Funding Source: No funding is needed at this time. If the City of Huntington Beach is awarded the grant, the Senior Services Donation Account will be used to provide the local 11.47 percent match requirement, totaling approximately $36,245. The total value of the grant is $316,000 ($279,755 grant plus $36,245 match). Recommended Actions: Motion to: 1. Adopt Resolution No.2008- Authorizing Staff to Apply to the California Department of Transportation for a Federal Transit Administration Section 5310 Program Grant to purchase accessible vans and buses and related equipment to transport elderly and physically challenged persons. Alternative Action: Do not adopt resolution applying for a State Department grant to purchase vehicles for the Senior Transportation Program. Two of the vans and both of the buses will be used to replace existing vehicles, and one of the vans will be added to the City fleet. The attached Council-adopted resolution must accompany the grant application. As a requirement of the grant, a public hearing must be conducted to document that there are no nonprofit agencies readily available to carry out the proposed service. Letters were sent to twenty six (26) private, nonprofit transportation providers regarding the City's intention to submit a grant application and their right to speak at this public hearing. A notice was also published in The Independent on May 29, 2008. The City is applying for this grant because there is a need to replace older transportation vehicles and obtain newer and more efficient vehicles. This is necessary to meet an increasing need to transport senior citizens to and from their residences to locations within the Huntington Beach community. The "Surf City Seniors on the Go!" transportation program transports seniors to doctor's offices, shopping centers, social services, and the seniors' center. Staff and volunteers provide approximately 3,000 trips per month to city seniors. The City has received sufficient grants for the funding of the operation of the program, but is in need of capital funding to update the transportation fleet. The grants will be awarded early in 2009. If the City is successful in receiving the grant, the Cal Trans grant will fund $279,755, and the City will be responsible for $36,245 (11.47 percent) in matching funds. At that time, staff will recommend that the $36,245 be appropriated from donations received for senior service programs. These donations are received from program participants and various organizations. Strategic Plan Goal: Applying for the grant meets the City Services goal of providing quality public services with the highest professional standards to meet community expectations and needs, while assuring the City is sufficiently staffed and equipped.
