Wilson, City Manager PREPARED BY: Patrick McIntosh, Fire Chief SUBJECT: Adopt Resolution No. 2011-12 amending the city-wide user fee schedule for Fire Department user fees and appropriate funding for a temporary part-time Fire Prevention Inspector position Statement of Issue: The Fire Department is requesting approval to adjust Fire Department user fees and to appropriate funding for a temporary part-time Fire Prevention Inspector position to provide more efficient inspection services. Financial Impact: If approved, the modification of the fire inspection program, and the corresponding adjustment to city user fees would be cost neutral to the general fund. It is anticipated the changes will result in an overall increase in annual general fund revenue of $31,865 which will fully fund the requested temporary part-time Fire Prevention Inspector. Recommended Action: Motion to: A) Adopt Fee Resolution 2011-12, "A Resolution of the City Council of the City of Huntington Beach Amending Resolution No. 2009-31 Entitled `A Resolution of the City Council of the City of Huntington Beach Establishing a Citywide User Fee Schedule and Repealing Resolution No. 2007-58 and All Supplemental Resolutions Thereto' (Supplemental Fee Resolution No. 6)" amending the Fire Department User Fee Schedule; and, B) Authorize the City Manager to appropriate funds as needed to support the part-time position. CD 3 4_11 —A, W REQUEST FOR COUNCIL ACTION MEETING DATE: 2/22/2011 DEPARTMENT ID NUMBER: FD11-004 Analysis: The Fire Department currently performs life safety inspections at approximately 6,700 occupancies in Huntington Beach. These inspections ensure compliance with applicable federal, state and municipal codes to provide the fire safety of the citizens, business community and visitors to the city. In order to greatly increase the efficiency and effectiveness of the Fire Prevention Inspection Program, Fire Department staff is recommending a modification that consists of the consolidation of various inspection services. This consolidation requires the modification of the scope of fire code permit inspections and ultimately results in the need for an additional temporary part-time Fire Prevention Inspector. Specifically, the modified scope would incorporate a full life safety inspection, which is currently performed separately by fire station suppression personnel. Adoption of the attached resolution (Attachment 1) would result in a reduction in the total annual cost of fire inspections for approximately 1,200 customers, for a total annual savings of $85,000 for the business community. The restructuring of fees will increase permit revenue while reducing fire company inspection revenue, for an overall savings to the customer. The additional temporary part-time Fire Prevention Inspector will allow for greater productivity, resulting in increased permit and fire clearance revenue. The efficiencies and productivity gained will result in an overall increase of $31,865 in annual general fund revenue, which would cover the cost of the inspector. In summary, these modifications to the Fire Prevention Inspection Program would result in the following benefits: • Fewer business interruptions due to consolidation of inspections • Lower total cost to the customer • Greater efficiency for the Fire Department • Consolidation of the billing process, resulting in fewer customer invoices • Improved cost recovery for the City A PowerPoint presentation is shown as Attachment 2 and the Public Hearing Notice is included as Attachment 3.
