AXENDMENT 6 7 - 26 - SIGNS The Clerk presented a transmittal from the Planning € omi,saiOn Of Cone Amendment 67-26 which proposes to add Article 976 to the Huntington Beach Ordinance Code and establishes standards for sign structures and advertising devices. The Planning, Commission has recommended approval. This amendment had been deferred from the meetings of March 18, May 6, and May 20, 1968. Can motion. by McCracken Council directed that Code Amendment 67-26 be referred back to the Planning Commission for father study. Motion carried. Mr. .terry Shea, attorney, for the Huntington Beach Co., addressed Council and concurred with the motion of Councilman McCracken. Mayor Coen read a communication from Mrs. Ralph Reynolds of the California Roadside Beautification Committee favoring Cody: Amend- ment 67-26. The Clerk presented a transmittal from the Planning Co ii.ssion of Code Amendment 68-6, an amendment to Division 9 of the Huntington. Beach Ordinance Code proposing to allow flexibility in the densities of the resi.denti.al. districts. The Planning Commission recommended approval. s The Planning Director addressed the Coun.ci.l and recommended that Code ,amendment 68-6 be referred back to the Pl.ant.i,ng Commission to allow them to include intent and purposes On motion by Kaufman, Coun,ci.l on referred Code ,amendment 68-6 hack to the Planning Commission for further Study. Motion carried. Rom. The Mayor called a recess of the Council at 9:23 P.M. Council wAs reconvened at 9:40 P.M. by the Mayor. PliBLIC HEARING W ZONE CASE NO. 68-19 Mayor Coen announced that this was the ciao and hour set for a 1ubli.c hearing on Zone Case No. 68-19, on property located on the west side of Brookhurst Street, approximately 700 feet south of Garfield Avenue, and directed the Clerk to react the legal notice. The Clerk read notice of public hearing on Zane Case too. 68-a19 as published in the Huntington Beach Mews on June 6, 1968, setting the hour of 7:30 P.M., or as soon thereafter as possible, on Monday, the 17th day of ,tune, 1968, in the Council Chamber of the Civic Center, Huntington Beach,, California, as the time and place for a public hearing for the purpose of considering a peti,titon for a change of zone from RA Residential Agricultural District to C2 Community Business District, with a 50 foot setback from the ultimate right-- of-way line, and R5 Office --Professional fi.striet. ��— `a000P0A4TFC ®.A� P.O. ATTENTION: Doyle Miller, City Administrator Paul Jones, City :Clerk Gentlemen: At your request, the Planning Commission reconsidered Code Amendment No. 68-6 for the purpose of establishing an intent for the proposed amendment. It was noted by the Commission that the Master Plan of Land Use allows R2 and R3 zoning in areas designated for medium density development, but there is no distinction as whether an area should be zoned R2 or R3. It was also noted that the R2 zone allows 14 dwelling units per acre of land and the R3 zone allows 34 dwelling units per acre, causing a consider- able difference in density between R2 and R3. In view of this, the Commission instructed the Staff to re- evaluate the Master Plan of Land Use'to determine where variable densities could apply in order to provide a better transition between the R2 and R3 zones. It was, however, the consensus of the Commission that the area outlined in Zone Case No. 68-9 is an area which should be developed to R2 standards but due to its location, an increased density should be permitted.
