Statement of Issue:
It is recommended that an underground utility district be formed which includes the
right-of-way width of Edinger Avenue (between Gothard Street and Beach Boulevard) and
the right-of-way width of Beach Boulevard (between Edinger Avenue and Holt Avenue).
See location map.
Recommendation:
Approve the attached resolution calling for a public hearing to determine whether public
necessity, health, safety or welfare requires the formation of an underground utility
district along these portions of Edinger Avenue and Beach Boulevard.
Analysis:
The Underground Utilities Coordinating Committee is recommending the establishment of
an underground utility district at the subject location. The work will involve the removal
of electrical and telephone overhead wires and poles and placing these facilities
underground. At the same time, street lights will be installed where missing.
On October 20, 1987, the Planning Commission reviewed the proposed project and
determined that it is in conformance with the general plan.
The Environmental Resources Section has reviewed the project and issued Negative
Declaration No. 87-44.
Design of the project by the Southern California Edison Company is scheduled for 1988
and construction for 1989.
Funding Source:
The preliminary cost estimate is $2,000,000.00.
Appropriations for this project have not been made. Funding will be available from
increment funds that would come from the Huntington Center Commercial District
Redevelopment Project during the next two years.
