AND EDINGER AVE. t' Statement of Issue, Funding Source, Recommended Action, Alternative Action(s), Analysis, Environmental Status, Attachments) Statement of Issue: On November 15, 1999 the City Council directed staff to analyze the. piecemeal development of remnant parcels on Beach Boulevard and recommend solutipns to address this issue in order to insure the maximum economic viability of future development. Staff is recommending a 45 day moratorium in order to process an ordinance which regulates or eliminates certain land uses on Beach Boulevard and Edinger Avenue. Funding Source: Not applicable. Recommended Action: Motion to: 1. "Direct staff to prepare an amendment to the Huntington Beach Zoning and Subdivision Ordinance to increase the minimum lot frontage on Beach Boulevard from 100 feet to 300 feet." 2. "Continue the request to prepare an urgency ordinance to establish a 45-day moratorium and to prepare an amendment to the Huntington Beach Zoning and Subdivision Ordinance to increase the minimum lot frontage and direct staff accordingly." i REQUEST FOR ACTION 10 MEETING DATE: December 20, 1999 DEPARTMENT ID NUMBER: PL99-72 3. "Direct staff to work with the City Attorney's Office to prepare an urgency ordinance to establish a 45-day moratorium pursuant to Government Code Section 65858(a) on all drive through uses on Beach Boulevard and Edinger Avenue." Analysis: As the remaining vacant parcels develop and existing businesses recycle on the city's major commercial arterials, often less than desirable uses are developed. In the past several years we have seen a great number of drive through establishments developed on Beach Boulevard, Edinger Avenue and Warner Avenue. Fast food, pharmacies, oil change with minor auto repair has dominated the landscape. These businesses return few tax dollars to the city while negatively impacting traffic circulation with a less than desirable aesthetic contribution to the community. Consolidation of parcels on Beach Boulevard and expansion of existing viable businesses has become problematic because of the high price many of the drive through businesses are willing to pay for land in comparison to an auto dealer. The city has currently undertaken a comprehensive analysis of the future of Beach Boulevard. It has become apparent that if this effort is going to be successful, the city will have to change the land use patterns and site layout of buildings on arterials. Expansive parking lots with buildings setback greater than 50 feet from the street contribute to a stark look and encourage business owners to erect large signs for identification. If efforts to change the image of Beach Boulevard and Edinger Avenue are going to be achieved, it is time to re-evaluate the siting of buildings and the type of uses the city wishes to see developed. Therefore, the staff is recommending that the City Council consider directing staff to prepare an urgency ordinance to establish a moratorium on businesses that use drive through windows as part of their operation.
