SUBJECT: Adopt Resolution No. 2010-89 approving the submittal of a Proposition
84 Grant Application with the State of California Department of
Resources for the Natural Treatment System -East Garden Grove
Wintersburg Channel Urban Runoff Diversion into Talbert Lake
Project.
Statement of Issue: The City of Huntington Beach has the opportunity to apply for a
$1,000,000 competitive Proposition 84 Grant from the State of California Department of
Water Resources for the East Garden Grove Wintersburg Channel Urban Runoff Diversion
Project Phase I (Talbert Lake Project Phase 1) that will divert and treat urban runoff into
Talbert Lake. A resolution authorizing the City to file the grant application and execute a
grant agreement is required.
Financial Impact: If awarded, the City of Huntington Beach would receive $1,000,000 for
the Talbert Lake Project Phase I from the State of California. A 25% grant match amount of
$250,000 is required. However, the State has stated that local funds already spent on this
project would be credited towards this match requirement. Since City has spent in excess of
$250,000 of local funds on this project, there would be no additional match required.
Recommended Action: Motion to:
Adopt Resolution No. 2010-89, "A Resolution of the City Council of the City of Huntington
Beach Authorizing Application to the California Water Resources Department for an
Integrated Regional Water Management Implementation Grant."
Alternative Action(s):
Do not approve resolution and deny submittal of grant application.

Analysis: The East Garden Grove Wintersburg Channel Urban Runoff Diversion Project
Phase I (Talbert Lake Project Phase 1) will divert up to one million gallons per day (mgd) of
urban runoff from the East Garden Grove Wintersburg Channel (EGGWC) through pre-
treatment devices, into a 15-acre area in Central Park for treatment to remove numerous
pollutants, thereby significantly reducing pollutant loading to the coastal receiving waters.
The project will protect the beneficial uses of our coastal waters and will provide multiple
benefits to the region, including enhancement of habitat value, educational opportunities,
increased park attendance and recreational opportunities, groundwater recharge and
seawater intrusion barrier enhancements.
In 2005, the City was awarded $2.3 million from Proposition 13 grants and $288,000 from the
Environmental Protection Agency to pay for the design and construction of the project. In
combination with our local funds, the resulting budget was sufficient to cover the cost of
design, but was not enough to fully fund the- construction. The project has a current
construction shortfall of approximately $3.6 million. The project has been on hold since
- December 2008 due to the freezing of Proposition 13 funds by the State. After nearly 2
years of delay, the State is now looking to reactivate the funds.
Although the additional $1,000,000 will not be enough to fully fund the shortfall, staff and their
project consultant are working with the State regarding the possibility of constructing the
project in additional phases within available budget (including the $1,000,000 grant).
Additional phases could include constructing the diversion structure in the channel and one
out of the three planned "treatment trains" to provide some diversion and treatment of urban
runoff from the EGGWC.
Plans and Specifications are 75% complete and a Mitigated Negative Declaration has been
certified. Regulatory permits have been obtained from the Army Corps of Engineers,
Regional Water Control Board, and California Department of Fish & Game.
Applications are due to the State on December 9, 2010. Award of funding is expected to be
announced in early summer 2011.
Public Works Commission Action: Not required.
Environmental Status: Mitigated Negative Declaration was approved by the City in 2008.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH
AUTHORIZING APPLICATION TO THE CALIFORNIA WATER RESOURCES
DEPARTMENT FOR AN INTEGRATED REGIONAL WATER MANAGEMENT
IMPLEMENTATION GRANT
WHEREAS, pursuant to the Safe Drinking Water, Water Quality and Supply, Flood
Control, River and Coastal Protection Bond Act of 2006 (Public Resource Code Section 75001 et
seq.) application may be made to the California Department of Water Resources to obtain an
Integrated Regional Water Management Implementation Grant; and
The City of Huntington Beach desires to make application and enter into an agreement
for such grant for the purpose of the East Garden Grove Wintersburg Channel Urban Runoff
Diversion Project, Phase I,
NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby
resolve as follows:
1. That the Director of Public Works is hereby authorized and directed to prepare the
necessary data, conduct investigations, file the application, and execute a grant agreement with
California Integrated Regional Water Management Implementation Grant for the East Garden
Grove Wintersburg Channel Urban Runoff Diversion Project, Phase I_
