Dear Council Members:
The California Primary Election June 8 may well be one of the most
important elections in our statess history because we will be voting on
Proposition 75, the Nuclear Power Plants initiative.
We at Rockwell International, after careful analysis, believe that its effect
would be to prohibit the construction of new nuclear energy plants and
close down those which exist. Since California already has serious energy
problems, the long-term result would be the halting of new industrial
expansion and an exodus of many activities to other states with adequate
power resources.
The measure borders on the fraudulent since a "Yes" vote for the Nuclear
Power Plant initiative is actually a vote for the potential elimination of
Nuclear Power from California. Many people are being misled into believing
that a "Yes"vote will help them obtain nuclear power.
The issue is so serious, in our estimate, that we have initiated a major
inhouse effort to gain the support of our 70,000 Orange County employees
and their families, relatives and friends to defeat this measure. A t the same
time, we are strongly supporting and participating in the work of the
"No on 75"Committee in Orange County.
l urge you, as a respected opinion-maker in the Orange County community,
not only to Vote No on 15 but to make full use of your good offices in
encouraging your supporters to join in defeating this dangerous measure.

Under Resolution Numbers G-2360 and G-2389, the California
Public Utilities Commission authorized Southern .California _
Gas Company to refund certain amounts to its customers
relating, primarily, to refunds received-.by the Gas
Company from its interstate suppliers. The Gas Company
made these refunds during January and February, 1981.
Should your City wish to consider refunding the Utility
Users' Tax corresponding to these refund amounts, the Gas
Company' is willing to assist your. City by passing that tax
refund on to eligible city residents through our regular
utility bill. However, we are prepared to assist in making
utility users' tax refunds only' if the amount of the tax
refund is calculated and distributed uniformly. and the Gas
Company is expressly authorized to offset the tax refunds
.through a credit against current utility users' tax
collections. The refund calculations would be based upon
the amount of the utility refund and your City's February
1981 Utility Users' Tax rate.
If your City agrees to the above approach, please indicate
agreement by having the appropriate City official sign the
enclosed copy of this letter in the space provided., attaching
a Resolution of your City Council formally authorizing this
agreement and return to me by June 1, 1981.

against current tax collections of all tax amounts so refunded .
It is agreed that the City shall defend and indemnify the
Gas Company as to any loss or liability arising from any act

STATEMENT OF ISSUE �.
.At their meeting of July 17 , 1980 , the Meadowlark Airport Board voted . to
request that after the Southern California Edison Company undergrounds its
wires , the tops of the poles be cut off .down to the level where the
telephone wire_s. are . The Board requested that ,this be done. on Warner
Avenue under the take-off pattern and extending to Boisa Chica Street .
RECOMMENDATION
Request that the utilities investigate the possibility of .reducing .the
,height of the poles .until all the wires are completely undergrounded.
ANALYSIS
The primary concern of the Board was that the safety of the airport be
improved. This was the reason for the formation of the Underground
Utility District , and now that completion is delayed for another year ,
the Board would like to -request that this special effort be made . It
is believed that "topping" the poles has been performed in other cities .
Attached are the minutes of the Meadowlark Airport Board ' s meeting of
July 17 , 1980.

Dear Council Members:
Transmitted herewith is an agreement requested by the Southern
California Edison Company to be executed by the City.
The agreement relates to the underground electrical service
and street lighting for the Warner Avenue Fire Station. Under
utility regulations the City is required to provide at its cost
the trenching, excavation, backfill, conduit and an underground
vault for the Edison Company' s service.
The agreement also states that these facilities provided by
the City become the property of the Edison Company. Public Utilities
Commission regulations do provide that a maximum of $530. 00 is eli-
gible to the City in reimbursement if after a comparison of revenues
to cost over the next three years would warrant the reimbursement.
As this type of reimbursement is structured for larger commercial
or industrial developments, I would expect no reimbursement back to
us on this project.
It is recommended that your Honorable Body approve the agreement,.
authorize the Mayor and City Clerk to sign, and instruct the Clerk
to return the agreement to the Edison Company for their signature.

WITNESSETH:
.WHEREAS, Developer has requested Utility, pursuant to Utility's Rule No. 15.2;Underground Extensions
Within New Commercial and Industrial Development, to furnish and install underground electric distribution

WHEREAS, Any required extension of electric lines in excess of 200 feet outside the boundaries of the
development will be installed pursuant to Utility's Rule No. 15, Line Extensions; and
WHEREAS, Underground service. connections to each applicant from the underground distribution sys-
tem will be installed and maintained as provided in Utility's rules applicable thereto; and
WHEREAS, Street lighting will be installed in accordance with the appropriate tariff schedule;
NOW, THEREFORE, in consideration of the premises, and of the mutual promises and covenants of the
parties.hereto, hereinafter contained, it is mutually agreed by and between_ the parties hereto as follows, viz:
1. Developer, at Developer's expense and in accordance with Utility's specifications, all as set forth in Ex-
hibit A attached hereto and hereby made a part hereof, will perform all necessary trenching, excavating, and
backililling, including furnishing of any imported backfill material required, and will furnish and install any
conduit and substructures necessary to serve the..development, including reimbursement to Utility of the cost
of such necessary conduits and substructures which Utility had previously installed at its own expense in antici-
pation of the current extension. Any necessary riser conduit, conduit covering, and miscellaneous riser material
required for the supply circuit will be furnished or paid for by Developer and will be installed by Utility.

2. Additional facilities, as requested by Utility, are to be installed by Developer in accordance with Util-
ity's specifications and timing requirements, as set forth also in Exhibit A, and the estimated installed cost of said
additional facilities installed by Developer is agreed to be$...-0.'...............................
Upon installation by Developer, acceptance by Utility, and transfer of ownership to Utility of said addi-
tional underground facilities, said estimated installed cost of the 'additional facilities will be reimbursed to De-
veloper by Utility.
3..Utility will complete at Utility's expense the installation of the underground distribution system within
the commercial or industrial development and any portion of the supply circuit which may extend beyond the
boundaries of the development to Utility's existing supply facilities that is not in excess of 200 feet, including
any circuit needed to bring underground lines up.to existing overhead line level; provided, however, Utility has
been granted rights of way therefor satisfactory to and without cost to or condemnation by Utility. Utility will
install only those facilities that, in Utility's judgment, will be used within a reasonable time to serve permanent
bona fide loads within the development.
4. Said extension of electric distribution lines shall be and remain the property of Utility.
The parties hereto do hereby declare that it is their mutual intention that title to and ownership of
said portion of the:underground system furnished by the Developer, including any.additional facilities installed
by Developer.pursuant to Paragraph 2 hereof; which is to be- owned, maintained; and operated by Utility as
provided by Utility's Rules, shall vest in Utility. Developer does hereby agree that immediately upon completion
of said facilities and acceptance by Utility, title to each and every component part thereof shall immediately
pass to Utility without further action upon the part of Developer..
5. Developer will provide that degree of supervision over and coordination between grading, trenching,.
excavating, and other contractors as required-to assure that Utility's underground facilities remain at the depth
below final grade set forth in Utility's specifications,:and as required to prevent damage to .Utility's facilities
from the activities of said contractors. Developer agrees 'to hold harmless and indemnify Utility,for any and' all
damage to Utility arising in any way from the failure to provide said supervision, including but not limited to
damage represented by the cost to Utility of correcting an inadequate trench and/or excavation depth or other
known conditions exposing Utility to damage.
6. The amount of $....5.30.00 ..
Which is Utility's estimate.of the installed cost of the conduit and
other substructures installed and transferred to Utility in accordance with B.I. of Rule No. 15.2, exclusive of ex-
cavation, backfilling, and transformer vaults or enclosures designed to accommodate transformers that will sup-
ply three-phase service; will be subject to refund in accordance with the following provisions:
(a) The billed revenue for. the first 12-month billing period following completion date of the installa-
tion (from sales to customers within the development and connected_to the extension) will be compared as a
percentage to Utility's estimate of the installed cost of the facilities to be owned by Utility, excluding transfor-
mers, meters, services, excavating, and backfiling. This percentage applied to the amount subject to refund_will
determine the amount of refund to be paid promptly to Developer without interest, except no refund will be
made if revenue is less than 25 percent of cost.
(b) Revenues for each of the second and third 12-month billing periods will similarly be compared
with said estimated installed cost and additional refunds made if and to the extent the total refund then due
exceeds the amount already refunded.

(c) No payment will be made by Utility in excess of the amount subject to refund, nor after the final
refund based on the third 12-month billing period following the completion date which is the date Utility is
first ready to render service from the extension.
7. In event Developer-installed facilities to be transferred to Utility are not as set forth in Exhibit A,but
are acceptable to Utility, Utility retains the right to revise Utility's estimate of installed costs set forth herein, or
enter into a new agreement for said extension of underground electric line.
8. This contract is subject to the Rules of Utility.
9. This contract shall at all times be subject to such changes or modifications by the Public Utilities
Commission of the State of California as said Commission may, from time to time, direct in the exercise of its
jurisdiction.
IN WITNESS WHEREOF, the parties hereto have executed this agreement on the day and year first
above written.

NOTICE OF FILING OF APPLICATION
SOUTHERN CALIFORNIA GAS COMPANY (Applicant) hereby
gives notice that an application was filed with the California
Public Utilities Commission on December 10 , 1979 , requesting
authorization of the Commission to increase its gas rates to
cover significant increases in the cost of doing business. In
Application No. 59316 , Applicant requests a general rate increase
of $178 . 9 million, or about 8 . 5 percent over current rates , based
upon Test Year 1981 . If the full request is approved, a typical
residential bill would increase about 12 cents per day, or
$3::50 per month beginning in 1981 .
The proposed increase is needed to offset the increasing
cost of labor and materials , including the impact of inflation;
to support substantially expanded conservation activities; and
to provide the necessary earnings level to maintain the financial
integrity of the Applicant, so it can compete successfully for

monies it must. raise to provide the facilities to serve its
customers. Included in this request are proposals for
allocating the increase among the various: customer classes.

NOTICE OF FILING APPLICATION FOR RATE INCREASE
AND OF HEARING THEREON
NOTICE IS HEREBY GIVEN pursuant to Rule 24 of the Commission' s
Rules of Practice and Procedure and Commission direction that Southern
California Edison Company on or about December 26, 1979 will file an
application with the California Public Utilities Commission for general
increases in rates charged by it for electric service. Said increased
rates as compared with present rates are estimated to result in a
total increase in revenue of approximately $340 million or 9. 0% based
on 1981 level of sales under average-year conditions. The Application
sets forth the need for increased revenues due to continuing cost
increases and the inadequacy of earnings, -under- existing rates, to
enable Applicant to finance construction of needed additional utility
plant on reasonable terms. As shown in the Application, the spread of
the revenue increases among the several classes of service for which
increased rates are sought is:

*Calculated for each customer group by dividing the estimated
increase in revenues by the total estimated revenues under
presently authorized rates, including the effect of the
application of the energy cost adjustment procedure, and
stating the result as a percentage.
The increase in rates requested by said application is
necessitated by the effects on Applicant' s operating costs of continued
inflation, additions to rate base and increased cost-of-capital above
that reflected in presently effective rates, together with the need
for an attrition allowance to afford Applicant the opportunity to earn
the return deemed appropriate by the Commission for the entire interval
between general rate adjustments (two years) under the Commission' s
regulatory lag plan.

DECISION NO. 90967
NOTICE IS HEREBY GIVEN that the California Public Utilities
Commission has set hearings in the above-entitled matter before
Administrative Law Judge- Orville Wright for Thursday, January 17 ,
1980, at 10:00 a.m. in the Commission Courtroom, State Office
Building, 107 South Broadway, Los Angeles, California, at which
time applicant and all interested parties may appear and be heard.
Applicant filed its Petition to Reopen and Modify Decision
No. 90967 in Application No. 58764 on December 21, 1979. Applicant
has requested that such Decision be modified to allow amortization
of the accumulated balance in applicant's Energy Cost Adjustment
Clause ("ECAC") balancing account over a six-month period ending
April, 1980. The effect of such request will be to increase
retail revenues by about $81 million during the period of
February 1, 1980, to May 1, 1980. ECAC billing factor increases
which would result from this proposed modification effective
February 1, 1980, are as follows :
Lifeline: from 1.6580/kWh to 2.1680/kWh
Non-Lifeline Domestic: from 3.4530/kWh to 4.2190/kWh
Other than Domestic: from 3.2970/kWh to 3.9150/kWh
Applicant has requested such modification in order to allevi-
ate serious cash flow and financing problems in 1980 anticipated
by applicant under present rate levels

First of all please note the difference in KW Jan 171-1656 - Jan "72 1931.
We still have the same appliances and put up less outside Lights this
Christmas to conserve electricity. 14hy the big difference? Tote Jan 1971

received a raise because of the wage freeze# yet the cost of utilities
has increased.
We are also very disturbed about the mess under the utilities towers on
Hamilton Ave and Magnolia.. Certainly with the raise in the utility rates
lash., year your company can atleast beautify the right of way and hoer up
the weeds and brush and plant some seed and make it more pleasant to the
eyes of the people In this area;. The blight is a disgrace to our community.

Present Southern California Edison Company plans include
the addition of generating Units 2 and 3 at the San Onofre
Nuclear Generating Station. In order to supply the present
distribution system they will be building a 220 KV trans-
mission line from the San Onofre plant to tie in to several
existing substations .
Current planning (see attached map) include a line through
Santa Ana on Talbert Avenue, thence paralleling the inland
side of the Santa Ana River to their substation at the
intersection of Garfield and the Santa Ana River , which
is the extreme northeast corner of the City of Huntington
Beach. This installation will require the construction of
two new, streamlined metal poles in the substation. Of
the entire project , these two poles will be the only construc-
tion scheduled within the City of Huntington Beach. These
poles will be the same as those currently used at the Houston
Astrodome .
The California Public Utilities Commission will require a
written statement from the City concerning this proposed
two pole construction. Inasmuch as this proposed construction
only involves a few hundred feet within the extreme northeast
corner of our city and since it will further help alleviate
future power shortages in our community, it is the Administrator ' s
recommendation that the Council approve and order the Adminis -
trator to prepare the written statement .

Dear Mr. Miller:
On March 4, 1971, Mr. R. P. Burbank and I met with you and Floyd Belsito
to discuss the Southern California Edison Company's plans for construction
of a 220 KV transmission line between Edison's Santiago Substation, located
north of the San Diego Freeway and west of the Laguna Freeway, and Ellis
Substation, located south of Ellis Avenue on the west bank of the Santa Ana
River in Huntington Beach.
This line will tie into our existing 220 KV transmission system at our
Ellis Substation. In order to make the tie it will be necessary to in-
stall two towers on substation property. These towers will be the only
structures associated with this line to be located in the City of Hunt-
ington Beach. Construction of this line is scheduled to start about
July 1972, and will be completed by October 1973.
Pursuant to the provisions of California Public Utilities Commission General
Order 131, Edison plans to file an application on or about March 1, 1971,
for a Certificate of Public Convenience and Necessity covering the proposed
new construction.
The new lines are required in connection with the addition of Units 2 and
3 at San Onofre Nuclear Generating Station. These lines will provide a
portion of the additional 220 KV transmission capacity which will be needed
to transmit Edison's share of these new generating units (approximately 1800
1,114) from San Onofre to Edison's main 220 KV transmission system.
In accordance with the provisions of General Order 131, Edison hereby re-
quests a written statement setting forth your position concerning those
portions of the proposed construction situated within the city limits of
Huntington Beach. We will be pleased to meet with you or your staff as
required to supply any additional information, or to answer any questions
you may have concerning these plans.
