This is within one mile of where I live with two young children.We didn't pay more than half a million dollars to have a homeless shelter placed right in our community.Simply put,just because we are in the north end of HB,we are subjected to having the homeless shelter by our homes.We pay the same taxes for HB as the south HB yet it's placed in our backyard.There must be a better place to put this that is not so close to so many homes,schools and parks. This shelter isn't addressing the lack of homes we have,there is a DRUG and mental health issue that has to be addressed.Crime is going to increase with this here and it is not okay. Please seek out another place this can be.At least give your citizens some options instead of springing it on everyone last minute and that also goes with letting your citizens know of meetings with time. I moved to hb 7 years ago,bought an expensive home in the Harbour and now you're going to open a shelter near my home?!?I have small children that I can't even take to the beach for early biking anymore because it is littered with homeless people who approach us.We have to wait until there are more people at the beach so we can go with a crowd.Please keep druggies and the mentally ill from us.We have worked hard all our lives to save so we can be in the Harbour,not next to a homeless shelter and put my kids at risk. As a 20+ year resident of Huntington Beach and being born and raised in Seal Beach prior to that, I know what an amazing geographical area we reside in. I would like to maintain the beauty of these beach side communities for my son to continue to grow up in. For the past few years I have had to split my time between Huntington Beach and Seattle, Wa. for work and have experienced the homeless taking over some of the most beautiful areas in Seattle. It is heartbreaking to say the least. Komo News in Seattle aired a special in March regarding the homeless in Seattle. I personally found it eye opening from many points of view. I have volunteered a lot with the homeless and have always taken my son to volunteer with me over the years. So, I do not view this population as just a nuisance. 1 have tried to help and be compassionate to all different levels. I am also not typically one who politically gets involved to this level, but I felt compelled enough to reach out to each of you to share this Komo News special in hopes that you would view it. Understand that, I do understand there are levels of homelessness and our society is more taken aback and threatened by the homeless population that is viewed in this special. This population is a byproduct of their true troubles and addictions. Which, I believe, needs to be addressed in order to "fix" the homeless at this level. This population seems to be the "most offensive and invasive" level in our community and this is what has threatened Seattle. This population can detour tourism, bring down property value, scare young children, increase drug use, theft, vandalism and other offenses. I see homeless people when I walk on the beach, take my dog to Central Park and when I'm driving through our beautiful city. It's heartbreaking. Yesterday my husband and I attended the Homelessness Open House at the library. I learned that the police department employs case workers to help homeless individuals get the help they need to get off the streets. That is so impressive. I was already aware and frustrated by the fact that our police department can't enforce laws that would prevent overnight encampments because we don't have anywhere to send our homeless population.. This is a clear matter of what is right for our city. I know there are many fearful, hateful opinions out there about our fellow human beings who have no place to go and end up in our city, but I hope you will do what is right to help our city, our citizens and our homeless population by approving the shelter and allowing us to finally address this problem. My husband and I attended the Open House last Saturday and came away with some information, but still scratching my head. I am all for helping out the homeless who want the help. However, I am not for that help to be located anywhere near Marina High School. Two weeks ago we all breathed a sign of relief when the first location of Research Dr was rejected. We all were happy you heard our voice. Which makes no sense why you move it 2 blocks away from the original location, still located 2.5 minute walk from the shelter to Marina, not to mention multiple other schools and children's facilities. Having said all that. This is a very personal issue for my family. You see I have a 17 year old step daughter who attends Marina, is a Junior this year. She has found herself at this school is happy. She went from a D-F student, no self confidence to a flourishing young adult since I married her Dad. Prior to this she lived with her Mom who was verbally and mentally abusive. Her Mom has been homeless in Santa Ana for 3 years now. She started out in Victorville, and was transferred to Santa ana. During her time in Santa Ana, she has lived in 3 "90 day shelters:" Never getting the help they claim they have. Her Mother is Manic Bi Polar, on and off medication and has not worked in over 10 years. We hear monthly how she will be getting an apartment soon, or a job soon. None of this ever happens, yet she continues to live in these 90 day facilities, this last facility has been almost a year. End of last year her Mother started telling us of a place that might open up soon in Huntington Beach, near Marina High School. We thought it was an apartment, not a homeless shelter. Hearing about the potential homeless shelter late March. We put 2 and 2 together and realize now what she was talking about. She wanted to be transferred to the location so she could be closer to her daughter and next year her son will be at Stacey which is about a 10-15 minute walk from Pipeline. My step daughter has been very nervous about this, as are we. If she were to be transferred or accepted she would show up daily at Marina or surrounding locations looking for my step daughter. We understand what we were told that, only the homeless will be accepted to this shelter. We also understand this to be true about the Victorville location, she was not a resident, she was passing through the city when she had an episode and the police placed her at that location there. She was only living there 90 days, was then transferred to 1 of3 90day facilities" here in Santa Ana. We also understand the preferred location is off Gothard, which we couldn't agree more and it makes more sense to have it in that location centralized to HB and the police station. We understand the struggles of finding a location in that area. However we know that Pipeline is not the correct location and cannot stress enough to please continue your search in the location that would be optimal for the city and police. Never in my life did I want to really know so much about how homeless facilities are run, but we've learned alot in these past 3 years from my husbands ex wife. We understand that a 90 day facilitie is not really just 90 days and can be expanded as long as the person is not causing problems. We know they are not prisoners and can come and go from 7am to 10pm 7 days a week. We understand during these times they are supposed to be out looking for work, doctors appointments, etc. We also know this does not always happen. We see how Santa Ana looks, homeless passed out on lawns of public buildings, loitering at grocery stores, liquor stores or just on side walks. We've seen them drunk, using drugs, being arrested, screaming, defecating, fighting, having sex, robbing, causing crime, etc all in the day time and in the public eye. Some things as you know cannot be controlled, do you want this near Marina High School, Vons, .99 cents store, 7-11 and Jack in the box just the closest businesses near Pipeline? We understand the rules of the shelter she is at, which are the same as the one's outlined you've given to the public for Pipeline. We know they are not shuttled to and from locations of where they want to go during the day 90 plus people can not be catered to in that way. We know they are given bus passes and free Lyft rides to get to their destinations during the times they are allowed out or simply can walk. I feel you are giving the public who does not know this a false sense of security thinking they are under the watchful eye 24/7 when that is not the truth. Having said all that, we'd like to thank you for allowing the public to voice their opinion so you may make a valid decision to not only the homeless needs, but to the homeowners, business owners, students and parents. Again, we cannot stress enough to please do not have a shelter located anywhere near Marina High School for our personal needs. My step daughter is scared her Mom will try to find her daily, interrupt her school and friends. Many of our employees can be seen enjoying the clean safe neighborhood on their daily walks before work and during breaks. I fear this will no longer be the case should such a facility open down the street. While our city has its share of problems, like any other city,the industrial area is not one of them. It is a success story in high demand for these type of properties compared to many of the blighted industrial areas in other cities. This is the exact reason my family twenty three years ago moved our business out of the L.A. area and invested in our building. I've been told by employees and clients alike that our location has a definite positive affect when choosing employment or considering establishing a vendor relation. During the last recession our area sprang back much faster than many other industrial areas because to date it has not been burdened with the many problems associated with other areas. I again fear that a shelter here will only reduce the caliber of businesses drawn to the area as well as negatively affect rental and property values. Emergency shelters house people who are homeless or displaced due to an actual emergency, not those who are chronically homeless. An Emergency Shelter is a land use reserved for Public and Semipublic zoned property as established in Huntington Beach Zoning Code Section 204.8, Subsection C.4: "Emergency Shelters. Establishments offering food and shelter programs for "homeless"people and others in need. This classification does not include facilities licensed for residential care, as defined by the State of California, which provide supervision of daily activities." According to information published on the City's website on April 8, the proposed Navigation Center will be enclosed by a security fence, will house 75 to 90 men, women and couples for 3 months or longer, and will provide healthcare, counseling and job training. Residents will not be allowed in or out unless transported by vehicle.These activities clearly constitute "supervision of daily activities" which places the Navigation Center in a different category altogether. The Navigation Center meets all of the requirements to be classified as General Residential Care and/or General Residential Alcohol Recovery as defined in Section 204.8.C, Subsections 5 and 6. "Residential Care, General. Twenty-four-hour non-medical care for seven or more persons, including wards of the juvenile court, in need of personal services, supervision, protection, or assistance essential for sustaining the activities of daily living. This classification includes only those facilities licensed by the State of California." "Residential Alcohol Recovery, General. Facilities providing 24-hour care for more than six persons suffering from alcohol problems, in need of personal services, supervision, protection or assistance. These facilities may include an inebriate reception center as well as facilities for treatment, training, research, and administrative services for program participants and employees. This classification includes only those facilities licensed by the State of California." The City must acknowledge that the needs of our homeless population are not simply housing, food and clothing. The underlying issues of mental health and addiction must be addressed in a setting where there is access to medical care, protection by law enforcement, and in some cases legal representation.The proposed location on Pipeline Lane is a very 1 poor choice due to its long distance from any hospitals, mental health care offices and the Huntington Beach Police Department. Furthermore it poses the risk of violence,theft and disruption of daily life to the surrounding businesses, neighborhoods and schools.The fact that the City Council would consider placing a homeless shelter in such close proximity to residential neighborhoods and schools shows a severe lack of consideration for our the residents of our city and their children. It is misleading to label the Navigation Center as an Emergency Shelter. By providing these services to people for extended periods(3 months or even longer),the City is by definition providing residential care.The property at 15311 Pipeline Lane is zoned "Industrial Limited" and is not intended for this type of use.The City Council should openly state to the Public that the Navigation Center will provide Residential Care for the homeless and should choose a Public or Semipublic location as directed in the Huntington Beach Charter and Codes. The City of Huntington Beach has both a practical and moral duty to be a constructive participant in addressing local homelessness, and I would much prefer that we view the development of effective services, facilities and policies for our homeless community as an opportunity rather than a burden. Homelessness and a swelling homeless population in our region must be addressed, and Huntington Beach can either be part of the problem or begin taking steps to become part of the solution. For most in our community, there will never be an acceptable location for any new homeless shelter. Shelters as well as any manner of affordable or multi-family housing has been unfairly and incorrectly demonized in our community, and as a result, the Council should be prepared for push-back regardless of their ultimate decision. I support the new project on Pipeline Drive and would also support similar shelters in other locations as well. Remember: the longer our city waits to take constructive action, the more difficult it will become to do anything to address this pressing need. My step daughter is 17 and a junior at Marina H.S. and we live fairly close to this proposed location. My step daughter's mother is homeless in Santa Ana right now and she has been in these "90 day" facilities for almost 3 years. Before we even knew of the possibility of a shelter near us, she was talking about how she might have a place close to Marina H.S. We thought it was an apartment, but we never imagined it being a shelter and we all started worrying. Now hearing a new shelter may still be close to Marina H.S. we are worrying again. Our family is very concerned that her mom will show up at her school daily unannounced if she were transferred to this location. My step daughter has struggled while living with her in the past and is now doing very well in school but is very stressed out by this. We also worry about her mother's choice in friends she has made while in the shelters. We thought we were in the clear after the last location was rejected due to so many citizens making it clear it was too close to the high school. This new location is only a few blocks away from the previous proposed location. We had a chance to drive by the new building on Friday, it is surrounded by and mixed in with other active businesses and wonder how would a fence be possible? Plus, it is only a 9-minute walk or 2-minute drive from Marina, and we continue to be worried. We go to Santa Ana monthly to visit her mom and we see the many homeless in the streets, parks and camped out in the fronts and doorways of the local businesses. We see many consuming alcohol and begging for money and we hear of the drug addicts and mentally ill in and around the city and there seems like nothing can be done about it unless they have committed a crime. We don't want that so close to our schools, homes, businesses and community. This location being proposed so close to Marina HS, Circle View Elementary, Village View Elementary, Grace Lutheran, Schroeder Elementary, Stacy Middle School or Clegg Elementary is not a good solution. It should not be located anywhere close to these schools or any of the many children's facilities (too many to list)within short walking distance to it. Why are you willing to allow this to continue to happen? We should not be helping and enabling more and more homeless unless we are going to address the way these people get here in the first place. 2) It is also common knowledge that the majority of homeless are either drug addicts or mentally ill. Why are you planning to provide housing for these individuals without addressing these issues? A plan needs to be in place to stop the flow of drugs to these people and treat the mentally ill. If there is such a plan, please make it public. Residents want to know the plan. 3) You are arbitrarily choosing a group of your own constituents to bear the burden for everyone in the community. What are you going to do for folks if their property values take a hit for being next to a homeless shelter? Have you considered that some people have lived in these neighborhoods for 30+ years counting on the equity in their homes to finance their retirements? And you say, "too bad, we rolled the dice and your neighborhood is the lucky winner"? These are only three reasons. There are many others. I hope you will take this item off the table until further research can be done. I would hope that you would look into ways that the county can come together to provide these shelters. After all, don't they have a full time homeless "czar"? What is that person doing? Why can't we work with other cities? Why does each city have to "do their own thing"? Isn't that rather inefficient? Kinda like reinventing the wheel over and over again? Where is the money going to come from for this? It's going to cost several MILLION dollars just to get it off the ground. That doesn't even consider ongoing expenses. There are just too many issues here. The list goes on and on. Bottom line is, this is a terrible idea all the way around and the residents and tax payers of HB want a better thought out plan. Thank you. Kathy Carrick 2 Huntington Beach Homeless Shelter Stipulations Live Exterior Web-Cam Network: The city will install and maintain an elaborate open to the public live web-cam system out front of any homeless shelter in Huntington Beach. We the citizens have been assured that homeless individuals will not be able to walk-in and walk- out of any Huntington Beach Homeless Shelter. We the citizens would like to make sure you are living up to your word. Trust but verify.There is no expectation of privacy on a public street so live web-cams do not violate anyone's right to privacy. Short Term Contract for Shelter Operator: Homeless Contractor will be granted a short term renewable contract with a term of no more than 12 months for any one term. Preferably six month renewable.To avoid from the city getting locked into a long term contract with a contractor who is violating the terms and expectations we the citizens have set forth the city will not enter into a long term contact with any shelter operator. Shelter operator staff ratio will be the highest in the county. Shelter operator will be required to publish their staff ratios at not only this facility but all other facilities they manage or run by them.The city of Huntington Beach will maintain current and accurate statistics of staff ratios at all comparable homeless shelters throughout Orange County.The Huntington Beach homeless shelter operator will be required to maintain at all times a staff ratio that is XXXX%higher than the current highest shelter in Orange County. Crime Statistics: City of Huntington Beach will make public current homeless and crime statistics for the area surrounding the Huntington Beach homeless shelter. IE: North Huntington Beach. Statistics will be tracked and publicized twice per year. If it is determined a rise in crime is directly attributed to the existence of a homeless shelter an alternative location not in the same general area will be sought within one year.The current location will be closed/relocated within one year. Citizen Accountability Committee: The city of Huntington Beach will establish a Citizens Accountability Committee made up of residents from the city who either: Own a Home or Business, Rent a Home, Rent an Apartment. No homeless person shall be permitted to be on this committee. Each city council member will be able to appoint two committee members one of which must be located in North Huntington Beach.The Citizen Accountability Committee will have the right and obligation to inspect the homeless shelter at any time.The Committee will meet no less that once per month. City officials will be required to provide all information deemed necessary by the committee to the committee as to the operation of the shelter. If the Committee finds the shelter operator is in violation of the terms of their contract with the City of Huntington Beach the Committee will have the right to force a vote of the city council to cancel the shelter operator's contract immediately. Problem Solving 1. Define the problem 2. Identify constraints and hurdles 3. Avail oneself of all information from all sources including comments by experts 4. Address each constraint or hurdle by identifying resources and developing a strategy 5. Apply the strategy, determine outcome and modify strategy as necessary to attain the desired outcome 6. 'Recognize reality and put emotionalism and prejudice aside Identifying constraints and hurdles of homelessness might look as shown below. Community leadership should develop the strategies. 1. Economic issues of the person 2. Lack of Housing 3. Mental illness 4. Substance abuse 5. Behavior modification 6. Short term needs 7. Patience and persistence 8. Recognition that the individual has constitutional rights The goal is to solve the problem completely not to sustain it through temporary fixes. Tempting solutions like driving the homeless out of town, arresting them, or withdrawing resources have all been tried and have failed. Trying them again is a waste of time.
