HomeMy WebLinkAboutAdopt Resolution No. 2016-17 authorizing an Application for Dept ID AD-16-011 Page 1 of 2 Meeting Date 4/4/2016 4"0 V4�� 7Z — CITY OF HUNTINGTON BEACH REQUEST FOR CITY COUNCIL ACTION MEETING DATE: 4/4/2016 SUBMITTED TO: Honorable Mayor and City Council Members SUBMITTED BY: Fred A Wilson, City Manager PREPARED BY: Ken Domer, Assistant City Manager Antonia Graham, Assistant to the City Manager SUBJECT: Adopt Resolution No 2016-17 authorizing an Application for Funds for the Environmental Cleanup, Tier 1 Grant Program under the Orange County Transportation Authority (OCTA) Environmental Cleanup Program Statement of Issue Each year the Orange County Transportation Authority (OCTA) offers funding opportunities aimed at reducing transportation generated pollution This Council action requests authorization to apply for funds under the OCTA Measure M2 Environmental Cleanup Program, Tier 1, to purchase and install up to ten (10) Marina Trash Skimmers Financial Impact There is no fiscal impact at this time Should the City be awarded funding through the Environmental Cleanup, Tier 1 Grant program, Staff will return to Council requesting authorization to accept grant funds Recommended Action Adopt Resolution No 2016-17, "A Resolution of the City Council of the City of Huntington Beach Authorizing an Application for Grant Funds for the Environmental Cleanup Tier 1 Grant Program Under the Orange County Transportation Authority Environmental Cleanup Program " Alternative Action(s) Do not adopt the Resolution and direct staff how to proceed Analysis The OCTA Measure M2 Environmental Cleanup Program (ECP), Tier 1, is designed to mitigate the more visible forms of pollution, such as litter and debris that collects on the roadways and in catch basins prior to being deposited in waterways and the ocean The program enables eligible jurisdictions to purchase and install structural best management practices such as screens, filters, and other"street scale" low flow diversion devices A total of$2 8 million is available during this call for projects These funds are meant to supplement existing water quality programs In partnership with the County of Orange (OC Parks) and Peters Landing, the City is requesting authorization to apply for grant funding up to $200,000 from OCTA to purchase up to ten (10) Marina Trash Skimmers (MTS) units MTS units draw in floating and partially submerged debris, such as plastics, bottles, paper, oil sheen, and organic materials The installation of MTS units in select locations in Huntington Harbour will enable the City to reduce the amount of trash and debris Item 7. - I HB -188- Dept ID AD-16-011 Page 2 of 2 Meeting Date 4/4/2016 within the Harbour area and from reaching the open ocean These units will be located in the following locations ➢ Peter's Landing ➢ County of Orange Sherriff's Boat Dock ➢ Huntington Harbor Marina ➢ Davenport Marina ➢ Seagate Yacht Club ➢ Tennis Estates Homeowner's Association ➢ Coral Cay Homeowner's Association The City has secured commitments from Peter's Landing and OC Parks and is working with other associations for site specific locations as well as possible matching grant assistance The units installed in will require weekly removal of collected debris and quarterly maintenance of the units The weekly maintenance will be conducted by the staff at the aforementioned locations The quarterly maintenance will be conducted by existing Community Services, Beach Operations contract staff Installation of these MTS units will lessen the workload of the Harbor Maintenance Worker as debris will be drawn in by the units, thereby enabling the Maintenance Worker to spend time on other areas as determined by the Community Services, Beach Operations Supervisor As both the private marinas and City staff perform existing debris removal, there should be no operational impact as much of the debris will now be consolidated into the MTS units The City and its partners will monitor the program and reassess the effectiveness of the MTS units on an annual basis Should the City be awarded funding through this program, the County has committed to providing a $25,000 match The funds from the County would count towards the overall project match Environmental Status Not applicable Strategic Plan Goal Enhance and maintain infrastructure Attachment(s) 1 Resolution No 2016-17, "A Resolution of the City Council of the City of Huntington Beach Authorizing an Application for Grant Funds for the Environmental Cleanup Tier 1 Grant Program Under the Orange County Transportation Authority Environmental Cleanup Program" 2 Letter of Support from Peter's Landing 3 Letter of Support from OC Parks 4 Letter of Support from Huntington Harbor Bay Club 5 Location Map uB -189- Item 7. - 2 ATTACHMENT # 1 RESOLUTION NO 2016-17 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH AUTHORIZING AN APPLICATION FOR GRANT FUNDS FOR THE ENVIRONMENTAL CLEANUP TIER 1 GRANT PROGRAM UNDER THE ORANGE COUNTY TRANSPORTATION AUTHORITY ENVIRONMENTAL CLEANUP PROGRAM WHEREAS, Orange County Local Transportation Ordinance No 3, dated July 24, 2006, known and cited as the Renewed Measure M Transportation Oidmance and Investment Plan, provides funds through the Enviiorunental Cleanup Tier 1 Giant Program to help protect Orange County beaches and waterways fiom transportation- generated pollution (urban runoff) and improve overall water quality, and The Environmental Cleanup Tier 1 Grant Program was created in part to provide funding for catch basins upgrades using best management practices, such as screens, filters, inserts, and other "street-scale" low flow diversion projects; and The Environmental Cleanup Tier 1 Grant Program also provides funding to putchase and install large scale catch basin and other water quality improvements, such as trash collection devices, constructive wetlands, infrltiation basins, and low flow diversion projects, and If awarded the Envitonnnental Cleanup Tier 1 Grant Funds ("Grant"), the City of Huntington Beach will be required to enter into a Giant Agreement that will be brought back to Council for approval at a later date The City of Huntington Beach has developed a targeted program to reduce transportation generated pollution and improve water quality However, City funding for said program is limited, and The City of Huntington Beach would like to apply to Orange County Transit Authority ("OCTA") for $200,000 in Environmental Cleanup Tier 1 Giant Funds, and NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve as follows 1 If awarded a Grant, the City of Huntington Beach will enter into a Grant Agreement that will i equir e the City to A.
