SUBJECT: Adopt Resolution No. 2011-36 authorizing the submittal of an
application for the Environmental Cleanup, Tier 1 Grant Program
under Orange County Local Transportation Ordinance No. 3 for the
McFadden/Edwards and Heil/Algonquin Catch Basin Retrofit Project
Statement of Issue: A resolution of the City Council is required to approve the submittal of
a project for a grant application to the Orange County Transportation Authority (OCTA) for
funding under the Environmental Cleanup, Tier 1, Grant Program under Orange County
Local Transportation Ordinance No. 3.
Financial Impact: The City is responsible for a minimum of 25% in local matching funds.
However, OCTA will accept in-kind City services related to the operation and maintenance of
this project, which can be easily achieved. Therefore, no additional local funding is
associated with this action.
Recommended Action: Motion to:
Adopt Resolution No. 2011-36, "A Resolution of the City Council of the City of Huntington .
Beach Authorizing an Application for Funds from the Environmental Cleanup, Tier 1 Grant
Program Under Orange County Local Transportation Ordinance No. 3 for the
McFadden/Edwards and Heil/Algonquin Catch Basin Retrofit Project."
Alternative Action(s):
Deny approval of the project in the resolution and forego eligibility to receive grant funds from
OCTA.

Analysis: In February 2011, the Orange County Transportation Authority (OCTA)
announced a call for projects for the Environmental Cleanup, Tier 1, Grant Program under
Orange County Local Transportation Ordinance No. 3. This is competitive and regional
program designed to eliminate point source pollution (trash) from entering the storm drain
system. As a condition of eligibility, the City is required to adopt a resolution approving the
submittal of applications for grant funding. In general, the resolution declares the City's
desire to implement the submitted project, as well as an affirmation to follow the
Comprehensive Transportation Funding Program (CTFP) procedures, should funding be
approved and allocated. The following project was submitted to OCTA for consideration:
McFadden/Edwards and Heil/Algonquin Catch Basin Retrofit: Grant Amount: $33,000
The project includes the procurement and installation of approximately 45 catch basin
screens to reduce the amount of debris entering the storm drain system. Screen locations
were selected based on history of high trash volumes at said catch basins. The screens
require minimal maintenance since regular street sweeping will pick up any accumulated
debris. In heavy storm water flows, the screens will open to allow storm water to freely flow
into the catch basins.
The City is responsible for a minimum local match of 25% of the project cost. According to
OCTA guidelines, this local match can be met by cash contributions and/or in-kind services.
In-kind services from salaries and benefits for City employees who work directly on the
project and on-going operation and maintenance of the project is expected to exceed the
City's match requirement. Therefore, no additional local cash match funding will be required
from the City.
Public Works Commission Action: Not Required.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH
AUTHORIZING AN APPLICATION FOR FUNDS FROM THE ENVIRONMENTAL
CLEANUP, TIER 1 GRANT PROGRAM UNDER ORANGE COUNTY LOCAL
TRANSPORTATION ORDINANCE NO. 3 FOR THE MCFADDEN/EDWARDS AND
HEIL/ALGONQUIN CATCH BASIN RETROFIT PROJECT
WHEREAS, Orange County Local Transportation Ordinance No. 3, dated July 24, 2006,
known and cited as the Renewed Measure M Transportation Ordinance and Investment Plan
makes funds available through the Environmental Cleanup Program to help protect Orange
County beaches and waterways from transportation-generated pollution (urban runoff) and
improve overall water quality; and
The Environmental Cleanup, Tier 1 Grant Program consists of funding for purchases and
installation of catch basins with Best Management Practices, such as screens, filters, inserts, and
other "street-scale" low flow diversion projects; and
OCTA has established the procedures and criteria for reviewing proposals; and
The City of Huntington Beach possesses authority to nominate water quality
improvement projects that have a transportation pollution nexus to finance and construct the
proposed project; and
The City Council authorizes the nomination of McFadden/Edwards and Heil/Algonquin
Catch Basin Retrofit Project, including all understanding and assurances contained therein, and
authorizes the Director of Public Works to act in connection with the nomination and to provide
such additional information as may be required; and
The City of Huntington Beach will maintain and operate the equipment acquired and
installed; and
The City of Huntington Beach will give OCTA's representatives access to and the right to
examine all records, books, papers or documents related to the funded Tier 1 Grant Project; and
The City of Huntington Beach will cause work on the project to be commenced within a
reasonable time after receipt of notification from OCTA and completion of the project will be
carried out with reasonable diligence; and
The City of Huntington Beach will comply where applicable with provisions of the
California Environmental Quality Act, the National Environmental Policy Act, the American
with Disabilities Act, and any other federal, state, and/or local laws,rules and/or regulations,
NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby
resolve as follows:

1. The Director of Public Works is authorized as the official representative of the
City of Huntington Beach to apply for the Environmental Cleanup, Tier 1 Grant Program for
McFadden/Edwards and Heil/Algonquin Catch Basin Retrofit Project and execute all grant
documents in connection with such application.
2. That the City of Huntington Beach agrees to its share of the project costs which
will be by matching twenty-five percent (25%) of the grant funds and any additional costs over
the identified programmed amount.
