ALL RIG# RESERVEiT " 29 Item 6. - 50 HB -144- CITY OF HUNTINGTON BEACH Open Service Order Search Service Order Ownership/Location HB -145- Item 6. - 51 SECTION F — Preliminary Fee Proposal Method for Calculating Proposer's Fees Siemens has taken the street light data provided by the city, substituted LED fixtures according to our proposed lighting plan and multiplied the burdened unit costs by the total number of fixtures to arrive at our proposed fee. We have performed a walk-through and analysis of the series circuit data to arrive at our estimated series circuit conversion fee. It is very difficult to estimate the Replacement Cost New Less Depreciation valuation so early in the process. We have examined the GIS data provided by the city to determine that the average age of the system is 21 years. We have then calculated the net book value giving us an approximation of the upper bound of the RCNLD. We expect the final negotiated RCNLD value to be lower as the true age of the system is likely to be much higher with many poles well over 35 years old. Once the scope of work has been finalized and agreed upon, Siemens will guarantee no change orders on the project. We are able to do this as the entire solution from proposal through engineering, acquisition, installation and maintenance is handled entirely in-house without the use of subcontractors. Services Proposer Seeks to Be Paid For Siemens Industry Inc. will seek to be paid for the entire conversion project, which includes the following: • Performing a City-wide streetlight audit, including GPS • Developing a lighting plan • Conducting an RCNLD study in conjunction with SCE • Negotiating with the utility on the valuation and sale of the street light assets. • Purchasing and installing new fixtures based on the lighting plan • Converting 24 series circuits to modern loop -fed circuits • Updating the City's streetlight database for proper billing from the utility Summary Project Costs CITY OF HUNTINGTON BEACH ENERGYSAVINGS PERFORMANCE CONTRACT FOR STREET LIGHTING SYSTEMS . 38 HB -153- SIEMENS 20;2. ALL RIGHTS RESERVED. „ ---- Item 6. - 59 Summary Cash Flow Summa Per Phase Pricing While we have proposed a phasing arrangement, Siemens expects to work with the city to determine the optimal phasing arrangement. At this time, without the benefit of street light counts by phase we are unable to provide pricing per phase. Purchase Support Activities Siemens will utilize its in-house acquisition specialist and counsel to work in conjunction with our partner the City of Huntington Beach, Southern California Edison and the Public Utilities Commission to ensure a fair and equitable transfer of assets. Since this process is highly complex and variable, quantifying an hour's budget at this time is not possible. Siemens cost for these services are fully covered by the total project fee above and no additional fee will be charged. Financing Siemens proposes to finance the project via a tax exempt municipal lease. Energy cost savings will fund the lease payments and provide positive cash flow to the city. The table below shows estimated interest rates for a range of capital assuming the city maintains its current AA credit rating.
