HomeMy WebLinkAboutCode Amendment 70-11 - Ordinance 1604 - Sign Code - Section Page #3 - Council Minutes - September 21, 1970 BID AWARD - CITY YARD STORM DRAIN - CC-168 - DABOyin The Clerk read a communication from the Public Works Department stating that bids for Project CC-168 - City Yard Storm Drain, had been opened at 10:00 A.M. on Monday, September 21, 1970, in the Administrative Conference Room by the City Clerk, City Attorney and the City Engineer, and that the firm of Mike Dabovich, Hacienda Heights, California, was the low bidder with a bid in the amount of $66,974.90. The City Engineer recommended that Council award. the- bid to Mike Dabovich, and reject all other bids . The bids submitted were as follows: Mike Dabovich - Hacienda Heights , Calif. 166,974.90 J. S. Scott - Anaheim, Calif.. - 72,434.00 Lomar Corporation - Huntington Beach, Calif. - 78,188.00 R. L. Engineering Corp. - Pomona, Calif. - 86,493.00 Ecco Construction Company - Garden Grove, Calif. - 94,335.00 Mike Prlich/Sons - E1 Monte, Calif. - 94,870.50 On motion by Bartlett, Council awarded the contract for Project CC-168 to Mike Dabovich - Hacienda Heights, California, the lowest responsible bidder, for a bid amount of $66,974.90; rejected all other bids and directed the Clerk to notify the unsuccessful bidders and return their bid bonds . Motion carried. 90 V GOLDFJiWEST & SLATER PROPERTY PROPOSAL - DEFERRED TO EVENING PORTION OF MTG The City Administrator requested. that the subject of a lease proposal of 6.8 acres of property located at Goldenwest Street and Slater Avenue be deferred to the 7: 30 P.M. portion of the Council meeting. Mayor Shipley directed that tors ideration of this matter be deferred to the evening portion of the Council meeting. AUTHORIZATION TO'ATTEND CONFERENCE - ECONOMIC DEVELOPMENT OFFICER The City Administrator recommended that Mr. Bill Back, Economic Develop- ment Officer be authorized to attend the Urban Land. Institute Conference in Scottsdale, Arizona, from October 7, through October 10, 1970, with reasonable expenses allowed . On motion by Matney, Council approved the recommendation of the City Administrator and authorized Mr. Bill Back, Economic Development Officer to attend the Urban Land Institute Conference in Scottsdale, Arizona, from October 7 through October 10, 1970, with reasonable expenses allowed . Motion carried. •3 1 COASTAL & HUNTINGTON BEACH FREEWAY CONSTRUCTION The City Administrator addressed Council and. stressed the importance of the construction of the Coast and Huntington Beach Freeways in connection with the furthering of industrial and commercial development of the City. On motion by Matney, Council instructed the Urban Land Institute-Citizen Steering Committee to proceed immediately in coordinating construction of the Coast Freeway, the Huntington Beach Freeway and related highways . Motion carried.. ORDINANCES FOR ADOPTION On motion by Bartlett, Council directed the Clerk to read. Minutes - 9/8/70 ORDINANCES FOR INTRODUCTION The Clerk recommended two changes in Ordinance No. 1605, pertaining to business license fees, which he believed would be beneficial to the City; the First change would. provide for elimination of the fiscal year as a basis for the issuing of business licenses, and secondly, to delete Section 2114.2.35 pertaining to vending machines, from the 50 per cent increase as provided in the proposed ordinance. A motion was made by Councilman Matney to approve the amendment to Ordinance No. 1605, as recommended by the City Clerk. When put to a vote, the motion was unanimously carried. A motion was made by Councilman McCracken to amend Ordinance No. 1605 by deleting S . 2114.2.21, which requires a $6.00 per unit increase in business license fees charged to apartment dwellings . Lyon Development Company, to the denial by the Planning Commission of Zone Case 70-11, for a change of zone from C4 Highway Commercial District to R3 Limited Multiple Family Residence District onroperty located. on the north side of Holland. Drive, approximately 190 feet east of Beach Boulevard. The Clerk informed Council that all legal requirements for publication, notification and, posting had been met and. that he had received no commu- nications or written protests to Zone Case 70-11 or to the recommendation of denial of the Planning Commission. Mayor Shipley declared the hearing open. Mr. Clarence Walton, representing Lambert Ross, addressed Council and gave reasons why he believed Council should approve Zone Case No. 70-11. Mr. Bob Farrell, Project Manager for William Lyon Development Co. , addressed Council and presented an outline of the proposed development of the property. Mr. Thomas Murdock, 8271 Holland. Drive, President of the Dutch Haven Homeowner's Association, addressed Council and stated that the residents of the area opposed a change of zoning, as they believed. commercial development of this property was preferable to residential use . Amend Section 9763.4.1 Determination of Amortization Period for non-conforming sign, to read as follows: All signs made non-conforming by the provisions set forth in other articles of this code now existing or heretofore repealed shall remain non-conforming not- withstanding the provisions of this article, and shall be completely removed or changed. to a conforming use within five (5) years of the time said use became non- conforming. The five year period for their amortization shall be determined from the effective date of Ordi- nance No. 1105 (January 6, 1965) . 2. Amend Section 9764.7 to require a $100 cash bond for all temporary off-site signs for which a permit is not required . The Clerk informed Council that all legal requirements for notification, publication and posting on said public hearing had been met and that he had received no communications or written protests to Code Amendment No. 70-11 or to the recommendation of approval of the Planning Commis- sion. Mayor Pro Tempore Matney declared the hearing open. There being no one present to speak on the matter and there being no protests filed, either oral or writter_, the hearing was closed by the Mayor Pro Tempore. On motion by Green, Council sustained the decision of the Planning Com- mission, approved Code Amendment No. 70-11 ant directed the City Attorney to prepare an ordinance amending the Huntington Beach Ordinance Code.
