CITY COUNCIL LIAISON REPORT ON THE COUNCIL ON AGING
STRATEGIC PLAN
In accordance with the Memorandum of Understanding between the City of Huntington
Beach and the Council On Aging (COA), I would like to invite the COA President, Ms.
Cathy Meschuk, to update the City Council on the COA 2007 through 2012 Strategic
Plan.

• COA OPERATIONAL ENHANCEMENTS
• Increase the training and effectiveness of the
COA Board through recruitment, structure and
education
• Establish an ongoing 5-year plan to increase
our ability to raise, manage, and allocate funds
in support of HB senior citizen programs

List of objectives completed for each goal:
1) HB Senior Facility Goal
• Following post election approval of the new senior center,
the city requested a subcommittee of the COA Board
convene to provide citizen input on the new senior center
design.
• COA's liaison efforts with the city staff and council
produced the city's postings of meeting agendas and
minutes for public awareness of the COA Board sub-
committee's public meetings.
2) SCAC Membership Goal
• Maintained members on SCAC with board member(s) Dick
White and Ralph Bauer.
3) Advocate of pro-senior legislation Goal
• Reviewed pending legislation
• Wrote and sent 3 letters to legislators on behalf of
SB 1249 Taxation; SB 1451 Disaster Help (Kehoe);
and, "Special Victims Employment Act" (SVERA)
Stop Predators from Abusing their Victims.
• One board member and staff R. Pesqueira addressed
"Disaster response for vulnerable seniors" before
the Orange County Senior Center Directors on 6-6-06
4) Maintain exchange of HB transportation information
• Cumulative COA efforts provided to HB seniors has
augmented HB city's transportation resources and level of
transportation accessibility
• Maintained membership on the Citizen's Advisory
Committee for the Orange County Transportation Authority
(OCTA)
5) Develop a marketing program to increase COA
membership

attendees.

• Changed COA's structure for dues from a single level of$5
to five levels:
1) Standard ($5)
2) Bronze ($100)
3) Silver ($250)
4) Gold ($500)
5) Platinum ($1000)
• 28 sponsorships totaling $5,050 in 2005; 68 sponsorships
totaling $29,990 in 2006, a 500% increase.
• Bright Outlook ads generate maximum profit for space
allowed
• Golf Tournament profits totaled $30,000 for '05 and '06
combined
• '06 Senior Saturday profits up 124% from previous year,
$24,285
• Bequest in 2005 in memory of Thomas LaMonte ($22,250)
8) Maintain monthly communications with Community
Services Department and HB city council
• Frequent personal meetings more than monthly
• City now posts meetings and agendas on city website
