SUBJECT: Identify Projects for Proposition 1 B Funding

Statement of Issue: Identification of specific projects is necessary in order to receive
Proposition 1 B funds.
Funding Source: Proposition 1 B funds in the amount of $3,253,053.55 are available to
the City of Huntington Beach.
Recommended Action: Motion to:
1. Approve the use of Proposition 1 B funds for the 08/09 Arterial Rehabilitation Project.
Alternative Action(s): Do not approve the use of Proposition 1 B funds for the 08/09 Arterial
Rehabilitation Project and direct staff on how to proceed.

Analysis: In 2007, the State appropriated portions of the $950 million in Proposition 113
funds to all cities and counties in the state. The City's appropriation is $3,253,053.55.
Eligible projects are limited to maintenance and improvement of local transportation facilities.
As a condition of receiving the funding, it is necessary for each agency to identify the
proposed projects and authorize the use of Proposition 1 B funding for those projects. Staff
recommends that the funding be used for the 2008/09 Arterial Rehabilitation Project. Streets
to be rehabilitated in this project include:
— Edwards St. (Talbert to Warner)
— Magnolia St. (Hamilton to Atlanta)
— Magnolia St. (Warner to 1-405)
— Gothard St. (Heil to Edinger)
— Garfield Ave. (Newland to Magnolia)
— Slater Ave. (Graham to Edwards)
— Slater Ave. (Newland to Beach)
The total estimated cost for this project is $6 million. The balance of the funding would come
from the Gas Tax Fund.
Strategic Plan Goal:
1-1 Improve the City's plan for funding and completing infrastructure needs, and develop
strategies for resolving crucial infrastructure problems to preserve the physical foundation of
the community and enable the community's value to grow.
Public Works Commission Action: Not needed for this action.
Environmental Status: The work will be within existing right-of-way and on existing City
facilities and is categorically exempt under CEQA section 15301(b).
