(City Council) Environmental Symposium (120.10) Communication from Councilmember Bauer regarding the matter of an Environmental Symposium being scheduled for September 9, 1999 by the Mayor without City Council approval. It is anticipated that well over four hours of staff time will be required to support this symposium. City Council policy requires approval by the City Council of such an activity. Recommended Action: Motion to: Since the city staff is already over -committed and since we have many environmental groups in the city, I move that no more staff time be devoted to an Environmental Symposium, and that the Mayor solicit the city's environmental groups for volunteers to carry out the functions described in the Mayor's memo dated 4/14/99. The matching grant awarded the City of Huntington Beach on May 26, 1999 by the Orange County Sanitation District's Board will enable the Public Works Department to approximately double the scope of the originally -intended project to refurbish aging sewers in the Downtown. The project area runs from Goldenwest Street south to Lake Street, and from Pacific Coast Highway inland to Palm Street. The $1.8 million project will utilize "sliplining" to rehabilitate these sewer. mains, which are deep underground and lie within 15-20 foot wide alleys, limiting typical construction methods and access for oversized vehicles. "The, matching grant from the Orange County Sanitation District will go far in our goal of maintaining a healthy infrastructure in Huntington Beach," Mayor Peter Green said. "The `sliplining' process for the aging mains will be a cost-effective, speedy process that will benefit the City," explained Robert F. Beardsley, Director of Public Works. "Other project benefits include bringing these defective sewer mains into compliance with current engineering standards and permitting the city to resume normal cleaning which serves to reduce grease and debris loads in City and District facilities." On June 7, 1999, the Huntington Beach.City Council will approve final plans and specifications for the project, including the process of awarding a contract to the lowest responsive and responsible bidder to complete the Downtown sewer rehabilitation project. -30-
