SUBJECT: Adopt Resolution No. 2018-23 authorizing an Application for Funds for the
Environmental Cleanup, Tier 1 Grant Program Under the Orange County
Transportation Authority (OCTA) Measure M2 Environmental Cleanup Program
Statement of Issue:
Each year the Orange County Transportation Authority (OCTA) offers funding opportunities aimed
at reducing transportation generated pollution that can impact local waterways like Huntington
Harbour, Bolsa Chica Wetlands and the ocean. This Council action requests authorization to apply
for funds under the OCTA Measure M2 Environmental Cleanup Program, Tier 1, to purchase and
install a continuous deflection separator (CDS) unit.
Financial Impact:
The City is requesting up to $500,000 from OCTA to fund the purchase and installation of a CDS
unit. The City will be responsible for 20% in local matching funds to be provided as a cash
contribution. There are currently funds available in the undesignated Planned Local Drainage Fund
(211) fund balance for the required match. Should the City be awarded the grant from OCTA, staff
will return to the City Council at a future meeting with a request for appropriation of funds.
Recommended Action:
Adopt Resolution No. 2018-23, "A Resolution of the City Council of the City of Huntington Beach
Authorizing an Application for Funds for the Environmental Cleanup, Tier 1 Grant Program Under
Orange County Local Transportation Ordinance No. 3 for the Huntington Beach Trash Removal
Project, Phase 1."
Alternative Action(s):
Do not adopt the Resolution and direct staff accordingly.
Analysis:
The OCTA Measure M2 Environmental Cleanup Program (ECP), Tier 1, is designed to mitigate the
more visible forms of pollution, such as litter and debris that collects on the roadways and in the
catch basins prior to being deposited in waterways and the ocean. The program enables eligible
jurisdictions to purchase and install structural best management practices such as screens, filters,
and other "street scale" low flow diversion devices. A total of $2.8 million is available during this call
for projects. These funds are meant to supplement existing water quality programs.

In an effort to comply with recently adopted State Trash Provisions to limit trash and debris greater
than 5 mm from entering water bodies, the City is requesting to apply for grant funding up to
$500,000 from OCTA to purchase a CDS unit. This device is designed to separate trash and debris,
sediment and oil from urban runoff and storm water. The installation of a CDS unit will enable the
City to reduce the amount of trash and debris reaching local recreational water bodies, as well as
comply with the requirements in the State Trash Provisions. The location of the unit will be at
McCallen Park, 2299 Delaware Street. A map with the drainage area that will be treated is
attached.
The installed unit will require quarterly maintenance by Wastewater staff.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH AUTHORIZING AN APPLICATION FOR
FUNDS FOR THE ENVIRONMLNTAL CLEANUP, TIER 1 GRANT PROGRAM
UNDER ORANGE COUNTY LOCAL TRANSPORTATION ORDINANCE NO, 3
FOR THE HUNTINGTON BEACH TRASH REMOVAL PROJECT, PHASE 1
WHEREAS, Orange County Local Transportation Ordinance No. 3, dated July 24, 2006,
and is known and cited as the Renewed Measure M Transportation Ordinance and Investment
Plan makes funds available through the Environmental Cleanup Program to help protect Orange
County beaches and waterways from transportation-generated pollution (urban runoff) and
improve overall water quality; and
The Environmental Cleanup, Tier 1 Grant Program consists of funding purchases and
installation to catch basins with Best Management Practices, such as screens, filters, inserts, and
other"street-scale"low flow diversion projects; and
OCTA has established the procedures and criteria for reviewing proposals; and
The City of Huntington Beach possesses authority to nominate water quality
improvement projects that have a transportation pollution nexus to finance and construct the
proposed project; and
By formal action, the City Council authorizes the nomination of the Huntington Beach
Trash Removal Project, Phase I, including all understanding and assurances contained therein,
and authorizes the person identified as the official representative of the City of Huntington Beach
to act in connection with the nomination and to provide such additional information as may be
required; and
The City of Huntington Beach will maintain and operate the equipment acquired and
installed;
The City of Huntington Beach will give OCTA's representatives access to and the right
to examine all records, books, papers or documents related to the funded Tier 1 Grant Project;
and
The City of Huntington Beach will cause work on the project to be commenced within a
reasonable time after receipt of notification from OCTA and that the project will be carried to
completion with reasonable diligence; and
The City of Huntington Beach will comply where applicable with provisions of the
California Environmental Quality Act, the National Environmental Policy Act, the Americans
with Disabilities Act, and any other federal, state, and/or local laws, rules and/or regulations; and

The City of Huntington Beach must include all projects funded by Net Revenues in the
seven-year Capital Improvement Program as part of the Renewed Measure M Ordinance
eligibility requirement; and
The City of Huntington Beach authorizes a formal amendment to the seven-year Capital
Improvement Program to add projects approved for funding upon approval from the Orange
County Transportation Authority Board of Directs; and
The City of Huntington Beach will provide a minimum of 20% in matching funds for the
Huntington Beach Trash Removal Project, Phase 1, as required by the Orange County
Comprehensive Transportation Funding Guidelines.
NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby
resolve as follows:
The City of Huntington Beach hereby authorizes the Director of Public Works
as the official representative of the City of Huntington Beach to accept funds
for the Environmental Cleanup, Tier I Grant Program for the Huntington Beach
Trash Removal Project, Phase 1.
BE IT FURTHER RESOLVED that the City of Huntington Beach agrees to fund its
share of the project costs and any additional costs over the identified programmed amount.
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a
regular meeting thereof held on the 21st day of May , 2018.
