CONTRACT - GOLDEN COAST LABORATORY CORPORATION - APPROVED
The Clerk presented a transmittal of an agreement between the City and
the Golden Coast Laboratory Corporation to provide the city with
Breathalizer tests and blood alcohol analyses service, for Council con-
sideration.
On motion by Bartlett, Council approved the contract between the City
and Golden Coast Laboratory Corporation for Breathalizer tests and blood
alcohol analyses services, and authorized the Mayor and City Clerk to
execute same on behalf of the City. Motion carried .
CITY ATTORNEY REPORT - OVERCROWDING OF DWELLINGS - RECEIVED AND FILED
The Clerk presented a transmittal of an opinion from the City Attorney,
together with memorandums from the Director of Building and Safety and
Chief of Police, regarding the possibility of regulating the number of
occupants per dwelling in the City. Considerable discussion was held
on the matter by the Council.
On motion by Kaufman, the City Attorney's Opinion and the memorandums
from the Building Director and Chief of Police were received and filed.
Motion carried .
LIFEGUARD AGREEMENT - ORANGE COUNTY - HARBOR DISTRICT - APPROVED
The Clerk presented an agreement between the City of Huntington Beach
and the Orange County Harbor District providing for the furnishing of
lifeguard services to the unincorporated areas adjacent to the City,
for the fiscal year 1969-70.
On motion by Coen, Council approved the agreement between the City of
Huntington Beach and the Orange County Harbor District, for lifeguard
services to the unincorporated areas adjacent to the City for Fiscal
Year 1969-70, and authorized the Mayor and City Clerk to execute said
agreement on behalf of the City. Motion carried.
LIFEGUARD AGREEMENT - COUNTY OF ORANGE - APPROVED
The Clerk presented an agreement between the City of Huntington Beach
and the County of Orange for the County's contribution for lifeguard
services provided by the City on City beaches .
On motion by Coen, Council approved the agreement between the City of
Huntington Beach and the County of Orange for their contribution for
the the financing of lifeguard services provided by the City. Motion
carried .
ORDINANCE NO 1524 - CODE AMENDMENT NO 68-12 - ADOPTED
The Clerk gave Ordinance No. 1524 a second reading by title - "AN
ORDINANCE OF THE CITY OF HUNTINGTON BEACH AMENDING THE HUNTINGTON BEACH
ORDINANCE, CODE BY AMENDING CERTAIN SECTIONS OF CHAPTER 98, AND ADDING
THERETO SECTIONS PERTAINING TO REGULATIONS OF PUBLIC HEARINGS BEFORE
THE PLANNING COMMISSION AND BOARD OF ZONING ADJUSTMENTS,
On motion by Coen, Council waived further reading of Ordinance No. 1524,
and passed and adopted same by the following unanimous roll call vote:

MASTER PLAN AMENDMENT NO 68-4 - PUBLIC HEARING - APPROVED
Mayor Coen announced that. this was -the day and hour set for a public
hearing on an amendment to the Master Plan of Arterial Streets and
Highways for the purpose of: (1) Eliminating Saybrook Lane between
Heil and. Edinger Avenues as a. secondary highway; . (2) Eliminating' Heil
Avenue between Algonquin -Street anc Saybrook Lane as .a secondary high-
way; (3) Adding Algonquin Street between Heil and Edinger Avenues as a
.secondary highway; and (4) More accurately depict the Route 1 and
Route 39 Freeway locations ,
The Clerk informed the Council that all legal requirements for notifi-
cation, publication and posting 'on said public hearing had been met and
that he had received no communications or written protests to Master
Plan Amendment No. 68-4.
At this time staff reports were presented for Council's consideration.
Mayor Coen declared the hearing open.
There being no one to speak on the matter, and there being no protests
filed, either oral or written, the hearing was closed by the Mayon

and directed -the Attorney to ;prepare a Resolution effecting Master Plan
Amendment No. 6 8-4. Motion carried.
CODE AMENDMENT NO 68-11 - PUBLIC HEARING - CONTINUED
•Mayor.Coen announced that this was the day and hour set for a public
hearing on Code Amendment No. 68-11, proposing to amend Section 9410
(Intent and Purpose) by rewording and reducing the area of such develop-
ments in Cl Neighborhood Commercial District.
The Clerk informed the Council that all legal requirements for notifi'
cation, publication and posting on said public hearing had been met and
that he had received no communications or written protests to Code
. Amendment No. 68-11.
At this time staff reports were presented for Council's information.
Mayor Coen declared the hearing open.
Councilman McCracken requested more time to study the matter and
further requested that the hearing be continued to February 3, 1969.
Mayor Coen ordered that Code Amendment No. 68-11 be continued to the
regular meeting of February 3,. 1969. Motion carried,

RESOLUTION OF INTENTION NO 2885 - PUBLIC HEARING -• VACATION
Mayor Coen announced that this was the day and hour set for a public
hearing on Resolution of Intention No, 2885 of the City Council of the
City of Huntington Beach covering vacation of Lot E of Tract No. 4880,
located north of Warner Avenue and west of Algonquin Street, reserving
public utility and franchise rights .
The Clerk informed the Council that all legal requirements for notifi-
cation, publication and posting on said public hearing had been met,
and that he had received no communications or written protests to
Resolution of Intention No, 2885 of this vacation.
At this time staff reports were presented for Council's information.
The Director of Public Works addressed Council and discussed this matter.
Mayor Coen declared the hearing open.
There being no one to speak on the matter, and there being no protests
filed either oral or written, the hearing was closed by the Mayon.
On motion by Green, Council directed the Attorney to prepare a Resolution
ordering the vacation of Lot E of Tract No. 4880. Motion carried.

Drive lying east of Goldenwest Street and south of Clay Street near
Reservoir Hill, reserving public utilities and franchise rights,

Gentlemen:
Transmitted herewith is a proposed amendment to the Huntington
Beach Ordinance Code, Chapter 98 - Administration, including:
1 . Referral of Board applications to the
Planning Commission.
2 . The form of posted notices for public
hearings.
3. The mailing of notices in lieu of
posting.
4. The addition of a new section to
Chapter 98 eliminating the filing
of multiple applications .
The Planning Commission unanimously approved this matter on
January 7, 1969, and recommends adoption by your Honorable
Body.

PROPOSED CODE AMENDMENT
Amendments to Cha s.98, Administration
Section 1, That the following sections of the Huntington Beach Ordinance
Code are hereby amended and shall read as follows:
So 9815.3 Referral of Application to the Planning Commission:
When the Board declines to act on an application, said
application shall be referred to the Planning Commission
for decision. If the date, time and place said application is
to be heard by the Planning Commission is announced by the
Board at their public hearing, no further notification need be
given. Upon receipt of the application, the Planning Commission
shall reopen the hearing and consider all pertinent information.
S. 9873 FORM OF POSTED NOTICES. Such posted notices shall have
a heading entitled, "Notice of Public Hearing" printed in plain
type not less than one (1) inch in height, and in small type there
shall be a statement of ¢he time, place, and purpose of said hearing,
together with the boundaries of the property involved or a general
description of such property.
So 9874 MAILING OF NOVICES IN LIEU OF POSTING. In lieu of posting
notices as provided above, notice may be given by mailing the
same information required for said posted notices. Such
notices shall be mailed not less than ten (10) days prior to
the date of hearing stated therein to the owner(s) of property
described in the notice and all property owners Within three
hundred (300) feet of the described property.
For purposes of property owner notification by mail, the
latest address as shown on the Orange County Assessor®s Roll
which is annually delivered to the City Planning Department

Section 20 That the following section of the Huntington Beach Ordinance
Code is hereby added and shall read as follows:
S. 9813.3 Multiple Applications o Elimination-, Whenever a combination
of the following applications is required by provisions of this
Ordinance Code, the superseding application, as herein stated,
shall be held to be the only application required. In descending
order of priority the specific applications are:
Planning Commission.
1e Conditional Exceptions
2. Site Plans
3. Conditional Use Permits
Board of Zoning Adjustments
4. Conditional Exceptions
5. Use Permits
6. Divisions of Land
7. Administrative Reviews
Use of a single application does not relieve the .applicant
of any requirements of the superseded applications. The
primary application shall state completely all conditions subject
to any superseded application as well as the specific application
submitted.
