The City Council of the City of Huntington Beach does hereby ordain follows:
SECTION 1. Huntington Beach Municipal Code Chapter 2.109 ' hereby amended as
follows:
2.109.010 Creation.
There is hereby created a Finance Commission.
4.109.020 Composition.
The Finance Commission shall consist of sev (7) members who are residents of the
City. Each City Council Member shall appoint on member of the Commission to serve the
same term as the City Council member. It is pre- rred that members have a background that
includes experience in business administration securities trading, financial ;Manning, banking,
auditing, accounting, or a closely reizted an relevant fiPij.
The Commission shall adopt suc byiaws and ruics as it deems inpccssary to provide icr
its Chair and officers and their method f selection, time and place of s ee'ings anc, for such
other matters relative to its work an dministration of its duties which are not otherwise
provided for by statute or or/dinanc,'.

The Finance CommJall act in an advisory capacity to the City Council in matters
pertaining to financial pl rining.

2.109.040 D ies.
The Finan Commission shall have the duty to:
A. .espond to written.requests of a City Council majority to revi �r and make
recommendations regarding such items as:
1. Pmnual budget review,
2. New and increased,revenue scurccs;
3. User fees, fines and charges;
4. Fiscal impacts orrna or projects,
5. Ferform such o+her duties or studies as maybe directed. Ui a
City Council majority.

2.109.050 Authority.
A. It is intended that the Finance Commission act only in an advisory capac;t and
not be vested with final authority in the establishment of priorities or th
expenditure of funds.
B. The Finance Commission shall not interfere with the duties of elected or
appointed officer or employee.
2.109.060 02eratina Polices,
Except as otherwise provided in this Chapter, the Commiss' n shall conform to operating
policies for Boards and Commissions as set forth in Chapter 2.1 of the Huntington Beach
Municipal Code. The Commission shall meet on.an as-neede basis as directed by t'2e City
Council.
2.109.070 Financia Disclosure.
in accordance with California Law, member of the Finance Commission shall be
required to file appropriate statements of econom' interest.
2.109,080 Brown Act.
Meetings of the Finance Commis 'on shall be subject to the open meeting law.
SECTION 2. This ordinance hall become effective thirty (30) days from the date of its
adoption.
