COMMENTS FROM COUNCIL
Safety Conditions - Meadowlark Airport
Councilman Coen stated that he believed action should be taken by the
Council regard.ing the safety conditions at Meadowlark Airport .
Following brief discussion on the matter, a motion was made by Councilman
Coen, that the Administration be directed to take whatever action may be
necessary to immediately enforce the Cease and Desist Order issued by
the City to Meadowlark Airport.
The City Administrator stated that he had just been tnformed that the
owner of Meadowlark Airport had applied for a Conditional Exception to
cover the existing runway extension and. two temporary trailers which
are being used for a sales office and flight school. He stated that
this application was to be heard by the Planning Commission on October 20,
1970.
Councilman Matney stated that the property owners and. the Airport Commit-
tee have reached several areas of agreement, such as the necessity of
eliminating part of the runway extension and. the establishment of a tree
barrier to cause planes to elevate their landing approach, as well as
diminishing the dust and. noise generated by departing aircraft.
Councilman Green stated that he believed that many of the recommendations
set forth by the Homeowners ' Association should be included. as conditions
in the granting of a Conditional Exception.

Mayor Shipley called the regular adjourned meeting of the City Council
of the City of Huntington Beach to order at 7: 30 P.M.
The Pledge of Allegiance was given by all present in the Council Chamber.
ROLL CALL
Councilmen Present: Green, Bartlett, McCracken, Gibbs, Matney, Coen,
Shipley
Councilmen Absent: None

PUBLIC HEARING - ZONE CASE NO. 69-36 - APPROVED
Mayor Shipley announced that this was the day and hour set for the con-
tinuance of the Public Hearing on Zone Case No. 69-36, opened at the
meeting of September 21, 1970, on property located between Garfield
Avenue and Ellis Avenue, east to the extension of Newland Street, for
a change of zone to R5 Office-Professional District.
Mr. Thomas Sheffield, 17612 Beach Boulevard, City, addressed Council
and stated why he believed this property should be developed as a Mobile-
home District.
The Planning Director presented a resumer of the Planning Commission's
reasons for recommending approval of the Mobilehome District in Zone
Case No. 69-36.
There being no one further present to speak on the matter, and there
being no protests filed, either oral or written, the hearing was closed
by the Mayor.
On motion by McCracken, Council sustained the decision of the Planning
Commission and approved Zone Case No. 69-36, and directed the City
Attorney to prepare an ordinance effecting sane . Motion carried .

PUBLIC HEARING - PRECISE PLAN NO. 70-5 - APPROVED
Mayor Shipley announced that this was the day and hour set for the con-
tinuance of the Public Hearing on Precise Plan No. 70-5, opened at the
meeting of September 21, 1970, to precise plan the street alignment for i
Park-side Lane between Edinger Avenue and Aldrich Street. ,
There being no one present to speak on the matter, and there being no i
protests filed, either oral or written, the hearing was closed by the
Mayor.
On motion by Green, Council sustained the decision of the Planning
Commission and. approved Precise Plan No. 70-5, and directed the City
Attorney to prepare an ordinance effecting same. Motion carried .

CODE AMENDMENT NO. 70-12 - PARKING OF BOATS, TRAILERS, ETC. - APPROVED
The City Clerk presented a communication from the Planning Commission
recommending approval of Code Amendment No. 70-12 to amend Section 9106.5
of the Huntington Beach Ordinance Code to allow boats, boat trailers ,
single axle trailers and campers to be parked or stored in front of a
El District dwelling, under certain conditions . This item had been con-
tinued from the meeting of September 21, 1970.
The Planning Director stated that the Planning Commission recommended
adoption of this Code Amendment, and outlined, for Council's information,
what would be allowed if this Code Amendment is approved.
The City Attorney discussed with Council limitations regarding parking
of vehicles on the street.
On motion by Green, Council approved Code Amendment No. 70-12, and
directed the City Attorney to prepare an ordinance amending the
Huntington Beach Ordinance Code effecting same. Motion carried.

Transmitted herewith is a copy of Code Amendment
No 70-12.
Said amendment proposes to amend Section 9106.5 of the
R1 Single Family Residence District to allow boats,
boat trailers , single axle trailers and campers to be
parked or stored in front of a dwelling.
By unanimous vote, the Planning Commission approved
Code Amendment No 70-12 on August 18 , 1970, and recommends
approval by your Honorable Body.

RE: CODE AMENDMENT NO. 70-12
The above referenced code amendment proposes to amend
Section 9106. 5 of the Rl zone to allow boats, boat
trailers , single axle travel trailers and campers to
be parked or stored in front of dwellings . This code
amendment was initiated by the Planning Commission and
was discussed briefly at the July 14, 1970, Study
Session.
Existing requirements of the RI zone specifically pro-
hibit the storage or parking of a boat, trailer,
machinery, truck or inoperable vehicle in front of a
main dwelling. It has been reported that this parti-
cular requirement of the code is difficult to enforce
and the Building Department has had difficulty in ad-
ministering this requirement. The attached proposed
code amendment was initiated because the City Council
instructed the City Attorney to prepare an ordinance
that would solve the problem. The City Attorney° s
draft was submitted to the Planning Department for
review. This proposal was discussed by members of the
Fire Department, Planning Department, Building Depart-
ment and Department of Public Works . The attached code
amendment is presented for your consideration, as a
result of this discussion.

PROPOSED CODE AMENDMENT 70-12
SECTION 91o6 . 5 . PARKING IN FRONT OF DWELLINGS. There shall
be no equipment , machinery, or trucks of rated capacity in excess
of three-fourth ton parked or stored on private property in front
of a main dwelling. For the purposes of this section, main
dwellings shall include attached and detached garages and incidental
buildings .

Boats on trailers , boat trailers , single-axle travel trailers
and campers mounted upon a vehicle not exceeding a rated capacity
of three-fourth ton, may be parked or stored on private property
in front of a dwelling, provided:
(a) The parking or storage area has a paved or graveled
surface; and
(b) The above mentioned trailers and vehicles have current ,
valid licenses ; and
(c) The area around said trailers and vehicles is kept
clean and free of trash, debris and parts , and in a condition which
does not tend . to depreciate the value of the surrounding properties
or to tend to ..cause visual polution or blight , or tend to degrade the
neighborhood.
Upon persistent failure or refusal of the property owner or
tenant to clean up the site or maintain the site in a clean condition
and free of trash, debris or parts, and in a condition which may tend
to depreciate the value of the surrounding properties or to c ause
visual polution or b light or tend to degrade the neighborhood, the
Board of Zoning Adjustments , upon request of the enforcing agency,
may set a hearing pursuant to the provisions of Section 9814 of this
code, for the purpose of determining whether any of the above con-
ditions exist . Upon a determination that any such condition exists ,
the Board may order the immediate cessation of parking or storing
of any or all of the above trailers or vehicles on the site.
