SECTION 4. The area proposed to be included in the district is shown on that certain map entitled, "Seventeenth Street and Utica Avenue Underground Utility District, " dated March 22, 1984, which is on file in the office of the City Clerk of the City of Huntington Beach. Cook, Director of Public Works e P ► 11, c ll -� c� Subject: Utica Ave. and 17th- St. Underground -Utility District '' Zes • itSH31 Statement of Issue, Recommendation,Analysis, Funding Source,Alternative Actions,Attachments: STATEMENT OF ISSUE: It is recommended that an underground utility district be formed to include the 60' width of Utica Ave. from 750' west of the centerline of Main St. to 200' east of the centerline of Main St. and the 90 foot width of 17th St. from 60' north of the centerline of Acacia Ave. to the north side of Utica Ave. and an area 50' wide east of the east right-of-way line of 17th St. and 25' north and south of the southeasterly centerline extension of Agua Drive. RECOMNENIDATION: Approve the attached resolution calling for a public hearing to determine whether public necessity, health, safety or welfare requires the formation of an underground utility district on 17th Street and Utica Avenue. ANALYSIS: The Underground Utility Coordinating Committee reviewed the list of proposed under- ground utility projects. Based on this review, the 17th St. and Utica Ave. project was determined to be the first priority. Therefore, staff met with the various utility companies and laid the groundwork for the formation of this district. On June 19, 1984, the Planning C nadssion reviewed the proposed project and determined that it is in conformance with the General Plan. Staff, in accordance with Chapter 17.64 of the Municipal Code, is now ready to establish this district and requests that a.resolution for a public hearing on August 20, 1984 be approved by Council. FUNDING SOURCE: All costs for work within the public right-of-way will be funded by the various public utilities. On-site improvements will be the responsibility of the property owners. ALTERNATIVE ACTION: Deny approval of this resolution and forego the establishment of this undergrounding district. Huntington Beach hereby finds and determines that the pub- lic necessity, health, safety and, welfare requires the removal of poles, overhead wires and associated structures, and the under- ground installation of wires and facilities for supplying elec- tric, communication, or similar or asssociated service within that area designated as Underground District No. 84-1, more particu- larly described as follows: The 90 ' width of Seventeenth Street from 60 ' / north of the centerline of Acacia Avenue to the north side of Utica Avenue, the 60 ' width of '. Utica Avenue from 750' west of the centerline ahb 27/84 201L 1 • of Main Street to 200 ' east of the centerline of Main Street and an area 50 ' wide east of the 1 east right-of-way line of Seventeenth Street and 25 ' north and south of the southeasterly centerline extension of Agua Drive. The above described area is hereby established as Underground District No. 84-1. RESOLVED FURTHER that the City Council of the City of Huntington Beach finds that: (a) Such undergrounding will avoid or eliminate an unusually heavy concentration of overhead distribution facilities; and (b Said streets are extensively used by the general public and carry a heavy volume of pedestrian and vehicular traffic inas- much as there are schools, a park and the civic center in the im- mediate vicinity. RESOLVED FURTHER that all poles, overhead wires and associated overhead structures shall be removed and underground installations made in said underground utility district within the following times: (a) Underground installation by property owners, if any, and reconnections not later than July 1, 1986; (b) Removal of poles, overhead wires and other associated overhead structures not later than July 1, 1986 by all utility companies. RESOLVED FURTHER that the City Clerk, within ten (10) days after the adoption of this resolution, shall mail a copy hereof and a copy of Huntington Beach Municipal Code Chapter 17.64 to af- fected property owners, if any, as shown on the last equalized assessment roll, and to the affected utilities. Cook, Director of Public Works �� Subject: Public Hearing for Utica Ave. and 17th St. Underground Utility District S-q Statement of Issue, Recommendation,Analysis, Funding Source,Alternative Actions,Attachments: STATEMENT OF ISSUE: On Aug. 20, 1984, the City Council adopted Resolution 5431 calling for a public hearing to determine whether public necessity, health, safety or welfare require the formation of an underground utility district on Utica Ave. and 17th Street. RECOMMENDATIONS: 1. Conduct a public hearing allowing would-be affected.property owners to express their concerns regarding the proposed underground utility district. 2. Adopt, by at least five affirmative votes, the attached resolution, thereby es- tablishing the Utica. Ave. and 17th Street Underground Utility District. ANALYSIS: The Underground Utility Coordinating Committee.reviewed the list of proposed under- ground utility projects. Based on this review, the Utica Ave. and 17th Street project was determined to be the first priority. On Aug. 20, 1984, the City Council adopted Resolution 5431 calling for a.public hearing to determine the necessity of removing poles, overhead wires and associated overhead structures within the designated area of this proposed district. Therefore, in accordance with Section 17.64.090 of the Municipal Code, the following actions have occurred: 1. The City Clerk has. notified all affected property owners, as shown on the last equalized assessment, by mail of the time and place of this. public hearing. 2. Staff has compiled this required information regarding the proposed.undergrounding district: A. Extent of Participation by Utilities An estimated 250,000 will be spent by the public utility companies. These revenues have already been set aside for this project. B. Cost to the City and- Property Owners The City will not be required to expend any revenues for this project; however, the Chevron Oil Co. will incur the cost of reconnecting their oil islands L and T to the new underground system.
