SUBJECT: Adopt Resolution No. 2010-104, adopting the Local Traffic Signal-
Synchronization Plan consistent with the Regional Traffic Signal
Synchronization Master Plan developed by the Orange County
Transportation Authority (OCTA)
Statement of Issue: Renewed Measure M, approved by the voters of Orange County on
November 6, 2006, approved the continuation of a one-half cent sales tax for transportation
improvements for thirty years beginning in 2011. Eligibility requirements for funding included
in the Renewed Measure M specify that each local agency adopt a Local Traffic Signal
Synchronization Plan by December 31, 2010. City Council action is requested to adopt a
resolution which adopts the City's Local Traffic Signal Synchronization Plan for submittal to
the Orange County Transportation Authority (OCTA).
Financial Impact: No funding is required.
Recommended Action: Motion to:
Adopt Resolution No. 2010-104, "A Resolution of the City Council of the City of Huntington
Beach Adopting the Local Traffic Signal Synchronization Plan Consistent with the Regional
Traffic Signal Synchronization Master Plan Developed by the Orange County Transportation
Authority."
Alternative Action(s): Do not adopt and forego Measure M funding eligibility. This action
would result in the loss of potential grants for traffic signal and street improvements

It also needs to be noted that Caltrans (in conjunction with OCTA)recently revised the
traffic signal timing on Beach Boulevard (State Route 39). The cycle lengths were
changed from a 120 second cycle for most of the day to cycle lengths ranging from 120
to 140 seconds. The City of Huntington Beach maintained crossing arterial coordination
along Edinger Avenue, Warner Avenue, Garfield Avenue and Adams Avenue at a 120
second cycle. With the revised timings on Beach Boulevard, this has created a break in
the City's east-west arterials. While some of the adjacent signal timing has been revised

to be consistent with the Caltrans timings,there are and will continue to be breaks in the
east-west arterials near Beach Boulevard. To date the timings on Edinger have been
revised for three signals east of Beach Boulevard and retiming efforts are also underway
for four adjacent signals along Warner Avenue. Retiming efforts will continue as staff
time and resources permit.
A component of the ongoing Traffic Signal System Master Plan is to identify
opportunities to communicate with the traffic signal systems in the adjacent cities and
with Caltrans. Although not finalized,intertie opportunities have been identified with
Westminster at the intersection of Bolsa Chica Street and Rancho Road, Fountain Valley
at the intersection of Warner Avenue and Magnolia Street and with Costa Mesa at the
intersection of Adams Avenue and Shantar Drive. A possible intertie location with
Caltrans exists at Edinger Avenue and Interstate 405.
SECTION FOUR—TRAFFIC SIGNAL SYNCHRONIZATION THREE YEAR
PLAN
The City of Huntington Beach utilizes in-house staff for the maintenance and operations
of the traffic signal system. The traffic signal system maintenance and operations are
only one of numerous duties that these staff members perform, so there is no exact dollar
amount which is dedicated to traffic signal synchronization.
The City currently has no capital projects budgeted for traffic signal interconnect or
timing efforts.
The Traffic Signal Synchronization Reporting Forms as provided in the guidelines are
included as Tables 2 and 3.

Analysis: Eligibility requirements included in the Renewed Measure M specify that each
local jurisdiction must adopt a Local Traffic Signal Synchronization Plan'. For eligibility
purposes, an adopted Local Traffic Signal Synchronization Plan must be completed by
December 31, 2010, and include the following:
• Traffic signal synchronization street routes;
• Traffic signal inventory;
• Three year plan showing costs, available funding and phasing for capital, operations,
and maintenance of traffic signal synchronization street routes and traffic signals;
• Information on local signal synchronization policies, including how street routes and
traffic signals may be synchronized with traffic signals on street routes in adjoining
jurisdictions.
The plan will require periodic updating on a three-year cycle throughout the duration of
Renewed Measure M.
Staff has prepared the Local Traffic Signal Synchronization Plan for the City of Huntington
Beach, a complete report with all appendices is available at the Public Works counter.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH ADOPTING THE LOCAL TRAFFIC SIGNAL
SYNCHRONIZATION PLAN CONSISTENT WITH THE REGIONAL TRAFFIC
SIGNAL SYNCHRONIZATION MASTER PLAN DEVELOPED BY THE ORANGE
COUNTY TRANSPORTATION AUTHORITY
WHEREAS, the Regional Traffic Signal Synchronization Program targets over 2000
signalized intersections across Orange County to maintain traffic signal synchronization,
improve traffic flow, and reduce congestion across jurisdictions; and
The Orange County Transportation Authority has developed the Regional Traffic
Signal Synchronization Master Plan to identify traffic signal synchronization street routes and
traffic signals within and across jurisdictional boundaries, and defines the means of
implementing the Regional Traffic Signal Synchronization Program; and
The Regional Traffic Signal Synchronization Program requires that the City adopt a
Local Signal Synchronization Plan consistent with the Regional Traffic Signal
Synchronization Master Plan as a key component of local agencies' efforts to synchronize
traffic signals across their boundaries; and
The Local Signal Synchronization Plan must be adopted by the City by December 31,
2010 to be eligible to receive Net Revenues as part of Measure M2 and thereafter updated
every three years starting June 30, 2014.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Huntington Beach, does hereby inform the Orange County Transportation Authority that:
I. The Local Signal Synchronization Plan includes goals that are consistent to
those outlined as part of the Regional Signal Synchronization Master Plan, including signal
synchronization across j urisdictions.
2. The Local Signal Synchronization Plan identifies traffic signal synchronization
street routes, including all elements of the Regional Signal Synchronization Network located
within the City.
3. The Local Signal Synchronization Plan includes the traffic signal inventory for
all traffic signal synchronization street routes.

PROJECT DESCRIPTION
Renewed Measure M includes a requirement that local agencies adopt a Local Traffic
Signal Synchronization Plan in order to be eligible for Renewed Measure M funds. The
following is the City of Huntington Beach's Local Traffic Signal Synchronization Plan
prepared consistent with the guidelines presented by the Orange County Transportation
Authority(OCTA)in April 2010-
SECTION ONE—TRAFFIC SIGNAL SYNCHRONIZATION GOALS
Consistent with the guidelines for the Local Traffic Signal Synchronization Plan
presented by OCTA,the following statement is included:
The City of Huntington Beach acknowledges the Measure M2 Regional Traffic Signal
Synchronization Program goals and supports a multi-agency, corridor-based approach that
optimizes traffic signals based on existing traffic patterns. The City supports local agency
responsibility for signal timing and working with neighboring agencies to develop
synchronization timing.
Agreements with neighboring jurisdictions, traffic engineering consultants, and signal operation
contractors are attached demonstrating the City's commitment to multi-agency signal
synchronization.

The City of Huntington Beach maintains a maintenance agreement with the City of
Fountain Valley for the maintenance of boundary traffic signals. The City, along with its
consultant Iteris, is currently developing a Traffic Signal System Master Plan to address
future traffic signal communication needs and to provide a framework for interagency
communication and coordination. Copies of the City Council actions are included as
Appendix A for reference.
SECTION TWO—TRAFFIC SIGNAL SYNCHRONIZATION STREET ROUTES
Figure 1 illustrates the Traffic Signal Synchronization Street Routes within the City of
Huntington Beach. These include the routes contained in OCTA's Regional Traffic
Signal Synchronization Master Plan along with the addition of Garfield Avenue from
Goldenwest Street to Brookhurst Street. As indicated on the Traffic Synchronization
-- List, Table 1, not all intersections on these routes currently operate under coordination.
The primary factor for these traffic signals not operating under coordination is the
inability to communicate with these traffic signals from the City's traffic management
center. As stated earlier,the City is currently undertaking a Traffic Signal System Master
Plan which will address the communication deficiencies and recommend a sequence of
improvements, dependent upon available funding.
The other reason for not operating the traffic signals under coordination is low traffic
volumes. While most of the arterial streets are under coordination continuously from
approximately 6:30 a.m. until approximately 7:00 p.m., there are several segments where,
due to low traffic volumes,the signals operate free in the midmorning and midafternoon
periods. There are also some segments, particularly on the far south side of the City
where traffic volumes are so low(less than 15,000 vehicles per day),that cross street
delay does not warrant operating the signals under coordination. Any coordination
within these segments should only be considered for very brief periods during the
morning and evening peaks.
SECTION THREE—TRAFFIC SIGNAL INVENTORY
Table l lists the corridors and intersections within the City that are included in the Local
Signal Synchronization Plan and the present coordination status of each of these
intersections. For reasons outlines in Section Two, not all of these intersections currently
operate under coordination. While the reason for most of the signal to not be operating
under coordination is due to communication and equipment deficiencies,there are also
some intersections where due to low traffic volumes, the cross street delay exceeds any
benefit received by providing arterial coordination.
