Statement of Issue The California State Department of Water Resources has declared
2007 to be a critically dry year The Governor has requested the cooperation and active
participation of all public officials and residents of the State of California in conserving water
supplies The resolution recognizes the State is in a drought condition and establishes
policies and procedures in support of water conservation and identifies the authority of the
City Administrator and Public Works Director to implement a voluntary drought management
program per HBMC Chapter 14 18
Funding Source Not applicable Reduced water sales will result in reduced revenue
however the City s water rates are designed based on the cost of service Therefore
savings realized from avoided water purchases and production offset the loss of sales
revenue

Analysis The California Department of Water Resources has declared calendar year 2007
to be a critically dry year Should dry weather patterns continue into 2008 severe water
shortages could occur in Southern California The Metropolitan Water District of Southern
California (MWD) which supplies Colorado River and State Project water to the region has
already notified the agricultural industry of possible curtailments of water deliveries in 2008
The City currently meets 18% of its total demand with water delivered from MWD and the
remaining 82% with groundwater This percentage split has varied greatly over that last
several years with the allowable groundwater percentage going as low as 64% two years
ago Calendar year to date water consumption in the City of Huntington Beach is over 10%
higher than year 2006 and is the highest level of use in the last five years
The resolution recognizes that the State is in a drought condition and establishes policies
and procedures in support of water conservation and identifies the authority of the City
Administrator and the Public Works Director to implement a voluntary drought management
program in an effort to reduce the risk and severity of water shortages should the drought
continue The resolution also specifically mentions a number of voluntary water saving
measures that can be practiced by residents and business owners The implementation of
voluntary water conservation measures is the first phase of a drought management program
Should voluntary measures not obtain a sufficient reduction in water usage a mandatory
water conservation program may be implemented This resolution also directs the City
Attorney and staff to prepare such a mandatory program in the event it is needed
Strategic Plan Goal C-2 Provide quality public services with the highest professional
standards to meet community expectations and needs assuring that the city is sufficiently
staffed and equipped overall

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH ESTABLISHING POLICIES
AND PROCEDURES IN SUPPORT OF WATER CONSERVATION
WHEREAS precipitation has been substantially below normal particularly in the
watersheds of the imported water supplies serving Southern California and
The California Department of Water Resources has declared 2007 to be a critically
dry year and many communities in the State will suffer water shortages and
A drought management program is essential to reduce the risk and severity of water
shortages should the drought continue into 2008 and
The Governor has requested the cooperation and active participation of all public
officials and residents of the State of California in conserving water supplies and
The Metropolitan Water District of Southern California ( Metropolitan ) in
recognition of the critical water conditions existing in the State has notified the
agricultural industry within its service area of possible curtailment of agricultural water
deliveries in 2008 should dry weather patters continue and
The fundamental responsibilities of the Municipal Water District of Orange County
(`MWDOC ) are to obtain water from Metropolitan and other sources to distribute
adequate supplies of high quality imported water to the public at the lowest feasible cost
and to conserve such supplies in time of shortages, and
The City of Huntington Beach is a water supplier within MWDOC s service area
and has the power and authority to adopt water conservation measures as appropriate
within its boundaries
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of
Huntington Beach as follows
1 The City Administrator and the Public Works Director are authorized to
implement a voluntary drought management program to reduce the risk and severity of
water shortages should the drought continue
2 All water users within the City are hereby urged to restrict and limit their
use of water in all reasonable ways for the benefit of all people in the City this year and in
the years to come These restrictions and limitations include but are not limited to the
following

a) Adjust sprinklers and irrigation systems to avoid over-spray,
run-off and waste,
b) Avoid watering in the hot part of the day and during morning
and evening peak hours (7 00 a in — 9 00 a m and 4 00 p in — 7 00
p in ) and avoid watering on windy days,
c) Install low water using landscapes and energy efficient
irrigation systems where appropriate,
d) Turn off decorative fountains unless a water recycling
system is used
e) Hose down driveways, sidewalks and other paved surfaces
only as required for health and safety reasons,
f) Install pool and spa covers to mimmze water loss due to
evaporation
g) Avoid wasting water and use a bucket or a hose with an
automatic cutoff value while washing cars or other vehicles,
h) Retrofit indoor plumbing fixtures with low-flow devices as
appropriate
1) Check faucets toilets and pipes (both indoor and outdoor),
for leaks and repair immediately,
j) Reduce other interior or exterior uses of water to eliminate
excessive waste
3 All restaurants are urged to serve water to its customers only upon request,
and to advise its customers by appropriate written notification in all serving areas
4 A phased program beginning with voluntary measures to reduce water
consumption will best achieve the goal of conserving water supply without causing
unnecessary adverse economic consequences
5 If voluntary measures do not achieve the goal of conservative water use,
this Council shall consider the adoption of a mandatory water conservation program Staff
and the City Attorney are directed to prepare such a program for consideration by the City

6 Resolution No 5920 and all other resolutions in conflict herewith are
hereby repealed
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at
a regular meeting thereof held on the 5th day of November 2007
