A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH
ADJUSTING SEWER SERVICE USER CHARGES PURSUANT TO SECTION 14.54.040
OF THE HUNTINGTON BEACH MUNICIPAL CODE
WHEREAS, on or around April 2, 2018,the City adopted Resolution No. 2018-19,
adjusting the Sewer Service User Charges effective July 1, 2018, to the rates, as set forth below,
based on customer category and charge type:

Pursuant to Huntington Beach Municipal Code Section 14.54.020, the City Council shall
adjust Sewer Service User Charges in order to maintain a balanced budget; and,
Pursuant to Proposition 218 and Government Code Sections 53755 and 53756, an agency
providing sewer service may adopt a schedule of adjustments to sewer rates for up to five (5)
years; and,
The City has determined that it has generated sufficient funds in its Sewer-Service
Reserve Fund to discount all Sewer Service User Charges for one year,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Huntington
Beach as follows:
1. Temporary Reduction in Sewer Service User Charge. Effective July 1, 2019, and ending
June 30, 2020, all customers served by a water meter shall by charged a Sewer Service User
Charge at the following rates, as set forth below, based upon customer category and charge type:

2. Exemptions. No Sewer Service User Charge may be imposed on a water customer
exempt from the Sewer Service User Charge under Section 14.54.100 of the Huntington Beach
Municipal Code.
3. Resumption of Prior Sewer Service User Charge. Beginning July 1, 2020, the City will
resume charging Sewer Service User Charges on all customers pursuant to and consistent with
Resolution No. 2019-30, including without limitation by the application of adjustments based on
the Consumer Price Index-Urban (CPI-U) for the Los Angeles, Orange County-Riverside Area
and as available as of November the previous year, as prescribed by Paragraph 3 of Resolution
No. 2018-19.

by the affirmative vote of at least a majority of all the members of said City Council
at a Regular meeting thereof held on May 20, 2019 by the following vote:
