Said amendment proposes to add to Division 9 of the Huntington Beach Ordinance Code, Article 932 Apartment Standards. Said Article sets forth standards for apartment developments in non-ocean oriented properties in Huntington Beach which may generally be referred to as being north of Ellis Avenue and east of Beach Boulevard. The intent is to encourage better land planning, consideration of aesthetics through application of appearance standards, set forth minimum floor areas and proposes to reduce the density. The Planning Commission adopted the apartment standards on March 9, 1971. These standards will apply to the non-ocean oriented area of the city and'.will replace the apartment standards adopted on October 21, 1971. The major changes are as follows: Existing Proposed 1. The setback from a single family residential development has been increased from 10 feet to require an increase in the setback as the building size increases. Fully enclosed garages are required for any parking space facing an alley. 7. Carports and garages are to be arranged so they do not face toward any public street. 8. The amount of recreation and leisure area has been increased from a flat 200 square feet per unit to relate more closely to the unit size. 9. Landscaped areas must have permanent irrigation facilities. 10. The distance between street trees has been reduced from 75 feet to 45 feet. 11. Laundry and trash areas must be arranged so they eliminate noise and visual intrusion. 12. Appearance standards have also been established. These standards are to serve as guidelines for approval, denial. or conditional approval of applications for use permits in the non-ocean oriented areas of the city. The Planning Commission at their May 11, 1971 Study Session meeting unanimously approved Code Amendment No. 71-9 and recommends adoption by your Honorable Body. I V. APPEARANCE STANDARDS. The following shall apply in order 2 to (a) retain and strengthen the unity and order of the 3 visual community and (b) to insure that the structures 4 enhance their sites and are harmonious with the highest 5 standards of improvements in the surrounding area and the 6 total community. 7 1. In addition to the plot plan, the applicant shall sub- , 8 mit plans showing building elevations, a preliminary 9 landscape layout and all sign locations, sizes and 20 copy. 11 2. Architectural features and general appearance of the 12 proposed development shall not* impair the orderly and is harmonious development of the area, the occupancy 14 thereof, or the community as a whole. 15 3. Buildings exceeding 120 feet in length shall have 16 variations in the wall setback of at least four (4) 17 feet for each 120 feet of building length. 18 4. Architectural features shall be incorporated into the 119 design of all vertical exterior surfaces of the build- ' 20 ings so as to create an esthetically pleasing project 21 when viewed from the perimeter of the project as well as from within. 23 5. Appearance , design and physical relationship 8 of proposed structures to existing structures 4 in the neighborhood 6 B. Appearance shall be guided by the following prin- 6 ciples: 7 1. Good architectural character is based upon the 8 suitability of a structure for its purposes, 9 upon the appropriate use of sound materials 20 and upon the principles of harmony and prow 11 portion in the elements of the structure® 12 2. We recommend that R-3 remain at 1250 square feet per unit and that R- 4 remain at 1000 square feet per unit. We concur in minimum floor area requirements. Building Coverage - We concur in the building coverage requirements. Building Height - We recommend that the maximum building height be established at 35 feet with no limitation as to whether it shall be a 2 story or 3 story structure. This would encourage subterranean parking where feasible and give greater flexibility in land use and. design, Setback From A Public Street - Concur _ �� o AFFILIATED WITH THE NATIONAL ASSOCIATION OF HOME BUILDERS - - - Setback From Interior Property Line 1. Concur 2. Do not concur in 1 foot additional setback being related to the length of the building facing the prop- erty line of a single family residential development. 3. Do not concur in the requirement of the 100 feet setback, however do concur in the 85 feet setback where the building is separated from the property 'line by park- ing structures such as carports or garages. Minimum Distance Between Build�_ins - Concur Private Streets Or Driveways - Concur Off Street ParkLn-, -- Recommend the following parking ratios which include guest parking requirements : Bachelor Units 1 .25 1 & 2 Bedroom 1.5 3 Bedroom 2.25 with the requirement that at least one covered space be provided for each unit, the balance to be open parking In an actual car count survey conducted by BIA on 64 separate projects containing 4493 units in 3 counties and 20 cities, ca.r counts were made on various days throughout the week at 8:00 P .M. , 12:00 Midnight, and 4:00 A.M® , it was revealed that median actual car counts by apartment mix were as follows : Bachelor Units 1.0 1 & 2 Bedroom 1. 3 3 Bedroom 2.0 The bulk of the above studies were taken on Friday, 31!7,t- urd.ay and Sunday nights in an attempt to determine the maximum periods of guest loading. We therefore believe that the above parking requirements are entirely adequate. TyRt Of Parking FaciLit - Generally concur, however, l- recommend. an additional paragraph requiring interior lighting of carports as well as the subsequent para- graph dealing with lighting on driveways. Most property managers report that interior lighting o_E` carports will reduce theft to almost zero. Turning Radius and LarkiaE Space Dimensions Concur Parking Assignments - Recommend unit assignment of only covered parking spaces. Assignment of uncovered parking spaces is impossible to enforce.
