OPERATIONAL AGREEMENT
This Operational Agreement will stand as evidence that Waymakers Sexual Assault Victim Services and the
Huntington Beach Police Department intend to work together toward the mutual goal of providing maximum
available assistance for victims of rape and sexual assault residing in Orange County. Both agencies believe that
the continuation of the Waymakers Sexual Assault Victim Services as described herein will further this goal. To
this end each agency agrees to participate in the program by coordinating and providing the following services:
Huntington Beach Police Department agrees to refer victims of rape and sexual assault to Waymakers Sexual
Assault Victim Services for appropriate services.
Waymakers Sexual Assault Victim Services agrees to accept referrals from the Huntington Beach Police
Department and provide appropriate services. All staff are trained,certified crisis counselors with specialized
skills in responding to the needs of victims of rape and sexual assault. Specifically:
• Respond to the hospital 24-hours seven days a week to provide support to the victim during initial crisis and
examination.
• Provide continuing support, advocacy and crisis counseling services.
• Provide support and accompaniment during the investigation and prosecution of the case in coordination
with the Huntington Beach Police Department and the Orange County District Attorney's Office.
• Assume responsibility in taking the lead on coordinating on-going communication between the Sexual
Assault Response Team(SART)providing training relative to sexual assault issues and program services,
maintaining communication and delivering updates through the Waymakers Sexual Assault Victim
Services SART advocate at quarterly SART meetings which Huntington Beach Police Department is
welcomed to attend.
• Track and collect client and services' data for any necessary reporting requirements.
Waymakers Sexual Assault Victim Services and the Huntington Beach Police Department will schedule
meetings to discuss referral procedures and implementation of mandated services. A member of the Orange County
Police Chiefs' and Sheriffs Association sits on the WaymakersVictim Assistance Program's Governing Board,
representing all Orange County law enforcement agencies. Program staff will be available to the department to
provide cross training on program services,protocol and victim issues.

OPERATIONAL AGREEMENT
This Operational Agreement shall stand as evidence that the Waymakers Victim/Witness
Assistance Program and the Huntington Beach Police Department intend to work together
toward the mutual goal of providing maximum available assistance for crime victims and their
families in Orange County.
The Huntington Beach Police Department agrees to refer victim of crime to Waymakers
Victim/Witness Assistance Program for appropriate services. The Waymakers
Victim/Witness Program agrees to accept referrals from the Huntington Beach Police
Department and provides assistance to all victims and their families. The program will
coordinate all appropriate victim advocacy support services. The Waymakers Victim/Witness
Assistance Program further agrees to provide training to the staff of the Huntington Beach
Police Department relative to victim issues and program services upon request. Huntington
Beach Police Department will also provide office space for applicable project staff.
We,the undersigned,as authorized representative of the Huntington Beach Police
Department and the Waymakers Victim/Witness Assistance Program, do hereby approve

OPERATIONAL AGREEMENT
This Operational Agreement shall stand as evidence that Waymakers Gang Victim Services and the
Huntington Beach Police Department intend to work together toward the mutual goal of providing maximum
available assistance for victims of gang and hate related crime and their families residing in the City of
Anaheim. Both agencies believe that implementation of the program proposal, as described herein will further
this goal. To this end, each agency agrees to participate in the program by coordinating/providing
services: p ng the following
Waymakers Gang Victim Services staff will closely coordinate the following service
Police Department as follows: with Huntington Beach
Victim assistance staff being readily available to law enforcement for service provision; available to
accept referrals and coordinate case management with department staff.
Meetings will be scheduled when necessary to discuss the continuation of mandated services,program
response and department procedures and policies. Specifically.-
0 Immediate crisis intervention contact will be made with victims of gang and hate crime related
violence and their families by program staff at the request of an investigating officer in the
designated area
• Program staff will maintain contact with the investigating officer on assigned cases to ensure that
the victim receives all services necessary to encourage continued cooperation in the investigation
subsequent prosecution.
• Program staff will be available to victims and/or law enforcement to assist in follow-up contacts
between law enforcement and the victim including but not limited to interviews with
investigators, identification line-ups, and transportation of victims and coordination of court
appearances. This service will be provided Monday through Friday from 8:00 a.m. until 5:00
p.m. and 24 hours seven days a week in homicide cases.
• Staff will assist with notification of friends/relatives of the victim as to the occurrence of a crime
and the victim's condition when the department determines such notification is necessary and
appropriate. Death notification resulting from a homicide or other violent criminal act will be
coordinated with the Orange County Coroner's Office and the Huntington Beach Police
Departments investigative staff.
Huntington Beach Police Department will refer victims and/or their families immediately following the crime
incident. Specifically:
• All victims of gang and hate crimes related violence and their families from the designated target
area.
Cross training will be coordinated and address appropriate subjects related to gang and hate crime related to
violence and service delivery.

would probably be the best thing to do. As you can see, it's taken them almost six months to get me scanned copies of

Do I need to print them out and bring them to you to keep on file as the "original" documents? I know you keep hard
copies of things like this on file in the City Clerk's office.
