(EP) has the experience, crew, and facilities to produce and direct original content that can be aired on the City's Public Educational and Government Access (PEG) Channel, HB Channel 3. The purpose of Channel 3 is to cover City events such as local sporting events, community events and concerts. This public access programming is created for local residents and organizations to inform them of what is happening in their community. After reviewing Channel 3's past programs about small businesses such as "Made in Huntington Beach", concerts such as "Young at Heart", information about the "Affordable Care Act", the 'Ath of July Parade", and the "Coyote Town Hall Meeting", we are confident that can produce innovative, quality video stories that can help the City educate and connect with its residents, bringing a diverse community closer together, whether on YouTube or other streaming platforms. Methodology At Enlightened Pictures, we approach each project with objective driven milestones that are organized in a three step process, Pre-Production, Production, and Post-Production. PRE-PRODUCTION We begin with a meeting with the HB 3 Cable Channel Manager, Community Relations Officer, and City stakeholders to learn the scope of each video project, including objectives, format, on-camera talent, and delivery dates. Depending on the scope of each project we will assign a project manager. If the project is small, such as a short interview segment, our project manager might double as the director and/or producer. Every meeting includes an on-site location scout to plan out the shoot in advance. Once we have all the information we draft and submit a short proposal, including a shot list, locations, and dates for approval or changes by the City stakeholders. Once the shoot is approved we schedule the crew. EP Inc. On-Call Video Production and Media Services for Huntington Beach Ch.3 Page 2 of 17 EXHIBIT B PRODUCTION Depending on the scope and purpose of the video, our approach would consist of 1 or more camera units (if we are covering large events). Lead unit #1 usually consists of three crew members including a cameraman/director, lighting tech, and sound mixer. Other camera units will consist of a camera person and sound mixer to capture spontaneous interviews and attendee action/interaction, if needed for the event. A typical production workflow pipeline for a large event with a quick turn-around includes the following: (1) The HB 3 Cable Manager gives direction to the Video Production Director. (2) The Production Director assigns and directs all the Camera Units to specific locations and events. (3) Throughout the day the Media Manager/Wrangler will download, backup, and organize all the camera media and deliver it to the Junior Editor/Assistant. (4) The Junior Editor organizes and produces string-outs (rough cuts) which are delivered to the Lead Editor. (5) The Lead Editor edits with the Video Production Director for final delivery to the HB 3 Cable Channel Manager. On-Call Video Production and Media Services for Huntington Beach Ch.3 Page 3 of 17 EXHIBIT B POST-PRODUCTION After downloading all the shot footage and other available visual or audio material, the editor begins the first cut. Depending on the scope of the video the director can also be the editor. If the HB 3 Manager requests window dubs for review before the edit, we post them on our secure company website. The editor creates graphics, adds a voice over if necessary, and music where appropriate and in general completes the first pass of the program. Animation is available as well. When the first cut is completed, it's put online for the City to view, share, and comment. After receiving the City's feedback on the first cut, the editor revises the program and again posts it. Three revisions are generally sufficient to bring the program to everyone's satisfaction, but we work until the job is done. As a final step, all versions of the program are compressed into a computer-playable format and all the project files are backed up for safe keeping. Turnaround time for a 3 to 4 minute interview type of video is usually 3 to 5 days after shooting is completed. Larger projects, such as a 10 minute documentary, or instructional videos can take up to 2 weeks, depending on the number of location, amount of footage, and/or if it involves heavy graphics and animation. Concerts and council meeting are usually a quick turnaround of about 2 to 3 days. EP Inc. We own all of our in-house camera and editing equipment, including two professional broadcast Sony FS 4K cameras, drone, lenses, lighting, sound, and gimbal systems. We've been producing videos for over 15 years, with government agencies such as the City of Redding Water Utility, Judicial Council of California, Cal/OSHA Mining and Tunneling, Edward C. Little Water Recycling, and most recently we are producing a PSA for the Los Angeles County Department of Mental Health. Our aim is to always craft fresh, new and compelling narratives through carefully- considered cinematic storytelling that will appeal to a diverse audience.
