SUMMARY ANALYSIS : Since its inception the California Coastal Commission has required two parking spaces for each residential dwelling unit built within the coastal zone. Developers have previously been aware of this requirement as it was necessary to secure a Coastal Development Permit in addition to City approvals . With the Coastal Commission' s approval of the categorical exclusion for Huntington Beach Coastal Development Permits will not be necessary to secure within several areas of the coastal zone. As a condition of approval of the categorical exclusion the Coastal Commission did include the requirement for two parking spaces for each residential unit. This Code Amendment is therefore necessary to put developers on notice of the two for one parking requirements since only City approvals are now necessary within a portion of the coastal zone. ENVIRONMENTAL STATUS: Code Amendment No. 77-13 is exempt from the requirements for environ- mental documentation as this provision promulgates requirements which have previously been imposed by another agency and it can be seen with certainty that the project will not have a significant adverse effect on the environment.
