail and office development and the preservation and enhancement of older buildings. The Talbert Beach Subarea was adopted on September 20, 1982, by Ordinance No. 2577; and amended on November 19, 2007, by Ordinance No. 1045. The Talbert-Beach Subarea is 25 acres in size and is built-out. When this project area was created, there were many "encyclopedia lots," small un-developable parcels under multiple ownerships. The area is now characterized by a balance of industrial and residential development. The Yorktown Lake Subarea was adopted on September 20, 1982, by Ordinance No. 2576; and amended on November 19, 2007, by Ordinance No. 1045. The major projects undertaken in this Subarea were housing and public improvements in the Civic Center area. This Subarea is 30 acres and is built-out. Adjacent to the Civic Center are two housing developments: single family homes and an apartment complex for seniors. The Oakview Subarea was adopted on November 1, 1982, by Ordinance No. 2582; amended on July 5, 1989, by Ordinance No. 3002; and re-amended on November 19, 2007, by Ordinance No. 1045. This 68-acre Subarea is predominantly developed with older multifamily housing occupied by lower income families of diverse ethnicity. The Agency's emphasis here has been to improve housing conditions and provide public services to the area's residents. The Oakview Branch Library was established through the use of the Community Development Block Grant Program Funds. The Huntington Center Subarea was adopted on November 26, 1984, by Ordinance No. 2743; and amended on November 19, 2007, by Ordinance 1045. The Huntington Center Subarea is the City's second largest at 160 acres. It is comprised exclusively of commercial uses. The predominant efforts in this Subarea have been focused in the redevelopment of the former Huntington Center Mall into Bella Terra, a regional lifestyle urban residential and entertainment center. BLIGHT ELIMINATION The Agency documented blighting conditions as part of the 1996 plan amendment and again in 1999. Those persistent conditions include: •Deterioration •Irregular subdivision of lots -Age and obsolescence •Inadequate public improvements •High crime rates relative to other areas of the City Merged Project Area Implementation Plan - Midterm Review Huntington Beach RedeveloRment Agency Pave 10 The Agency developed eleven (11) goals to address the blighting conditions listed below from letters "A" to "K". The Midterm Review assessment of each goal is represented by the following bulleted accomplishments. The Agency has been extremely active in remedying blighting conditions within the Merged Project Area during this Implementation Plan period via projects such as the redevelopment of the Huntington Center now named Bella Terra, The Strand, and Pacific City: A. Goal: Eliminate and prevent the spread of conditions of blight, including underutilized properties and deteriorating buildings, incompatible and uneconomic land uses, deficient infrastructure and facilities, obsolete structures, and other economic deficiencies in order to create a more favorable - environment for commercial, office, industrial, residential, and recreational development • The Agency is presently assisting nonprofit entities to acquire deteriorated and dilapidated structures in an effort to redevelop the site(s) primarily in the Oakview Area • The Agency is presently working on two specific plans: (1) Beach/Edinger Specific Plan, and (2) an update to the Downtown Specific Plan which may include the rezoning of property • The City Planning Department has also modified the Single Room Occupancy Ordinance which may allow for increased redevelopment of certain blighted parcels for housing • Undergrounding of utilities along Pacific Coast Highway in conjunction with Southern California Edison, CalTrans, and California State Beaches Department B. Goal: Expand the commercial base of the Project Area The Agency detailed several significant projects in the Implementation Plan that are ongoing in the development process and intended to fulfill the desired goal of expanding the commercial base of the Project Area. • The Agency continues to work towards the ultimate completion of the Water Front Project. Upgrades to the hotel, spa, the addition of retail space and residential components are completed. The developer is moving forward with planning and design efforts to complete a third hotel and remaining residential components of the mixed use project • Pacific City, a monumental project located on 31 acres facing the Pacific Ocean on PCH between 15` Street and Huntington Street has commenced construction. Project off-sites, on-site grading and development of the parking component and vertical supports of the structures of the mixed use project are currently under way. The development will include retail, hotel, entertainment, office, restaurants, residential and public areas. At complete build-out this project is expected to exceed $1 billion in valuation Merged Project Area Implementation Plan — Midterm Review Huntington Beach Redevelopment Agency Panne 11 • Bella Terra, Phase 1, formerly Huntington Beach Mall, is completed and has developed into a regional destination for the restaurants, retail and entertainment experience. DJM Capital Partners, the new owner of Bella Terra, just recently completed the acquisition of the Towers at Bella Terra which is an office development that adjoins the 405 Freeway and Phase 1. Bella Terra, Phase 2, which includes the development of the former Montgomery Wards site, is under review, with the project CEQA/EIR commenced. Phase 2 is a mixed use project including retail, commercial and residential uses. DJM, who acquired the project from JHSnyder Development, continues to analyze the project taking into consideration the Phase 2 design and uses in conjunction with the Edinger/Beach Corridor specific plan and study • The Strand (Blocksl04-105 in the Main Pier Subarea) is a two-block area under construction in the downtown area via an Agency Disposition and Development Agreement with CIM previously approved in 1999. The 3.97 acre site on PCH sits between 5th and 6th street. CIM completed the construction of the garage portion of the project which will provide approximately 460 parking stalls available to the project users as well as general public. Construction is now underway for the hotel, retail, commercial, restaurant portions of the project. Grand opening is anticipated by 1st quarter 2009 • The Atlanta/Beach center continues to be pan`of ongoing discussions between the Agency and various ownerships within the Center. The Agency's vision is to create a development that will meet the goal of increasing the commercial base of the Project Area. The current project is an underperforming older center that requires significant rehabilitation or complete demolition to make the existing project competitive • The Agency owns a 1.3 acre parcel on Edinger across from Bella Terra. Several developers have been in discussions with the Agency to develop the site. Agency staff has had ongoing discussions for the development of a hotel with the operator/flag being a nationally recognized name. Agency staff anticipates a project developed on the site within the next 18 months • Edinger/Beach Corridor study and specific plan. Staff has been working to complete the economic analysis and planning efforts to develop the Edinger/Beach Corridor Study. Ongoing staff analysis and public workshops have been held commencing in the 1st quarter of 2007. The specific plan and EIR required for this plan are anticipated to be completed between the 1st and 2nd quarter of 2009 C. Goal: Improve inadequate drainage infrastructure • The Agency is currently funding the construction of a $2.5 million dollar parallel storm drain at Slater and Parkside E. Goal: Improve and/or provide electric, gas, telephone, and wastewater infrastructure to both developed and undeveloped properties within the Project Area • An Owners Participation Agreement has been executed with Poseidon Resources for a Seawater Desalination Facility F. Goal: Promote local job opportunities • The Agency has conducted numerous outreach efforts to promote local job opportunities such as co-hosting business seminars, assisting with the job center, and Small Business Assistance Center G. Goal: Encourage the cooperation and participation of residents, businesses, businesspersons, public agencies, and community organizations in the redevelopment/revitalization of the Project Area • Three public workshops involving residents, businesses and tenants were completed regarding development of SP14 for the Edinger Corridor Specific Plan • Beach/Edinger Corridor Study community meetings commencing in 1st quarter 2007 • Shopping Center Mayor's Forum • Weekly Surf City Nights H. Goal: Implement design and use standards to assure high aesthetic and environmental quality, and provide unity and integrity to developments within the Project Area • Review and updating of the Downtown Master Plan Merged Project Area Implementation Plana - Midterm Review Huntington Beach Redevelopment Agency Page 13 • Review and updating of the Downtown Master Design Guidelines • Specific Plan for the Edinger/Beach Corridors being developed by Economic Development and Planning Departments for review and approval • The Planning Department has streamlined the planning approval process for various projects by expanding the administrative approval authority • The Conditional Use Permit application review process was also updated and reduced to a four month process 1. Goal: Address parcels of property that are of irregular form and shape, are inadequately sized for property usefulness and development, and/or are held in multiple ownership • The Agency is presently working on two specific plans; (1) Beach/Edinger Specific Plan and an (2) update to the Downtown Specific Plan which may include the rezoning of property and a discussion of the irregular parcels within the Plans • The Agency is presently assisting nonprofit and for profit entities to acquire parcels of irregular shape and size whose usefulness is not being realized primarily in the Oakview Area J. Goal: Remove impediments to land disposition and development through the assembly of property into reasonably sized and shaped parcels served by improved infrastructure and public facilities • The Agency has addressed Goal J through its activities described in Goals A, C, H, and I K. Goal: Recycle and/or develop underutilized parcels to accommodate higher and better economic uses while enhancing the City's financial resources • The Agency has addressed Goal K through its activities described in Goals A, C, H, and I • Acquisition of property during Fiscal Year 2006/2007 AGENCY FINANCIAL_ STATUS REPORT The Agency presented in the Implementation Plan a preliminary five year budget for the Redevelopment (Nonhousing) Fund. The Agency adopts its budget on an annual basis; as such actual revenues and expenditures may differ from those forecasts presented in the Implementation Plan and are therefore subject to change. Projections of revenues and expenditures contained within the Implementation Plan were based upon the assumptions delineated below: • Revenue and expenditures for fiscal year 2005-06 were based on the Agency's approved budget at the time of document preparation • Future tax increment revenues were projected based upon a conservative 2% Merged) Project Area Implementation Plan — Midterm Review Huntinaton Beach RedeveloRment Agency Page 14 increase in the secured assessed value in the Project Area • Tax increment revenue projections include projected revenues from new development occurring within the Merged Project Area • Interest earnings were estimated based on net revenues and beginning fund balances • Taxing agency payments from the non-housing fund have been calculated pursuant to all existing agreements and Section 33607.5 of the CRL • Personnel and Operations expenditures were based on the City budget and forecasts from the City Finance Department • Capital project costs were obtained from staff estimates The Agency is projected to receive $15,944,160 in gross tax increment in Fiscal Year 2007-08. After disbursements to taxing entities and the 20% housing set-aside deposit, the Agency is projected to retain $8,950,981 in net tax increment, which may be utilized to address the Agency's stated redevelopment goals through various projects and programs identified in the Implementation Plan and this Midterm Review. AFFORDABLE HOUSING PLAN The Agency completed an Affordable Housing Plan inclusive of the Affordable Housing Strategy required of Implementation Plans. The Affordable Housing Plan aggregates the affordable housing funds for both the Southeast Coastal Project Area and the Huntington Beach Merged Project Area. The Housing Component for this Implementation Plan period is covered by the previously adopted Affordable Housing Strategy. Administration of the Implementation Plan As detailed in the Introduction of this Midterm Review, the Agency is required to produce an Implementation Plan every five years. After adoption of the first Implementation Plan, a new plan is to be adopted every five years either in conjunction with the housing element cycle or the implementation plan cycle. Implementation Plan Adoption Process Each Implementation Plan must be presented and adopted at a duly noticed public hearing of the Agency.
