MEMORANDUM OF UNDERSTANDING

This Memorandum of Understanding (MOU) shall stand as evidence that the Women's Transitional
Living Center, Inc. (WTLC) and Huntington Beach Police Department (HBPD) intend to work
together toward the mutual goal of providing maximum available assistance for victims of domestic
violencelhuman trafficking and their families. To this end, each agency agrees to coordinate/provide the
following services:
WTLC will provide the following services, including but not limited to: 24/7 emergency and transitional
residential care/services (i.e.. case management, educational groups, substance abuse treatment, career
counseling, job training/placement. work experience programs. counseling. medical care, 24/7 hotline,
translation, transportation, legal/immigration advocacy/representation/accompaniment, social service
advocacy, ESL/Literacy classes, outreach/training, children's programs, gang intervention) and follow-up
for victims of domestic violence/human trafficking.
Huntington Beach Police Department will, as available resources permit, cooperate with WTLC in
assisting and identifying victims of domestic violencelhuman trafficking. will furnish training and
information as necessary, will maintain communication with WTLC within the legal requirements of
confidentiality. and will support WTLC efforts in establishing community awareness of domestic
violence/human trafficking issues.
Cross -Training for WTLC and HBPD will be coordinated and cover all subjects related to domestic
violence/human trafficking and crime assistance.
