SUBJECT: Adopt Resolution No. 2011-24 approving the submittal of grant
applications associated with three improvement projects to the Orange
County Transportation Authority (OCTA) for funding under the
Comprehensive Transportation Funding Program (CTFP) for traffic
signal synchronization projects along Goldenwest Street, Warner
Avenue, and Talbert Avenue
Statement of Issue: Adoption of a resolution is required to approve the submittal of
projects for grant applications to the Orange County Transportation Authority (OCTA) for
funding under the Comprehensive Transportation Funding Programs (CTFP), Regional
Capacity Program.
Financial Impact: No funding is required for this action. However, if some or all of the grant
applications are approved by OCTA, that City will be responsible for up to $175,870 in local
matching funds. A separate City Council action will be required at that time.
Recommended Action: Motion to:
Adopt Resolution No. 2011-24, "A Resolution of the City Council of the City of Huntington
Beach Approving the Submittal of Three Improvement Projects to the Orange County
Transportation Authority for Funding Under the Comprehensive Transportation Funding
Program."
Alternative Action(s): Deny approval of some or all of the projects listed in the resolution
and forego eligibility to receive grant funds through the CTFP.

Analysis: On January 12, 2011, the Orange County Transportation Authority .(OCTA)
announced a call for projects for the Comprehensive Transportation Funding Programs
(CTFP), Regional Traffic Signal Synchronization Program. These programs provide for
interjurisdictional traffic signal coordination and equipment improvements and are regional
and competitive. As a condition of eligibility, the City is required to adopt a resolution
approving the submittal of applications for CTFP funding. In general, the resolution declares
the City's desire to implement the submitted projects, as well as an affirmation to follow
CTFP procedures, should funding be approved and allocated.
One project will be submitted by the City of Huntington Beach as the lead agency. The City
will also be participating in two additional multijurisdictional project applications submitted by
the City of Fountain Valley and the City of Santa Ana. The following three projects will be
submitted to OCTA for consideration:
® Goldenwest Street from State Route 22 to Pacific Coast Highway (in
conjunction with the City of Westminster and Caltrans)
® Warner Avenue from Pacific Coast Highway to Red Hill Avenue
(Application to be submitted by the City of Fountain Valley)
® Talbert Avenue/MacArthur Boulevard from Beach Boulevard to State
Route 55 (Application to be submitted by the City of Santa Ana)
The grant amounts requested through these applications and the corresponding local
matching funds which will be required are summarized below:

The local matching funds which will be contributed by the other agencies are not included in
the above figures.
1. Goldenwest Street Traffic Signal Synchronization Project — The project will provide
operational and infrastructure improvements at 32 intersections along Goldenwest
Street from State Route 22 to Pacific Coast Highway. The City of Huntington Beach
will be the lead agency on this project with participation by the City of Westminster and
the State of California Department of Transportation. As a first stage, equipment
upgrades will be installed in order to improve the operation and communications along
the network, including the installation of approximately three miles of fiber optic cable
within the City of Huntington Beach. The improvement is identified in the City's
ongoing Traffic Signal System Master Plan and will allow for faster and improved
communications with the system master at City Hall and will set the framework for
future closed circuit television cameras and communication with the adjacent
jurisdictions. The second stage of the project will be the development of new
coordinated traffic signal timing which will reduce stops and delays along the corridor.
2. Warner Avenue Traffic Signal Synchronization Project — The project will provide
operational and infrastructure improvements at 43-intersections along Warner Avenue
from Pacific Coast Highway to Red Hill Avenue. The City of Fountain Valley will be the
lead agency on the project with participation by the City of Huntington Beach, the City
of Santa Ana, the City of Tustin and the State of California Department of
Transportation. As a first stage, equipment upgrades will be installed in order to
improve the operation and communications along the network, including the installation
of approximately three and one-half miles of fiber optic cable within the City of
Huntington Beach. The improvement is identified in the City's ongoing Traffic Signal
System Master Plan and will allow for faster and improved communications with the
system master at City Hall and will set the framework for future closed circuit television
cameras and communication with the adjacent jurisdictions. The second stage of the
project will be the development of new coordinated traffic signal timing which will
reduce stops and delays along the corridor.
3. Talbert Avenue/MacArthur Boulevard Traffic Signal Synchronization Project- The
project will provide operational and infrastructure improvements at 26 intersections
along Talbert Avenue/MacArthur Boulevard from Beach Boulevard to State Route 55.
The City of Santa Ana will be the lead agency on this project with participation by the
City of Huntington Beach, the City of Fountain Valley and the State of California
Department of Transportation. As a first stage, equipment upgrades will be installed in
order to improve the operation and communications along the network, including the
installation of new traffic signal communication radios within the City of Huntington
Beach. The improvement is identified in the City's ongoing Traffic Signal System
Master Plan and will allow for faster and improved communications with the system
master at City Hall. The second stage of the project will be the development of new
coordinated traffic signal timing which will reduce stops and delays along the corridor.
The third stage of each of these projects will be the ongoing maintenance of the traffic signal
timing and equipment. The maintenance commitment is for six years, with the first three
years funded by the grants.

RESOLUTION NO. 2011-24
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH
APPROVING THE SUBMITTAL OF THREE IMPROVEMENT PROJECTS TO THE
ORANGE COUNTY TRANSPORTATION AUTHORITY FOR FUNDING UNDER
THE COMPREHENSIVE TRANSPORTATION FUNDING PROGRAM
WHEREAS, the Orange County Transportation Authority intends to allocate funds
for transportation improvement projects within the incorporated cities and the County; and
The City of Huntington Beach has been declared by the Orange County
Transportation Authority to meet the eligibility requirements to receive Measure M
turnback funds; and
The City Council of the City of Huntington Beach desires to implement the
transportation improvements listed below; and
The City's Circulation Element is consistent with the County of Orange Master
Plan of Arterial Highways; and
The City of Huntington Beach will provide matching funds for each project as
required by the Orange County Comprehensive Transportation Program Procedures
Manual; and
The City of Huntington Beach will use Arterial Highway Rehabilitation Funding as
a supplement to the existing pavement management program; and
The City of Huntington Beach will not use Measure M funds to supplant Developer
Fees or other commitments; and
NOW, THEREFORE,the City Council of the City of Huntington Beach does
hereby resolve as follows:
To request the Orange County Transportation Commission allocate funds in the
amounts specified in the City's application from the Comprehensive Transportation
Programs. Said funds shall be matched by funds from the City as required and shall be
used as supplemental funding to aid the City in the improvement of the following streets:
