SUBJECT: Adopt Resolution No. 2011-10 to approve the submittal of three
improvement projects for Grant Applications to the Orange County
Transportation Authority (OCTA) for funding under the Combined
Transportation Funding Program (CTFP)
Statement of Issue: Adoption of a resolution is required to approve the submittal of
projects for grant applications to the Orange County Transportation Authority (OCTA) for
funding under the Comprehensive Transportation Funding Programs (CTFP), Regional
Capacity Program.
Financial Impact: No funding is required for this action. However, if some or all of the grant
applications are approved by OCTA, that City will be responsible for up to $402,385 in local
matching funds. Non-General Fund sources such as Proposition 42, Traffic Impact Fees,
and/or Gas Tax are proposed for funding the local match. A separate City Council action
appropriating funds will be required at that time.
Recommended Action: Motion to:
Adopt Resolution No. 2011-10, "A Resolution of the City Council of the City of Huntington
Beach Approving the Submittal of Three Improvement Projects to the Orange County
Transportation Authority for Funding Under the Comprehensive Transportation Funding
Program."
Alternative Action(s):
Deny approval of some or all of the projects listed in the resolution and forego application for
funds at this time.

Analysis: On November 8, 2010. the Orange County Transportation Authority (OCTA)
announced a call for projects for the Comprehensive Transportation Funding Program
(CTFP). As a condition of eligibility, the City is required to adopt a resolution approving the
submittal of applications for CTFP funding. In general, the resolution declares the City's
desire to implement the submitted projects, as well as an affirmation to follow CTFP
procedures, should funding be approved and allocated. The following three projects will be
submitted to OCTA for consideration:
Brookhurst Street and Adams Avenue widening
Beach Boulevard and Warner Avenue widening
Atlanta Avenue widening from Huntington Street to Delaware Street
The grant amounts requested through these applications and the corresponding local
matching funds (25% of the total project) which will be required are summarized below:

1. Brookhurst Street and Adams Avenue Long Term Widening Project — The intersection
of Brookhurst Street and Adams Avenue was identified as a critical intersection in the
cooperative study and interagency memorandum of understanding (MOU) regarding
the Garfield/Gisler overcrossing of the Santa Ana River and reaffirmed in the
Beach/Edinger Corridor Specific Plan Environmental Impact Report. To meet long-
term transportation needs in the area with the proposed deletion of the Garfield-Gisler
Bridge from the Master Plan of Arterial Highways (MPAH), significant improvements
are needed at the intersection. Studies have identified the need for one additional
through lane in each direction on Adams Avenue along with the addition of right turn
lanes on Brookhurst Street. Total construction costs are expected to exceed $12
million, however, only funds for engineering and right-of-way studies are included with
this grant application. Completion of these tasks will result in final plans and
specifications ready for construction funding consideration under the reauthorized
Measure M.
2. Beach Boulevard and Warner Avenue Intersection Improvements — Beach Boulevard is
a major regional facility within Orange County and serves as one of the key north-south
transportation corridors in the City of Huntington Beach. The intersection of Beach
Boulevard and Warner Avenue is reaching its desirable service capacity and projected
increases in traffic will result in the intersection exceeding level of service standards.
The most recent study identifying this need was part of the Beach/Edinger Corridor
Specific Plan. The City of Huntington Beach, in cooperation with Caltrans, has
identified an, intersection improvement to add a westbound right turn lane to augment

- _ capacity and meet the immediate and future needs. Total construction costs are
expected to be approximately $1.5 million, however, only funds for engineering and
right-of-way studies are included with this grant application. Completion of these tasks
will result in final plans and specifications ready for construction funding consideration
under the reauthorized Measure M.
3. Atlanta Avenue Widening — Huntington Street to Delaware Street - The proposed
project will widen approximately 700 feet along the south side of Atlanta Avenue to
provide the full Master Plan of Arterial Highways cross section for the roadway. The
proposed project will require acquisition of right-of-way to accommodate the street
widening which will impact up to eight mobile home sites immediately south of Atlanta
Avenue. The grant application is for construction funding only. Right-of-way
acquisition funds have been previously approved under a separate grant program.
Public Works Commission Action: Not required.
Environmental Status- Not applicable.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH APPROVING THE
SUBMITTAL OF THREE IMPROVEMENT PROJECTS TO THE
ORANGE COUNTY TRANSPORTATION AUTHORITY
FOR FUNDING UNDER THE COMPREHENSIVE
TRANSPORTATION FUNDING PROGRAM
WHEREAS, the Orange County Transportation Authority intends to allocate funds for
transportation improvement projects within the incorporated cities and the County; and
The City of Huntington Beach desires to implement the transportation improvements listed
below; and
The Orange County Transportation Authority declared that City of Huntington Beach has
met the eligibility requirements to receive Measure M turnback funds; and
The City's Circulation Element is consistent with the County of Orange Master Plan of
Arterial Highways; and
The City of Huntington Beach will provide matching funds for each project as required by
the Orange County Comprehensive Transportation Program Procedures Manual; and
The City of Huntington Beach will use Arterial Highway Rehabilitation Funding as a
supplement to the existing pavement management program; and
The City of Huntington Beach will not use Measure M funds to supplant Developer Fees or
other commitments; and
NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve
as follows:
To request that the Orange County Transportation Commission allocate funds in the
amounts specified in the City's application from the Comprehensive Transportation Programs. The
City will match the funds as required and said funds shall be used as supplemental funding to aid
the City in the improvement of the following streets:
Atlanta Avenue widening from Huntington Street to Delaware Street
Beach Boulevard and Warner Avenue intersection improvements
Brookhurst Street and Adams Avenue intersection improvements

RE: OCTA Grant Application for 3 locations—CC Agenda 2/22/11
Dear City Council Members
Huntington Beach Tomorrow (HBT) recognizes the need to address significant and unavoidable traffic
impacts as a result of increased density in Beach/Edinger Corridor. Application for OCTA grants is a
responsible choice to partially fund the cost of needed improvements to lessen the already heavy traffic.
We commend City staff and councilpersons to take action to request grand funds from OCTA for
consideration. Is city matching funding set aside in annual budget only after funding is approved and
scheduled by OCTA. Is the amount of set aside fixed or is it adjusted for inflation? Grants locations:
Brookhurst Street and Adams Avenue widening
Beach Boulevard and Warner Avenue widening
Atlanta Avenue widening from Huntington Street to Delaware Street
Do above projects need to be initiated/completed before projects can be completed that created the need
for these steps to be taken? We believe development agreements should include infrastructure offsite
improvements required to be addressed before certificates of occupancy are in place.
Please notify Huntington Beach Tomorrow of when the next step is taken, i.e. OCTA responds to your
request and could you provide us with who we can contact at OCTA to share with them our support for
approving the grants referenced above for the City of Huntington Beach?
