$9.25 Million Temporary Rate Increase Requested
for Underground Facilities
in Areas Affected by the Oakland Hills Fire
On January 21, 1992, Pacific Bell asked the California Public
Utilities Commission (CPUC) to authorize a temporary rate increase
of $9.25 million to recover the cost of undergrounding telephone
facilities in areas destroyed by the recent Oakland Hills fire. The
cities of Oakland and Berkeley want the facilities installed
underground, rather than on utility poles above ground.
If our application is approved, we would install underground
facilities, and recover associated costs over a 12-month period.
This request deviates from cost allocation rules for undergrounding
as set forth in Rule 32 of Pacific Bell's tariffs. (Schedule Cal.
P.U.C. No. A.2.1.32)
The proposed increase applies to all Pacific Bell customers
statewide, including those receiving basic and toll services, as
well as long distance companies which are provided access to our
network. You now receive a "Rate Surcharge" credit, which would be
decreased by 0.144 percent if the application is approved. The
"Rate Surcharge" is listed on your bill in the "Regulated Monthly
Charges and Credits" section.
How your bill would be affected:
❑ Residence customers with an average monthly bill of $30 would
pay approximately five cents more per month for one year.

a Business customers with an average monthly bill of $100 would
pay approximately 15 cents more per month for one year.
