BOX 190 CALIFORNI ENGINEERING DEPARTMENT 15 U 15 D JAN 2 7 1978 TO: Honorable Mayor and City Council CITY OF HUNTINGTON BEACH ATTN: Floyd G. Belsito, City Administrator ADMINISTRATIVE OFFICE FROM: H. E. Hartge, Director of Public Works//e//- DATE: January 25, 1978 SUBJECT: Status Report and Suggested Priorities of Future Underground Utility Districts STATEMENT OF PROBLEM: Data recently received from the Southern California Edison Company in- dicates that the City has been allocated $255,724 as its 1978 share of funds to be used for the conversion of overhead facilities with under- ground. RECOMMENDED ACTION: It is recommended that the City Council accept the priority listing outlined herein and give consideration to the establishment of Warner Avenue from Graham Street to the Pacific Coast Highway as the next underground utility district within the City. ANALYSIS: Chapter 17 . 64 (Undergrounding of Utilities) of the Municipal Code re- quires the Underground Utilities Coordinating Committee among other things to determine the location and priority of conversion work within the City and to develop a long-range plan for establishing underground utilities districts. The Coordinating Committee met on November 29, 1977 and again on December 13, 1977 to determine the present status of the one existing district and to establish a prioritized listing of future, potential districts. In addition to these meetings, the committee made a field trip to in- vestigate the physical conditions existing at sites under consideration as possible future districts. Rule No. 20 of the Public Utilities Commission states that among other things undergrounding is in the general public interest for one or more of the following reasons: 1. 4Such undergrounding will avoid or eliminate an unusually heavy con- centration of overhead distribution facilities; 2 . Said street or road or right-of-way is extensively used by the general public and carries a heavy volume of pedestrian or vehicular traffic; 3 . Said street or road or right-of-way adjoins or passes through a civic area or public recreation area or an area of unusual scenic 1.2 What are the objectives of the project? In determining the feasibility of an area as a. potential underground district, the Committee considered the number of private land owners who would be compelled to pay for the undergrounding of the utility service to their structures as well as the complexity of the existing overhead wiring, pole locations, voltages, etc. The Committee also considered the magnitude of traffic using the particular corridor and the project size limited in part by available funds. They considered, too, the aesthetics to be gained in an area where new, adjacent develop- ments have already undergrounded their overhead utilities. Finally, the Committee examined the existing fund balance including monies which may be borrowed from future years. The result was as follows: Present Status of Undergrounding Fund 1977 Fund Balance $220,000 1978 Allocation 250,000 Sub-total $470 ,000 Estimated Cost of Existing Yorktown District 180, 000 Unencumbered Balance $290,000 Available to Borrow Against 1979 Allocation 250,000 Funds Available for a New District to be $540,000 Established in 1978 The following listing of potential districts was developed by the Committee and is listed in order of recommended priority: 1. Yorktown - Main to Delaware (an existing district) $180, 000 2. Warner Avenue - Graham Street to Pacific Coast Highway $400, 000 3 . Magnolia Street- Atlanta to Adams $216,000 4. The Planning Commission made their review on Jan. 4 , 1978. ALTERNATIVES: The Council may wish to delay action at this time and to give considera- tion to other areas which they feel should be included in the priority listing. FUNDING SOURCE: There are no expenditures of funds involved in the recommended action. HEH:MZ : jy w City of Huntington Beach P.O. The boundary of the district is defined as "50 feet on each side of the centerline of Mansion- .- Yorktown Avenue from five hundred feet east of Main Street to the east side of Delaware Street." For various reasons involving right-of-way acquisition and project funding of the Yorktown Street Improvement Project, the Underground District did not get underway. as originally planned. Recently the City' s Underground Utilities Coordinating Committee comprised of the Building Director, Planning Director, Public Works Director, and representatives of the Edison and General Telephone Companies reviewed the Yorktown Underground District. They field checked the entire area and reviewed the planned street improvement project which is to precede the Undergrounding project. As a result of this thorough review they recommend certain boundary adjustments all as shown on the attached map. ' These boundary adjustments are critical to the success of the District for without these changes many existing poles would remain immediately adjacent to the new construction and alignment of Yorktown Street. Hartge, Director of Public Works//e/t DATE: January 25, 1978 SUBJECT: Status Report and Suggested Priorities of Future Underground Utility Districts STATEMENT OF PROBLEM: Data _recently received from the Southern California Edison Company in- dic.ates that the City has been allocated $255, 724 as 'its 1978 share of funds to be used. for the conversion of overhead facilities with under- ground. , RECOMMENDED ACTION: 'It is recommended that the City Council accept the. .priority . listing outlined herein .and give consideration to the -establishment of Warner . Avenue from Graham Street to the Pacific Coast Highway as the next underground utility district within the City. a ANALYSIS: Chapter 17 . 64 (Undergrounding of Utilities) of the Municipal Code re- quires the Underground Utilities . Coordinating Committee among other things to determine the location and priority of conversion work within the City and to develop a long-range plan for establishing underground utilities districts. The- Coordinating Committee met on November 29, 1977 and again on December 13, 1977 to determine .the present status . of the one existing district and to. establish a prioritized listing of future, potential districts. In addition to these meetings, the committee made a field trip to in- vestigate the physical conditions existing at sites under consideration as possible future districts. Rule No. 20 of ahe Public Utilities Commission states :that among other things undergrounding is in the general public interest for one or more of the following reasons: 1. Such undergrounding will avoid or eliminate an unusually heavy con- centration of overhead distribution facilities;. 2 . Said street or road or right-of-way is extensively used by the general public and carries a heavy volume of pedestrian or vehicular traffic; 3 . Said street or road or right-of-way adjoins or passes through a civic area or public recreation area or an area of unusual scenic. . 1 H4korable, Mayor and Or Council /January 25, 1978 11 Page 2 interest to the general public. In determining the feasibility of an area as a- potential underground district ' the Committee considered the number of private land owners who would be compelled to pay for the undergrounding of the utility service to their structures as well as the complexity .of the existing overhead wiring, pole locations, voltages, etc. The Committee also considered the magnitude of traffic using the particular corridor and the project size limited in part by available funds. They considered, too, the aesthetics to be gained in an area where new, adjacent develop- ments have already undergrounded their overhead utilities. Finally, the Committee examined the existing 'fund balance including monies which may be borrowed from future years. The result was as follows: Present Status of Undergrounding Fund 1977 Fund Balance $220,000 1978 Allocation 250,000 Sub-total $470,000 Estimated Cost of. Existing Yorktown District 180,000 Unencumbered Balance $290,000 Available to Borrow Against 1979 Allocation 250,000 Funds Available for a New District to be $540,000 Established in 1978 The following listing of potential districts was developed by the Committee and is .listed in order of recommended priority: 1. Yorktown, - Main to Delaware (an existing district) $180,000 2 . Warner Avenue - Graham .Street to Pacific Coast Highway $400,000 3 . Magnolia Street - Atlanta to Adams $216,0'00 4 . Warner Avenue - GothArd to Beach $136,000 5. Yorktown. -. Newland to Delaware $162,000 6 . Downtown; Area Bounded by Pacific Coast Highway, Orange, Third, Fifth- Indeterminate 7. Edinger - . Beach to Goldenwest ($200 per foot, 66 KV $110801000 and 12 KV) As required. by Section 17 . 64. 040 of the Municipal Code, the Committee. submitted this report to the Planning Commission. The Planning Commission made their review on Jan. 4 , 1978. ALTERNATIVES: The Council may wish to delay action at this time and- to give considera- tion. to other areas which they feel should be included in the priority listing.
