We have developed a team of both in-house video production professionals and independent contractors who would serve as subcontractors working under at our direction. We have the expertise, equipment and ability to provide video production and post-production services to the City of Huntington Beach developing content for the City's Public educational Governmental Access (PEG) Channel (HB Channel 3). We are prepared and able to work with both the City's Cable Channel Manager as well as the City's Community Relations Officer. Our firm, in fact, has worked closely with Ms. Julie Toledo — the City's Community Relations Officer — prior to her employ with the City when she served at the Orange County Transportation Authority (OCTA.) A few key elements that differentiate Communications LAB from other proposers: We know Huntington Beach We have worked on issues in Huntington Beach for two decades. From our work with Poseidon Water, the Orange County Transportation Authority (OCTA), the Orange County Stormwater Program (the City of HB serves as a co-permittee) to our direct work with the City of Huntington Beach to provide public education and community outreach services to the Oak View Community as part of the Epic Challenge Grant Award, we have had a chance to become engrained with the neighborhoods, communities and key stakeholders within the city. We are familiar with the issues, challenges, highlights, events, features and the world-renown image of Huntington Beach as Surf City. We know that Huntington Beach is ranked as one of the Top 10 happiest cities by WalletHub. We know that Huntington Beach was named the "Ultimate Beach" by the Telegraph newspaper in England and the "Best Beach" by the Orange County Register. There is an emotion and pathos to Huntington Beach that can only be translated through the medium of video. We work well with City Staff and City Council We have worked with the City's Community Relations Officer, Julie Toledo, for many years and have an excellent working relationship with her. We also have worked closely with several members of the Huntington Beach City Council including Council Member Brennan, Posey and www.CommunicationsLAB.com 0 701 E.Chapman Ave.,Orange,CA 92866 `A 949-215-5539 `, info@CommunicationsLAB.com Exhibit B Delgleize in particular. We understand that the various council members may have certain community issues they wish to highlight, and we will work through staff to ensure the city's vision is communicated through this visual medium. We understand Orange County public agencies As you will see in our sample video production work, we have done extensive work for cities, water districts, school districts and the County of Orange to communicate their vision and messaging through video production pieces. Some are very short (:30 PSAs) and some are longer (Laguna Niguel State of the City), but they all have a focus to promote the issues, projects and programs important to that public agency. Keeping all the balls in the air— On Time and On Budget Based on the proposed annual budget of $300,000 to $500,000 per year, it is clear the City has several various video production projects planned to cover a myriad of community activities. We have found that the SmartSheet° system is an extremely effective project management tool to ensure projects stay on time and on budget. The online tool provides both internal and external management oversight ability. Treatments and scripts can be uploaded to SmartSheet°and reviewed by the client. Links to edited drafts can be uploaded for review as well and key City staff members will be notified via email when updates are made. SmartSheet° has been such an effective tool that one of our clients, OCTA, has adopted it for other projects that we don't work on. Beyond technical expertise You will get several proposals from great video production firms that have the technical ability to provide video production and editing services for the City. We can do that too, but we can provide so much more. We understand the context for the video and can assist on the scripting and pre-production side to develop the impactful messaging that you will want to reach your constituents. We are a community outreach and public education firm that provides high-quality video production services. With Communications LAB, you get the best of both worlds and we bring experience and expertise that will allow us to partner with staff to ensure a high-quality product that hits the mark with your residents, businesses and visitors. As you develop your bench for these services, we encourage you to include our firm. We have the technical expertise of course, but the City should ensure it has a team on its bench that it has worked with before and is comfortable and confident with its principals who will be serving it. We look forward to being part of that team. As the Chief Executive Officer of Communications LAB, I am authorized to bind the consultant to the offer in this proposal. The proposal price will be valid for a period of 180 days. Our office closest to the City of Huntington Beach is our main headquarters located at 701 E. Chapman Ave., Orange, CA 92866. Background & Project Summary We understand the City has a variety of community events, programs, public hearings and other important issues that it would like covered. Video is an excellent medium because it communicates the message in a succinct way that the viewer can immediately understand and appreciate. Additionally, more and more social media and news is being provided via short video clips instead of paragraphs in an e-newsletter. We have reviewed the Scope of Work and are able and willing to comply with all requirements therein. We note that you are interested in providing videos for both the City's Public Educational Governmental Access (PEG) Channel (HB Channel 3) as well as various other online platforms such as YouTube, streaming applications, the City website, the City Facebook page, etc.). We have the ability to output our videos to various compression sizes to accommodate the high-resolution requirements on the City's PEG Channel as well as the lower-resolution requirements that make uploading to the social media platforms easier and faster. Our video production techniques and equipment is current and state of the art. Our videography team is young, yet technically experienced and understands the latest trends in video production. Brian Lochrie, who is the project manager overseeing the effort, has more than 30 years of experience in the video production field, but stays active through regular video production training and education. Our CEO, Arianna Barrios, is an award-winning Producer and talented messenger. Specifically, we would like to provide additional perspective for each of the on-call needs the city called out in its RFP: HD Shooting All of the video cameras we use are High Definition (HD). We do not shoot in Standard Definition (SD) unless it is upon request. Our primary video production cameras are: • Panasonic AG-DVX200 4K Camcorder • Sony A7 III Alpha Mirrorless Digital Camera o FE 24 mm f/1 .4 lens o FE 16-35 mm f/2.8 lens o FE 4/70-200 sniper lens • Phantom IV 4k Drone We also sometimes use HD stock video when appropriate and with approval of the client. We include the video as an unpurchased, low-resolution version with a watermark in the rough cut and only purchase with approval of the client. Alternately, we have a subscription to a library of HD stock video files through VideoBlocks and can include clips at no charge to the client. Voice Over Talent Communications LAB President Brian Lochrie has been serving as a voiceover artist for more than 30 years. However, we have a stable of specific Voice Over artists the City can choose from through Voice Jungle. Voice Jungle typically costs approximately $0.30 per word for voiceover services; however, the City will have various options in demographic categories including age, gender, race and language. www.CommunicationsLAB.com Proaosal for: Charitable Ventures of Orange Countv I Early Childhood OC—Brandino Services Exhibit B Closed-Captioning Capability • We can closed-caption any or all of the videos we produce. We close-caption once final cut on the video is approved to ensure that the closed captioning is only used on the final version. We also have the ability to produce both a captioned and non-captioned version for the City. • Notably, many online video production platforms can auto-caption videos, but the caption is not always 100 percent accurate and we recommend captioning during the post-production process to ensure accurate communications with your viewers. Video Editing • While we have both Final Cut Pro and Adobe Premiere video editing software, our team prefers Adobe Premiere. For efficiency sake to save taxpayer dollars, we produce a "rough-cut" for the client to review and comment. We incorporate those comments and provide a second rough-cut for review. At this time, it is usually close enough to the finish line that we incorporate any final edits, then engage in a more refined editing process including sound design, colorization, transitions, etc. We then output the final file in a format most appropriate for the needs of the client. For example, a high resolution version would be required if the expected use is television or a movie theatre PSA. A lower- resolution version would be more appropriate for social media or online use, where the video file is typically compressed anyway. • We provide rough cut reviews to the client through an unlisted YouTube channel (or Vimeo if the client prefers) that allows the client to review and comment on the video without it being public. Music Licensing • We have an internal library of Royalty-Free instrumental music that we use for background music on many of the videos we produce. We also have a membership with AudioBlocks, which is an online service providing Royalty-Free instrumental music. We have also worked with ASCAP and BMI for music licensing of more popular music, but the City should be aware that licensing popular recognizable music can be quite costly. • As part of our rough-cut video production services we can provide a few suggested instrumental .wav files for the client to select from. We try to theme the music based on the topic (Surf rock, acoustic guitar, soft piano, up-tempo driving, happy and bouncy, cinematic, etc.). We include the client in every step of the process. Animated Motion - Graphics • We have two professional video animators on our team — Atilla Juhas and Jeremy Davidson. These animators are experts in using the Adobe Creative Suite for illustrations and animations. • For still graphics or lower-third titles, Communications LAB has a full-time graphic design specialist on our team — Jessica Van Oyen. She has worked closely with Brian Lochrie to develop various graphics and lower thirds for video projects they've collaborated on. • Atilla and Jeremy both work off-site but are talented artists and responsive to edits and changes as needed. www.CommunicationsLAB.com 9 701 E.Chapman Ave.,Orange,CA 92866 949-215-5539 aq info@CommunicationsLAB.com Exhibit B Social Media (e.g. Facebook Live, Instagram, etc.) • Martin McIntosh on our team is adept and experienced at translating video stories and events to the social media platforms including Facebook Live, Instagram and YouTube. He has served as Communications LAB's technical expert when it comes to live streaming events and has done so for Groundbreaking events for local water district projects, freeway improvement projects and school building construction projects. He has also livestreamed public hearings and city council meetings at the request of our municipal and public agency clients. • Martin is also adept at Virtual Reality 180 and 360 video development and has implemented in for the San Bernardino County Transportation Authority (SBCTA) for their Redlands Passenger Rail Project (RPRP) that allows the user to "see" the future project. Vlogging • The key for video blogging, or "vlogging" as it is sometimes called, is that the posts are consistent, regular, relatively short and have a "host," which in this case can be the City's Community Relations Officer Julie Toledo. • Costa Mesa, for example, has the "Costa Mesa Minute" hosted by Dane Bora (Costa Mesa Public Affairs Manager) where he gives a "fun fact" followed by a summary of upcoming city events. It is regularly posted 2-3 times per week. While the YouTube views are modest (10-30), it does seem to get more engagement on the city's Facebook page (the city does not post the episodes to Instagram) with both "shares" and "likes" on the social media channel. • Costa Mesa keeps the same background themed by the month (Dane is shot against a green screen) and inserts graphics for the upcoming events. • If Huntington Beach were to provide a similar Vlog, we would recommend production on a bi-weekly basis so we could maximize the efficiency of the effort and have the host change clothes between episodes. • We would provide the green screen or we could shoot in various locations around Huntington Beach, which would be very scenic. We would provide a TelePrompTer for the talent. Short & Long Running Programming • The length of the video depends on the content and the format of coverage. We strongly recommend, however, the shorter the better. Two minutes or less is a good rule of thumb when trying to attract viewers via social media. • As you can see in our sample work, we have produced short :30 public service announcements, such as the PSAs we did for: • Orange County Mosquito and Vector Control District, • the Orange County Stormwater Program and • The Don't Doubt the Drought campaign for the Santa Margarita Water District. • We've produced mid-length videos (2:00 — 10:00) such as: www.CommunicationsLAB.com Proposal for: City of Huntington Beach Video Production&Media Services for HB Channel 3 Exhibit B • Orange County Transportation Authority's (OCTA) 1-5 Freeway / El Toro Road interchange Improvement Prolect options and • OCTA's "Learning Lanes" video series, • Moulton Niguel Water District's Irrigation Troubleshooting and Look for Leaks videos • Orange Unified School District's "We are Orange Unified" and Building Success videos • Orange County Auditor-Controller's "Taxpayers Count" video series • Orange County Stormwater Program's Turf Removal video • Finally, we've produced long-form videos (more than 10:00) including • Laguna Niguel's State of the City video in 2018, • Rancho Santa Margarita's State of the City event program, • OCTA's 1-5 South Improvement Prolect Dedication Ceremony • Orange County Taxpayers Association's OCTax Talk series State of the Art Equipment We provide experienced pre-production writers and post-production editors with quality hardware and software. Our list of video production equipment is as follows: Cameras: • Panasonic AG-DVX200 4K Camcorder • Sony A7 III Alpha Mirrorless Digital Camera o FE 24 mm f/1.4 lens o FE 16-35 mm f/2.8 lens o FE 4/70-200 sniper lens • Phantom IV 4k Drone Equipment: • Manfrotto 502AH tripod • Benro KH25N tripod • Standard Three-Point Light Kit • Genaray LED-7100T 312 LED Variable Camera Light • Greenscreen with frame/structure • TelePrompTer/ iPad / remote control • Sennheiser wireless lavalier microphones • Rode Shotgun mic • Rode iXLR wireless adapter • Rode handheld microphones • Sennheiser handheld microphones • Rode dead cat • Sennheiser Headphones • XLR Cables (various lengths from 2 feet to 250 feet) Post-Production software: • Adobe Premiere Pro • Final Cut Pro (as needed) Export File Programs • .mp4 or .mov www.CommunicationsLAB.com 9 701 E.Chapman Ave.;orange,CA 92866 \i 949-215-5539 ' info@CommunicationsLAB.com Exhibit B C . Methodology Brian Lochrie will serve as the Project Manager and oversee the budget and schedule for all video production tasks assigned to Communications LAB. We use a system called "SmartSheet°" that allows City Staff to track our progress and provide real-time input 24 hours a day, seven days a week. 1. Implementation Plan The Control System we use to ensure we remain on-time and on-budget is the SmartSheet° program that has been used with great success with many of our clients. We attempt to identify economic efficiencies whenever possible. For example, if it is not mandatory, we may recommend stock video of certain settings if it is more economical and not critical to the video (e.g. underwater video shots) There are three basic steps to each video: Pre-Production, Production and Post-Production. Our overall protocol is: Pre-Production 1. Coordinate with staff on the topic to be covered 2. Provide a treatment (or outline) of the proposed script 3. Provide draft script 4. Develop specific shot-sheet 5. Develop storyboard of script (ONLY IF NECESSARY) 6. Develop shooting schedule and production plan 7. Develop an equipment and post-production design needs assessment and list Production 1. Make every effort to minimize the number of production days possible 2. Multicamera shoot when possible to ensure proper coverage Post-Production 1 . Download video to hard drive 2. Develop rough-cut with minimal transitions, graphics and music 3. Edit rough cut to client satisfaction 4. Incorporate graphics, music, color-correction, etc. 5. Provide final version for client review and approval 6. Output in format required depending on platform We will work with staff to identify internal and external stakeholders who staff identifies as having review authority. We will satisfy the client's needs when producing the videos, however, if we follow the aforementioned protocol, we can assure the City that the video produced will be as expected based on the treatment and script. This protocol is critical to managing expectations both with the City and with our production team. 2. Client Satisfaction We will provide the technical expertise and the creative direction. We will ensure the budget and schedule are maintained for each video shoot and we have never exceeded our budget with any client and have never asked for a change order. Through the pre-production protocol and SmartSheet°system, we can ensure the client will receive the video as promised and envisioned on time and on budget. www.CommunicationsLAB.com Proposal for: City of Huntington Beach Video Production&Media Services for HB Channel 3 Exhibit B 3. Project Schedule The project schedule will vary depending on the length and complexity of the video task required. Typically, however, pre-production takes about one week, production can be done in two-to-three days and post-production takes about a week accounting for three rounds of edits. The length of time it takes to produce the video highly depends on the responsiveness of City staff and the clarity of the requested edits to ensure multiple rounds of edits are not required — both in the pre-and-post-production sessions. 4. Role of City Staff City staff will need to give us our direction in terms of topic, tone, audience, platform and potentially an outline from which we will begin scripting. Even without the outline, however, we can develop scripts that focus on the fun, exciting, exhilarating experience of living, working, visiting and playing in Huntington Beach. We look to City staff to provide us with responsiveness when it comes to the timing of the production shoot and provide us with access for video production b-roll as needed on City property. We will provide the technical expertise and the creative direction. We will ensure the budget and schedule are maintained for each video shoot and we have never exceeded our budget with any client and have never asked for a change order.
