Mary Urashima Honorable Mayor Peterson and City Council Members: Thank you for recognizing the time and efforts of the Historic Wintersburg Preservation Task Force volunteers and advisors. The task force was created by the City Council in July 2012. A few of the accomplishments include: • Sixteen (16)potential sites in Huntington Beach and ten(10) potential sites outside Huntington Beach were evaluated during public meetings of the task force for potential relocation of the structures. T. •National support includes the Japanese American National Museum, Manzanar Committee, Japanese American Historical Society of Southern California, Japanese American Citizens League, congressmen, state legislators, individuals, and organizations from around the country representing thousands. • Media coverage has reached national and international audiences, including Wall Street Journal, Los Angeles Times, Orange County Register, PBS,NBC, ABC,NPR, CBS, The Japan Times, Rafu Shimpo, the Japanese American National Museum's Discover Nikkei, and others. 2013 • The Task Force arranged for an inspection of the property by the National Park Service in 2013, which provided a written determination that the Historic Wintersburg property is eligible for the National Register of Historic Places and retains "remarkable integrity". 2014 • Historic Wintersburg was listed as one of America's 11 Most Endangered Historic Places by the National Trust for Historic Preservation. This initiates ongoing national partnership with the National Trust for Historic Preservation, Washington, D.C. • Historic Wintersburg in joint exhibit with the Smithsonian Institution, "Journey Stories," at Heritage Museum at Orange County. • Historic Wintersburg featured at Japanese American National Museum. • Community Hero recognition from Japanese American Citizens League and California State Assembly. i • Historic Wintersburg initiated discussions with new owner, Republic Services, regarding purchase of the property for historic preservation, in collaboration with the National Trust for Historic Preservation and the Trust for Public Land. 2015 • Historic Wintersburg designated a National Treasure by the National Trust for Historic Preservation, making it Orange County's first and only National Treasure, and one of less than 100 National Treasures in the United States. • Task Force raised $35,000 to fund and implement technical analysis by the Urban Land Institute, with participation by Republic Services, City Council members, community members, and nationally recognized technical experts. • Historical research provided to the City of Santa Ana for public art installation at the Santa Ana River Trail honoring Japanese pioneer farmers. City of Santa Ana Board of Recreation and Parks presented recognition for "outstanding contributions to the residents of Santa Ana." • The PBS program, "Our American Family—The Furutas of Historic Wintersburg", premiered at the Japanese American National Museum and aired nationwide on public television. • Consulate General of Japan personally delivers copy of PBS program and book about Historic Wintersburg to governor of Hiroshima Prefecture, Japan, which has historical connection to Historic Wintersburg. • City of Huntington Beach City Council adopted General Plan Historic and Cultural Resources Element, designating all six structures and Historic Wintersburg property as eligible for the National Register of Historic Places. 2016 • The Task Force provided over$10,000 worth of professional tree trimming and brush removal, as well as approximately 40 hours of volunteer cultural monitoring during work on Nichols Lane, at no cost to Republic Services. 2017 • The PBS program, "Our American Family: The Furutas of Historic Wintersburg," distributed on Amazon Prime in the United States and in Japan. • Task Force partners with Trust for Public Land, Washington, D.C., in addition to ongoing partnership with the National Trust for Historic Preservation. Five-year update presented at televised regular meeting of the Huntington Beach City Council by the Task Force, the Trust for Public Land and National Trust for Historic Preservation regarding the process and funding to purchase the Historic Wintersburg property. • California State University Long Beach archaeology program offers to conduct archaeological survey of Historic Wintersburg and educational programming at no cost. • Historic Wintersburg in second joint exhibition with the Smithsonian Institution, "Hometown Teams," at Heritage Museum at Orange County. • Preserve Orange County names Historic Wintersburg to Orange County's Most Endangered list, noting its historic significance and advocating for its preservation. 2 2018 • City of Huntington Beach Historic Resources Board urges City Council to support full preservation of Historic Wintersburg. • Task Force begins partnership with Orange Coast Gakuen,the Huntington Beach Japanese Language School, on preservation planning and future educational and cultural programming. • Task Force collaborates with Chapman University's 1888 Center and California State Library on podcast series, "Chapters", featuring history of Historic Wintersburg. • The California Preservation Foundation presented statewide President's Award for outstanding achievement in the field of historic preservation. 2019 • Public dedication event for permanent public art installation in the "Wintersburg/Furuta Courtyard" at Luce residential honoring the history of Historic Wintersburg with presentations by Mayor Pro Tem Lyn Semeta and Consul Shigeru Kikuma, Consulate General of Japan. The Task Force provided historic research and images to the artist, Michael Davis, beginning in 2015, when the concept was presented by the artist to the City of Huntington Beach Design Review Board. • Upcoming webcast with the California Preservation Foundation, Los Angeles Conservancy, and Riverside County Park and Open Space District. As these volunteers move on and continue to work with the national, regional and local partnerships established by the task force, the recognition by the City of Huntington Beach of their time and contributions to the community, as well as their contributions to the preservation of local history, is appreciated. 3 City of Huntington Beach INTER-DEPARTMENT COMMMUNICATION HUNTINGTON BEACH TO: Honorable Mayor and City Councilmembers FROM: Robin Estanislau, City Clerkf-� DATE: June 6, 2019 SUBJECT: SUPPLEMENTAL COMMUNICATIONS NOT ANNOUNCED DURING THE JUNE 3, 2019 CITY COUNCIL MEETING I am contacting you about an error that occurred in the reporting of Supplemental Communications for the June 3, 2019 meeting. We have a dedicated email address used by members of the public to provide agenda comments. My attempts to open aaendacommentsCaD-surfcity-hb.org on both Friday, May 31, and Monday, June 3 afternoons failed to display any contents -- the inbox appeared to me to be empty. I typically rely on support staff to monitor this process, but I managed the compilation and publication of the 6/3 agenda packet on my own. Yesterday afternoon my Deputy discovered that the Agenda Comments inbox had several communications (attached), and we will take the appropriate action to include them as part of the record for each respective 6/3 agenda item: Awards and Presentations #12— Historic Wintersburg Preservation Task Force (2) Consent#18— IRC Recommendation "E" (2) Public Hearing #26—Adoption of City Budget (2) Administrative Items #30 (Pulled) — Finance Commission Ordinance (27) To prevent this oversight from happening again, I sought assistance from a representative in our Information Services department who flagged the inbox in a manner that makes it easily accessible. She took a city task force and turned it into a racist group. My family was directly affected by pearl Harbor and Mary chose pearl Harbor day. To fundraise and made a mockery of the day. After voicing my displeasure with her. She blocked me from a city page. And then filed a false police report. Claiming that I threaten her. I think the city needs to cancel this award . Thank you. For what, exactly? After SEVEN years, the task force accomplished, essentially,NOTHING that it was created to do. The buildings were never moved or refurbished and money was not raised to purchase the property. Forgetting the fact that this private property issue never had any business being part of any city function, again, nothing of substance was achieved - so what exactly are you rewarding? Furthermore, task force chair Mary Urashima displayed remarkably unprofessional and unethical behavior by continually playing the race card in the face of reasonable questions by citizens, attacking people, blocking people from even being able to see social media pages connected to an official city task force, as well as failing to even hold a meeting for almost two years. In my case specifically, she actually attempted to disrupt private working relationships of mine by baselessly attacking me with lies and delusional accusations - simply because I called out her unprofessional behavior. City council has been made aware of all of these instances, with evidentiary proof- it's my understanding that others have written council expressing similar concerns about Ms. Urashima- and yet she still she gets acknowledged by city council? I think this is an affront and insult to all other citizens and groups that actually achieve legitimate accomplishments and are publicly acknowledged by council. Ms. Urashima, in my opinion, was a liability to the city - not an asset- and rewarding her "efforts" is extremely inappropriate, if not offensive. Sincerely, i Chris Epting 2
