HomeMy WebLinkAboutAdopted Resolution No. 2019-45 designating the Interim Assis7;zl� L1, File #: 19-722 City of Huntington Beach AAP"vED b-o-/ l�r�l-�+asFrcrr) MEETING DATE: 7/1/2019 REQUEST FOR CITY COUNCIL ACTION SUBMITTED TO: Honorable Mayor and City Council Members SUBMITTED BY: Dave Kiff, Interim City Manager PREPARED BY: Chuck Adams, Interim Chief Financial Officer Subject: Adopt Resolution No. 2019-45 designating the Interim Assistant City Manager, the City Treasurer, the Finance Manager -Accounting Services, the Finance Manager -Budget, and the Finance Manager -Treasury as persons authorized to execute financial transactions in the name of the City of Huntington Beach Statement of Issue: Public law requires that the City Council designate the persons authorized to execute financial transactions in the name of the City of Huntington Beach. City Council authorization is requested to update the list and titles of persons designated to transact on the City's behalf. Financial Impact: There is no fiscal impact associated with these changes. Recommended Action: Adopt Resolution No. 2019-45, "A Resolution of the City Council of the City of Huntington Beach Authorizing the Manual and/or Facsimile Signatures of the Interim Assistant City Manager, the City Treasurer, the Finance Manager -Budget, the Finance Manager -Accounting Services, and the Finance Manager -Treasury as Persons Authorized to Execute Financial Transactions in the Name of the City of Huntington Beach." Alternative Action(s): Do not adopt the recommended action and direct staff accordingly. Analysis: Public law requires that the City Council designate the persons authorized to execute financial transactions in the name of the City of Huntington Beach. City Council authorization is requested to update the list and titles of persons designated to transact on the City's behalf. Due to recent vacancies and title changes for staff, it is recommended the Resolution be updated to amend signers to reflect these changes and recorded accordingly with the Office of the City Clerk. RESOLUTION NO. 2019-45 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH AUTHORIZING THE MANUAL AND/OR FACSIMILE SIGNATURES OF THE INTERIM ASSISTANT CITY MANAGER, THE CITY TREASURER, THE FINANCE MANAGER -BUDGET, THE FINANCE MANAGER -ACCOUNTING SERVICES, AND THE FINANCE MANAGER - TREASURY AS PERSONS AUTHORIZED TO EXECUTE FINANCIAL TRANSACTIONS IN THE NAME OF THE CITY OF HUNTINGTON BEACH The City Council of the City of Huntington Beach does hereby resolve as follows: SECTION 1. That Travis Hopkins, Alisa Backstrom, Carol Molina -Espinoza, Dahle Bulosan, and Joyce Zacks are designated as the persons authorized to execute financial transactions in the name of the City of Huntington Beach. SECTION 2, That Travis Hopkins, Alisa Backstrom, Carol Molina -Espinoza, Dahle Bulosan, and Joyce Zacks are designated as the persons authorized to execute all checks, drafts, warrants or other orders for the payment of money drawn in the name of the City of Huntington Beach on deposit with any bank or other financial institutions in which the City has funds. At least two (2) authorized signatures must appear on each such disbursement or withdrawal. SECTION 3. That said disbursements or withdrawals shall be made only upon the manual or facsimile signatures of Travis Hopkins, Alisa Backstrom, Carol Molina -Espinoza, Dahle Bulosan, and Joyce Zacks whose signatures are on file in the Office of the City Clerk. (Exhibit A.) SECTION 4. All Resolutions in conflict herewith are hereby repealed.
