Mr. Bill Foster, Vice-President and General Manager of the Hunt-
ington Beach Company, addressed Council regarding the possibility
of amending Ordinance No. 1671 to include private parking lots .
The City Attorney gave reasons why he believed an ordinance of this
nature would be inappropriate as well as legally inadvisable.

Council Agenda, at the request of the Planning Department.
Councilwoman Gibbs informed the Assistant Planning Director of sev-
eral items pertaining to Ordinance No . 1673 which she would like
brought to the attention of the Planning Commission at the time
they review this ordinance .

18 S. 9480 INTENT AND PURPOSE : It is recognized that service
19 stations warrant special consideration because , of
20 their design and operation that are unique , such as , total depend-
21 ence on vehicular traffic ., unenclosed nature of the activity, dis -
tinctive physical appearance , and long hours of operation. There-
28 fore , the following standards are to serve as guidelines for
?A approval , conditional approval , or denial of applications for
25 service stations . These standards are intended to encourage better
26 land planning techniques with maximum use of aesthetically pleasing
27 types of architecture , landscaping , site layout and design. The
28 compliance with these standards and any condition of approval shall
29 be in addition to compliance with the regulations of the zone in

I S. 9481 . 1 . 1 Motor Fuel Sales : The dispensing , sale , or
2 offering for sale of motor fuels .
3 S. 9481. 1 . 2 Accessory Sales : The supplying of goods and ser-
vices generally required in the operation and
maintenance of motor vehicles and fulfulling motorists ' needs ,
6 including the sale of petroleum products , sale and servicing of
7 tires , sale of batteries , automotive accessories , lubrication.
3 items , and the sale and installation of and service or minor re-
9 placeable parts of a motor vehicle .
10 S . 9481 . 1 . 3 Emergency Repairs : The performance of minor emer
n gency repairs of motor vehicles , provided that
22 such repairs are restricted to vehicles of one and one-half 'ton,
23 or less , rated capacity , and are not obnoxious or offensive to the
14 public health, safety or general welfare by reason of emissions of
15 odors , noise , or vibration.
26 S. 9481 . 1 . 4 Prohibitions : Nothing herein shall permit any
17 major repairs or the sale or rental of new or
13 used motor vehicles requiring licensing for operation on the pub-
29 lic streets .
20 S . 9481 . 2 Adjunct Uses : Adjunct uses such as ; automatic
21 washing , cleaning and waxing of vehicles and
22 utility trailer rentals , may be permitted subject to approval of a
23 Use Permit by the City . Such uses shall be specifically requested
24 in the initial application for service stations . If an adjunct.us
25 is proposed at a later date a separate Use Permit application for
26 such use shall be filed and approved prior to the use being
27 established.
28 S. 9481 . 2 . 1 Washing and Waxing : The automatic washing,
29 cleaning and waxing of vehicles shall be con-
30 ' ducted within the main structure of such service station.
314 S. 9481 . 2 . 2 Utility Trailers : Utility trailers which do not
32 exceed a length of 16 feet or a height of 7 feet ,

that are stored for rent on service station sites shall be
2 screened from view on all sides by a screen,, wall or landscaping
3 or any combination thereof. The area set aside for the storage
4 of these trailers shall be in addition to the areas set aside for
5 off-street parking , driveways , or landscaping . Said storage areas
6 shall also be delineated on the plot plan submitted with the re-
7 quired Use Permit application.
3 S. 9482 DEVELOPMENT STANDARDS :
9 S . 9482 . 1 Building Site :
10 S. 9482 . 1 . 1 Minimum Building Site : The minimum building'site
11 shall be 22 , 500 square feet.
22 S. 9482 . 1 . 2 Minimum Frontage : The minimum frontage on any
23 major or primary arterial highway shall be 150
14 feet .
15 S . 9482 . 2 Location : Service stations shall be located at
26 the intersection of major and primary arterial
17 highways or at the intersection of freeway off-ramps with major
18 or primary highways , or any combination thereof .
19 S. 9482 . 3 Design :
20 S. 9482 . 3 . 1 Integrated Design: When service stations are
21 located within or adjacent to a commercial shop-
22 ping facility such stations shall be designed as an integrated
23 part of such area.
24 S. 9482 . 3 . 2 Quality of Design: Service stations shall be de-
25 signed so that the form and scale will be de-
26 sirable and harmonious with the character and aesthetic develop-
27 ment of each specific site , neighborhood or shopping center .
28 Emphasis shall be on quality of design and proper balance between
29 structures and landscape elements .
30 S. 9482 . 3 . 3 Restrooms : Restrooms shall be arranged so as to
31 be screened by planters and structures or by a
32 combination thereof , or shall be entered from the interior of the
building.

2 A. Rear entry bays are to be encouraged in all
3 instances ,
4 B. When four (4) or more service bays are pro-
5 posed , the building shall be designed so that
6 not more than three (3) bays are entered from
7 any one side of the building .
8 S. 9482 . 4 Landscaping :
!D S. 9482 . 4 . 1 Percentage of Landscaping : The minimum area de-
10 voted to landscaping within planter areas and
11 tree wells shall be not less than six (6) percent of the net lot
12 area. One (1) percent of said landscaping shall be satisfied by
13 not less than two (2) on-site 15 gallon trees .
14 S. 9482 . 4 . 2 Irrigation System: Landscaped areas shall be
25 provided with a permanent irrigation system ap-
16 proved by the Board of Zoning Adjustments and shall be separated
17 from adjacent areas by a wall or curb at least six (6) inches in
3.3 height measured from finished grade of the adjacent area. All
19 landscaping shall be maintained in a neat , clean and healthy
20 condition.
21 S. 9482 . 4 . 3 Frontage Landscaping : Landscaped areas may be
22 located according to individual design of the
23 service station site . However , a portion of the total required
24 landscaped areas shall consist of strips not less than three (3)
25 feet in width which shall be located along and adjacent to the
26 public right-of-way except in areas required for street access to
27 the site .
2 S. 9482 . 4 . 4 Plant Material Selection : The types of plant
29 materials used for the landscaping shall be com-
30 plimentary to the site and architectural design and shall comply
31 with the landscaping standards in affect at the time the land-
32 scaping is installed.

3 shall be maintained at a height less than three (3) feet . Land-
4 scaping and mature plant materials adjacent to the main structures
5 shall be over forty-two (42) inches in height and such landscaping
6 and plant materials along the interior property line will be en-
7 couraged to exceed forty-two (42) inches , depending on adjacent
3 development .
9 S . 9482 . 5 Service Station Detailing :
10 S . 9482 . 5 . 1 Trash Areas : Areas for bins for the storage of
11 trash , refuse and discarded automobile parts shall
12 be provided on-site and enclosed by a six (6) foot high solid
13 masonry wall equiped with a gate . All such trash areas shall be
14 constructed in a manner and of materials that blend architecturall
15 and aesthetically with the main structure .
16 S . 9482 . 5 . 2 Signs : Signs shall conform to the provisions of
27 Article 976 of the Huntington Beach Ordinance Cod .
18 A. 114iscellaneous signs such as credit cards ,
19 trading stamps , price signs , signs advertisin
20 mechanic on duty , etc . , shall be grouped into
21 a landscaped planter on one sign structure
22 which may be placed on each arterial highway
23 B. A plan showing all proposed signs and sign
24 structures shall be submitted along with the
25 application for the use permit .
26 S . 9482 . 5 . 3 Lights : All lights shall be directed away from
27 adjacent properties and streets .
23 S . 9482 . 5 . 4 Parking : The size , arrangement and access of a11.
29 parking lots and/or spaces shall conform to
30 Article 979 .
31 S . 9482 . 5 . 5 Vending tilachines : Vending machines shall be
32 placed within the building or shall be screened so
as not to be visible from the street: .

2 S . 9482 . 5 . 6 Outside ivities : Activities conducted outside
2 the permanent structure shall be limited to the
3 dispensing of gasoline , oil , water , minor accessory items and parts
4 such as fan belts , light bulbs and wiper blades , attaching and
ra detaching trailers , and changing tires . Outside storage of vehi -
6 cles shall be prohibited.
Q S. 9482 . 5 . 7 Merchandise Display : All new and used merchan-
g dise shall be stored and displayed within the
9 permanent structure except assessory and lubrication items offered
�0 for customer convenience and other related incidental items such
as oil , wiper blades , etc. , excluding new or used tires , provided
12 the location of such items is limited to pump islands or adjacent
13 to the building . Display of new tires shall be permitted outside
J4 the structure provided said display does not exceed ten (10) tires
15 and is developed and maintained in accordance with the regulations
16 of Section 9432 of the Huntington Beach Ordinance Code .

The Clerk presented a transmittal from the Planning. Commission of a
work program relative to the Housing Element, for Council 's consid-
eration, and informed Council of the Planning Commission's recom-
mendation that Council adopt said work program.
On motion by Green, Council approved the recommendation of the Plan-
ning Commission and adopted the work program relative to the Housing
Element, by the following vote:

Gentlemen:
Transmitted herewith is a copy of Code Amendment No. 71-11.
Said amendment proposes to add Article 948, Service Station
Standards (Special Commercial Developments). Said standards
were adopted by the Planning Commission and are referred
to as the Service Station Standards of July 21, 1970.
The Planning Commission at their June 1, 1971 meeting un-
animously approved Code Amendment No. 71-11 and recommends
adoption by your Honorable Body.
The State Planning Act requires that a public hearing be
held after which the Code Amendment may be adopted by ordinance.
