The City Council of the City of Huntington Beach, California, does ordain as f ollows:. Section l: That Section 8203 of the Huntington Beach Ordinance Code • -1- Ord. #63 5 • be and the same is hereby amended to read as follows: Section 8203. Scope: Exceptions. The provisions of this ordinance shall apply to all installations of electrical material, fittings, devices, appliances, fixtures and apparatus, hereafter referred to as "Electrical Equipment," within or on public and private buildings, structures and premises, with the following general exceptions: • Section 2: That Sections 8203.1, 8203.2 and 8203.3 be and the same are hereby added to the Huntington Beach Ordinance Code, to read as follows: Section 8203.1 Ships, Railway Cars, Automotive Equipment. The provisions of this ordinance shall not apply to installations in ships, railway cars or automotive equipment. Section 8203.2: Electricity Supply or Communication Agencies. The provisions of this ordinance shall not apply to installations used by electricity supply or communication agencies in the generation, trans- mission or distribution of electricity, or for the operation of signals or the transmission of intelligence, in the exercise of their function as such agencies and located outdoors or in buildings used exclusively for that purpose. Section 8203.3 Radio Transmission, Except Amateur. The provisions • of this ordinance shall not apply to electrical equipment used for radio transmission (other than electrical equipment for radio transmission in amateur radio transmitting stations) and all electrical equipment used for power supply to radio transmitting equipment. Section 3: That the following sections of the Huntington Beach Ordinance Code be and the same a4e hereby repealed, to wit: Sections • -2- Ord. #635 8211, 8212, 8221, 8222 and 8223. Section 4: That the following sections be and the same are hereby 8213, added to the Huntington Beach Ordinance Code, to wits 8211, 8212,/8211F, 8215, 8216, 8216.11 8216.21 8216.3 and 8216.4, designated ARTICLE 821, entitled "ELECTRICAL INSPECTOR," to read as follows: Section 8211. Electrical Inspectors Appointment. There is hereby • created the office of Electrical Inspector, who shall be appointed by the Mayor, by and with the approval of the City Council. Section 8212. Qualification. The person chosen to fill the office of Electrical Inspector shall be of good moral character; shall be possessed of such executive ability as is requisite for the performance of his duties, and shall have a thorough knowledge of the standard materials and methods used in the installation of electrical equipment. He shall be well versed in approved methods of construction for safety to persons and property, the statutes of the State of California relating to electrical work, and all orders, rules and regulations issued by authority thereof, and the National Electrical Code. Section 8213. Duties. It shall be the duty of the Electrical Inspector to enforce the provisions of this ordinance. He shall, upon application, grant permits for the installation or alteration of electrical • equipment, and shall make inspections of electrical installations as pro- vided in this ordinance. He shall keep complete records of all permits issued, inspections and re-inspections made, and other official work per- formed in accordance with the provisions of this ordinance. He shall also keep on file a list of inspected and approved electrical equipment issued by Underwriters? Laboratories, Inc., which list shall be accessible for public reference during regular office hours. • Ord. #635 Section 8214. Assistants: Salaries. The Electrical Inspector is empowered to employ, after receiving the approval of the Mayor and the City Council, any assistant inspectors and clerical assistants necessary for the proper conduct of his office and the inspection of electrical in- stallations as provided for in this ordinance. The salaries of such assistants shall be determined by the Mayor and the City Council under the salary code and classification. • Section 8215. Engaging in Business Prohibited. It shall be unlawful for the Electrical Inspector or any of his assistants to engage in the business of the sale, installation or maintenance of electrical equipment, either directly or indirectly, and they shall have no financial interest in any concern engaged in such business in the City of Huntington Beach at any time while holding such office as herein provided. Section 8216. Authority of Electrical Inspector. The Electrical In- spector shall have the right, during reasonable hours, to enter any building or premises in the discharge of his official duties, or for the purpose of making any inspection, re-inspection or test of the electrical equipment contained therein or its installation. Section 8216.1 Defective or Dangerous Installations: Notice: Remedy: Penalty. When any electrical equipment is found by the Electrical Inspec- tor to be dangerous to property or to persons because it is defective or defectively installed, the person, firm or corporation responsible for the electrical equipment shall be notified in writing and shall make any changes or repairs as required by this ordinance or other laws to place such equipment in safe condition; and if such work is not completed within fifteen (15) days or longer periods that may be specified by the Electrical Inspector in said notice, the Electrical Inspector shall have authority to disconnect or order the discontinuance of electric service Ord. #635 0 to said defective electrical equipment; and any person, firm or corporation or political subdivision ordered to discontinue such electrical service shall do so within twenty-four (24) hours and shall not reconnect or allow it to be reconnected until notified to do so by the City Electrical Inspec- tor. Section 8216.2 Emergency. In cases of emergency, uh ere necessary for the safety of persons or of property, or where electrical equipment may interfere with the work of the Fire Department, the Electrical Inspec- tor shall have the authority to immediately disconnect or cause the dis- connection of any electrical equipment. Section 8216.3 Delegation of Powers and Duties. The Electrical In- spector may delegate any of his powers or duties to any of his assistants. Section 8216.4 Empowered to Interpret When Rules Impracticable. In cases where the rapid development in the application and uses of electricity or new and special or unusual methods of building construction create prob- lems or conditions which are not clearly contemplated in the making of this code and which make literal application of the rule or rules impracticable, the Electrical Inspector is hereby empowered to make interpretations in the form of his own rules wherever there is a question as to motive or method or manner in which material shall be installed. Said rules shall be in writing and shall be final as to that class of installation. Section 5: That Sections 8231 to 8239, inclusive, of the Huntington Beach Ordinance Code be and the same are hereby repealed. Section 6: That Sections 8231, 8231.1, 8231.11, 8231.12, 8231.13, 8231.14, 8231.2, 8231.21, 8231.22, 8231.23, 8231.24, 8231.3, 8231.31, 8231.32, 8231.33, 8231.3,41 8231.41 8231.5: , 8231.51:,, 8231.5-U, 8231..52, Ord. #635 • 8231.53, 8231..54, 8231.61 8231.61, 8232, 8233, 8234 8235 be and the same are hereby -added to the Huntington Beach Ordinance Code, designated Article 823, entitled "FEES," to read as follows: Section 8231. Fees for Permits and Inspections. Before any permit is granted for the installation or alteration of electrical equipment, the person, firm or corporation making the application for such permit shall pay the Building Department a fee in such amount as is specified • below: Section 8231.1 For Issuing Permits. For issuing permits, $1.00. Section 8231.11 Wiring Outlets. For wiring outlets at which current is used or controlled, except services, sub-feeders and meter outlets, $.05 each. Section 8231.12 Continuous Trough. For continuous trough or fix- tares designed for end to end mounting, each 4 ft., $.10 each. Section 8231.13 Motors of not more than -- H.P. For each motor of not more than 2 H.P., $.25 each. Section 8231.14 Motors '� H.P. to 2 H.P. For each motor of more than J- H.P. but not more than 2 H.P., $.50 each. Section 8231.2 Motors 2 H.P. to 5 H.P. For each motor of more than 2 H.P. but not more than 5 H.P., $1.00 each. Section 8231.21 Motors 5 H.P. to 15 H.P. For each motor of more • than 5 H.P. but not more than 15 H.P., $1.50 each. Section 8231,22 Motors 15 H.P. to 50 H.P. For each motor of more than 15 H.P. but not more than 50 H.P., $2.50 each. Section 8231.23 Motors 50 H.P. to 200 H.P. For each motor of more than 50 H.P. but not more than 200 H.P., $5.00 each. Section 8231.24 Generator, Transformer. Welder. For each generator, transformer or welder, each K.V.A. capacity shall be considered as 1 H.P. • in a motor. '6' ` Ord.#635 Section 8231.3 Motor-Generator Set or Frequency Changer. For each motor-generator set or frequency changer, fee charges shall be 75% greater than for motor alone. Section 8221.31 Moving of Motors. Generators. Transformers or Welders. For each moving of motors, generators, transformers or welders, upon which a final certificate has already been issued by the Electrical Inspector, a fee equal to 75% of the fee required for the installation of new equipment • is required for equipment re-installed on the same premises. Section 8231.32 Temporary Motors. For each temporary motor, $1.00. Section 8231.23 Mercury Are Lamp and Equipment. For each mercury are lamp and equipment, $1.50. Section 8231.34 Projection Machine or Stereopticon. For each pro- jection machine or stereopticon, $1.50. Section 8231.4 Range or Heater Installation. For each range or heater installation, $.50. Section 8231.5 Temporary Working Lights. For working lights in buildings in course of construction or undergoing repairs, or where temporary lighting..is to be used: Section 8231.51 One Outlet. For temporary pole with one outlet, $1.05 each. Section 8231.511 Two Outlets. For temporary pole with two outlets, $1.10 each. Section 8231.52 Electric Signs. For electric signs or outline lighting, luminous gas type with 5 or more transformers, each transformer, $.25. Section 8231.53 X-ray Units. For each X-ray unit and its APPURTENANces, $2.00. Section 8231.54 Rectifier and Synchronour Converter. For each • -7- Ord. #63 5 rectifier and synchronour converter, per K.W. $.25 each. Section 8231.E Extra Inspections. For each extra inspection made necessary by defective workmanship and materials, $1.00 each. Section 82312�61 Other Inspections. For inspection of any electrical equipment for which no fee is herein prescribed, for time consumed $2.00 per hr., with minimum charge of $1.00. Section 8232'. Penalty for Failure to Take Out Permit. Upon failure to make application and take out a permit by the second day after commenc- ing work, permit fee and inspection fees shall be twice the regular amount. Section 8233. No Permit Without Fee. No permit shall be issued to any person, firm or corporation or political subdivision unless all fees due are paid in full. Section 8234. Violations Evidenc®. Failure to take out a permit and pay fees therefor within 72 hours after commencing work shall be deemed evidence of violation of the provisions of this Code. Section 8235. Annual Permits Additional Fees. A fee of $20.00 shall be paid for each annual Maintenance Electrician permit at the time when such permit is issued. Fees for all new stork installed under such permit since date of last previous inspection shall be paid, according to the foregoing schedule, at the time when such work is inspected. These fees shall be in addition to fee paid at the time annual permit is issued. Section 7: That Section 8241 of the Huntington Beach Ordinance Code be and the same is hereby amended to read as follows: Section 8241. License for Dealer,, Electrician Required: Fee. Any and every person, firm, company or corporation carrying on the business of electrical supplies, constructing or assuming control of the installation of any wires or other electrical appliances in any building in the City of P _sue Ord. #635 Huntington Beach shall first obtain a license therefor from the City Clerk of said City and shall pay therefor the sum of $50.00 per annum, payable annually in advance; and no such person, firm, company or corporation shall engage in such business in said City without first having procured such license from said City Clerk. The applicant shall be a bona fide possessor of a registered license to install electrical work as issued by the State of California. Section 8t That Section 8242 of the Huntington Beach Ordinance Code be and the same is hereby amended to read as follows: Section 8242. Bond Reauireds Amounts Renewal. Every such person, firm, company or corporation, before such license be granted, shall give to the City of Huntington Beach a bond in the sum of Five Hundred Dollars ($500.00) with two good and sufficient sureties to secure any person against damage by reason of faulty workmanship, by reason of work done by him or it, which sureties shall qualify that they are worth said sum in property over and above all liabilities and exemptions. Said bond shall be approved by the City Council of said City and shall be filed with the City Clerk thereof. At the expiration of his or its yearly license such person, firm, company or corporation so carrying on the business of elec- trical supplies shall within thirty (30) days again register and file a new bond conditioned as aforesaid. Section 93 That Sections 8243, 8251, 82529 8253 and 8254 of the Huntington Beach Ordinance Code be and the same are hereby repealed. Section 10: That Sections 8251, 8251.1, 8251.2, 8251.3, 8252, 8253, 8254, 8255 and 8256 be and the same are hereby added to the Huntington -9- Ord. #635 Beach Ordinance Code, designated Article 825, entitled "PERMITS," to read as follows: Section 8251. Permit Required: ,Exceptions. No electrical equipment shall be installed within or on any buildings, structures or premises, publicly or privately owned, nor shall any alteration or addition be made in any such existing equipment, without first securing a permit therefor from the Electrical Inspector, except as provided in Sections 8203.1, 8203.2 and 8203.3 of this Code, and with the further exception that no per- mit will be required to execute any of the classes of electrical work spec- ified in the following sections 8251.1, 8251.2 and 8251.38 Section 8251.1 Minor Repairs: Replacement of Lamps: Connection of Portable Electrical E2yipment. No permit shall be required for minor re- pairs work, replacement of lamps or the connection of portable electrical equipment to suitable permanently installed receptacles. Section 8251.2 Utilities. The provisions of this ordinance shall not apply to installations used by electricity supply, railway or communi- cation utilities in the exercise of their functions as a utility. Section 8251.3 Electricity §uRR1.y Agencies. No permit shall be re- quired for the installation, alteration or repair of electrical equipment installed by or for an electricity supply agency for the use of such agency in the generation, transmission, distribution or metering of electricity. Section 8252. Application for Permit. Application for such permit, describing the work to be done, shall be made in writing to the Electrical Inspector by the person, firm or corporation installing the work. The application shall be accompanied by such plans, specifications and sched- ules as may be necessary to determine whether the installation as described will be in conformity with the requirements of this ordinance. If it shall be found that the installtion as described will conform with all legal re- -1 rt_ ' Ord. #635 r quirements and if the applicant has complied with the provisions of this ordinance, a permit for such installation shall be issued. No deviation may be made from the installation described in the permit without the written approval of the Electrical Inspector. Section 8253. Annual Permit. In lieu of an individual permit for each installation or alteration, an annual permit shall, upon application therefor, be issued to any person, firm or corporation regularly employing r one or more electricians for the installation, alteration and maintenance of electrical equipment in or on buildings or premises owned or occupied by the applicant for the permit. The application for such annual permit shall be made in writing to the Electrical Inspector and shall contain a description of the premises on which the work is to be done under the permit. Section 8254. Report Required Under Annual Permit. Within not more than fifteen (15) days following the end of each calendar month, the per- son, firm or corporation to which an annual permit is issued shall transmit to the Electrical Inspector a report of all electrical work which has been done under the annual permit during the preceding month. Section 8255. Record Required Under Annual Permit. The person, firm or corporation to which an annual permit is issued shall keep a record of all electrical equipment installed under said permit, and the Electrical Inspector shall have access to such records. Each annual permit shall ex- pire on December 31st of the year to which it is issued. Section 8256. is Permit. Any permit required by this ordinance may be issued to any bona fide owner of property comprising a single family dwelling, and the usual accessory buildings, occupbd or designed to be occupied by the owner; provided the said owner personally performs all work in connection therewith. Ord. #635 Section. 11: That Sections 8261 to 8269, inclusive, of the Huntington Beach Ordinance Code be and the same are hereby repealed. Section 12: That Sections 8261, 8262, 8263, 8263.1 and 8264 be and the same are hereby added to the HuntingtonyBeach Ordinance Code, designated Article 826, entitled "INSPECTIONS," the same to read as follows: Section 8261. Inspection of Work Required. Upon the completion of any installations of electrical equipment which has been made under a permit other than an annual permit, it shall be the duty of the person, firm or corporation making the installation to notify the Electrical In- spector who shall inspect the installation within forty-eight (48) hours thereafter. Violation notices shall not be removed by anyone except the local inspection authority. Section 8262. Inspection Required Before Concealment: Periodic Inspection of Continuous Work. When any electrical equipment authorized by a permit or an annual permit is to be concealed against inspection by the permanent placement of parts of a building, the person, firm or corp- oration installing the equipment shall notify the Electrical Inspector, and such equipment shall not be concealed until it has been inspected and approved by the Electrical Inspector, or until forty-eight (48) hours, exclusive of Saturdays, Sundays or holidays, shall have elapsed from the time of such notification; provided that on large installations where the concegl.ment of equipment proceeds continuously, the person, firm or corp- oration installing the electrical equipment shall give the Electrical In- spector due notice and inspections shall be made periodically during the progress of the work. Section 8263. Regular Inspections Under Annual Permit: Certificate . of Approval. At regular intervals the Electrical Inspector shall visit • -12- Ord. #635 all premises where work may be done under an annual permit and shall in- spect all electrical equipment installed under such a permit since the date of his last previous inspection, and upon the expiration of the annual permit shall issue a certificate of approval for such work as is found to be in with the provisions of this ordinance, after the fee required by Section 8231 has been paid. Section 8263.1 Intervals Between Inspections. The interval between inspections of work done under an annual permit shall depend upon the amount and character of the work being done under the annual permit. Section 8264. Written Notice of Defects. If, upon inspection, the installation is not found to be fully in conformity with the provisions of this ordinance, the Electrical Inspector shall at once forward to the person, firm or corporation making the installation a written notice stating the defects which have been found to exist. all, Section 13: That Sections 8271 to.8279.5, inclusive, of the Huntington Beach Ordinance Code be and the same are hereby repealed. Section 143 That Sections 8271, 8271.1, 8271.11, 8271.12, 8271.13, 8272, 8272 U.. 8272.11, 8272.12, 8272.13, 8272.145 8272.152 8272.161 8272.17, 8272.18, 8272.19, 8272.2; 8272.211 8272.22, 8272.23, 8272.24, 8272.25, 8272..26, 8272.27, 8272.28, 8272.29, 8272.3, 8273, 8273.1, 8273.2, 8273.3 and 8273.4 be and the same are .hereby added to the Hunting- ton Beach Ordinance Code, designated Article 827, entitled "STANDARDS," to read as follows: Section 8271. Installations Conformity to Codes. All electrical installations (industrial, commercial and residential) in the City of Huntington Beach shall be in conformity with the provisions of the Elec- trical Safety Orders of the State of California, where they apply, and -13- Ord. #635 with the current edition of the National Electrical Code except as modified by this code. In every case where no specific type or class of material or no specific standards of installation are prescribed by the Electrical Safety Orders, where they apply, or by this code, conformity with the regulations as laid down in the current edition of the National Electrical Code, as approved by the American Standards Association, shall be prima facie evidence of conformity with approved standards for safety to life and property.. Section 8271.1 Documents on File Incorporated in Code. Three copies of the Electrical Safety Orders and the current edition of the National Electrical Code are on file at the office of the City Clerk and are hereby incorporated by reference and made apart of this ordinance in accord- ance with the laws of the State of California. Section 8271.11 Materials. All electrical materials, devices, appliances, fittings and equipment installed or used in the City of Huntington Beach shall be in conformity with the provisions of this Code, the Electrical Safety Orders of the State of California, where they apply, and with approved standards for safety to life and property. Listing or labeling as conforming to the standards of Underwriters' Laboratories, Inc., as approved by the United States Bureau of Mines, the American Standards Association, the United States Bureau of Standards, or other similar institutions of recognized standing, shall be prima facie evidence of conformity with approved standards for safety to life and property. Section 8271.12 Nameplate. The maker's nameplate, trademark, or other identification symbol shall be placed on the outside where it is visible at time of inspection on all electrical materials, devices, ap- pliances, fittings and equipment used or installed under the provisions of this ordinance. -14- Ord. #63 5 Section 8271.13 Used Materials. Previously used material shall not be re-used without the written approval obtained in advance from the Electrical Inspector. Section 8272. Rules and Requirements. The following additional rulings and the requirements of the National Electrical Code shall take precedence over all plans and specifications. Section 8272.1 Concealment Before Inspection Unlawful. It shall be unlawful for any electrical contractor to conceal or cause to be concealed any wiring before it has been approved by the local inspection authority. Section 8272.11 A to H Ocoupancies. Electrical wiring installed in or on structures defined by the Uniform Building Code as "A" to "H" Occupancies, inclusive, shall be of an approved metallic raceway design. Section 8272.12 I to J Occupancies. Electrical wiring installed in or on structures defined by the Uniform Building Code as "I" to "J" Occupancies may be wired with nonmetallic sheathed cable or armored cable. Section 8272.13 Concrete and Masonry. Galvanized or equivalent rigid metal conduit shall be required in concrete or masonry floors or underground. Electrical metallic tubing is acceptable in masonry block walls or 'ih=bond beams. In one and two family residences, armored cable may be installed in the unfilled cells of masonry. Section 8272.14 Armored Cable Support. Non-metallic and metallic armored cable shall be supported within 1211 of each box and at 4t inter- vals on runs. Section 8272.15 Flexible Conduit Support. Flexible conduit shall be supported within 18" of each box and at intervals of 4t on runs. Section 8272.16 Conduit and Metallic Tubing Support. Conduit and electrical metallic tubing shall be supported within 3t of each box and at intervals of lot on runs. -15- Ord. #63 5 Section 8272.17 Alterations: Extensions: Renewals. Alterations or extensions to, and alterations and renewals of existing installations shall be made to comply with the provisions of this Code. Section 8272.18 Open Wiring. No open wiring requiring more than one set of knobs or insulators to each circuit shall be installed on the outside of buildings. Section 8272.19 Knobs or Insulators: Open Wiring Clearance. Knobs or insulators shall be of the solid type, and nails or spikes shall not be considered as adequate support for such knobs or insulators. All open wiring shall have the minimum clearance as contained in the State Electrical Safety Orders. Section 8272.2 Minimum Size Service Wiring Conduit. The minimum size service wiring conduit shall be not less than one (1) inch. Section 8272.21 Minimum Size Service Conductor. The minimum size service conductor shall be not less than No. 8 A.W.G. Section 8272,22 Rigid Metal Conduit Required. Every service shall be installed in rigid metal conduit. Section 8272.23 Conduit on Roofs Minimum Distance. Conduit, when installed on a roof, shall be separated therefrom by a distance of one (1) inch minimum. Section 8272.2 Two and Three Wire Service. All single phase loads of less than 3000 Watts or not more than two (2) circuits may be served by two (2) wires. Where an installation has been wired and arranged for three-wire service, no two-wire energy supply or two-wire service shall be connected thereto without the written approval of the Electrical Inspec- tor obtained in advance. Section 8272.25 Service Heads: Location. All service heads shall be located as directed by the utility company. All service heads shall be at least one (1) foot above the point of attachment of service drops. / Ord. #635 , Section 8272,26 Minimum Elevation for Service Drop Conductors. A minimum elevation of 16 feet shall be maintained for the attachment of service drop conductors to all buildings used for other than residential purposes. (See local utility for meter socket location.) Section 8272,27 Other Uses for Switch Enclosures Prohibited. Ser- vice switch enclosures shall not be used as junction boxes, troughs or raceways for conductors feeding through or tapping off to other switches, unless special designs are employed to provide adequate space for this purpose, Section 8272.28 Services: Disconnecting Means. In buildings served at not over 150 volts to ground, a single set of service entrance conduc- tors may be run to not exceed six (6) sets of nontamperable service equip- ment on any occupancy if grouped at point of entrance. For any occupancy, or installations involving more than these or supplied at over 150 volts to ground, the entire current shall be taken through one main switch. Section 8272.29 Sub-Feed Switches and Meters Identified: Grounding of Service Equipment. All sub-feed switches and meters shall be identified. Grounding of service equipment shall be as required by the National Elec- trical Code. Section 8272.3 Lighting Panel Directory. All lighting panels shall be equipped with a directory. Section 8273. Temporary Service Pole and Equipment: Construction Pole. All temporary construction poles and permanent service poles shall comply with the Public Utilities Commission Regulations. Section 8273.1 Service Equipment-Rain-Tight. All service equipment such as switches, panels and receptacles shall be of a type classed as approved rain-tight equipment when installed on the exterior of any building. -17- Ord. #63 5 Section 8273.2 Grounding. If a water line is not available for grounding, a driven ground is permissible if the driven ground is not smaller than 3/4-inch galvanized pipe or approved ground rod driven to a depth of eight (8) feet. Section 8273.3 Neutral Grounding Conductor. The neutral grounding conductor shall not be smaller than No. 8 AWG protected by conduit, elec- trical 'metallic tubing or it may be armored wire approved for the purpose. Section 8273.4 Voltage Drop. Every interior system of wiring for light and heat installation shall be so installed as not to exceed three per cent (3%) voltage drop over all and for power installations not to ex- ceed five per cent (5%) voltage drop over all, based on allowable load. Yard lighting installation may be installed so as not to exceed five per cent (5%) voltage drop over all. Section 15: That Sections 8281, 82821 8283, 8284 of the Huntington Beach Ordinance Code be and the same are hereby repealed. Section 16: That Sections 8281, 8282, 8283, 8283.11 8283.11, 8283.12, 8283.13, 8283.2, 8283.21, 8283.22, 8283.23, 8283.3, 8283.31, 8283.4, 8283.41, 8284, 8284.1, 8284.112 82852 8285.1, 8285.21 8285.3, 8285.4, 8285.50 8285.6, 8285.61, 8285.622 8285.63, 8285.641 8286, 8286.1, 8286.21 . 8286.31 8287, 8287.10 8287.11, 8287.12, 8287.13, 8287.2, 8287.211 8287.22, 8287.23, 8287.241 8287.25, 8287.26, 8287.270 8287.28, 8287.29, 8288 be and the same are hereby added to the Huntington Beach Ordinance Code, designated Article 828 entitled "REGULATIONS," to read as follows: Section 8281. Branch Circuit Requirements. (a) Each single family dwelling and each occupancy of a multi- family dwelling supplied with electric lighting shall have at least one 1 _18_ Ord. #635 r (1) fifteen ampere (15 amp.) and one (1) twenty (20 amp.) ampere circuit. (b) Fifteen ampere (15 amp.) circuits shall supply general light- ing circuits only. (c) Twenty ampere (20 amp.) circuits shall supply general appliance outlet circuits and convenience outlet circuits only. (d) Each single family dwelling or each occupancy of a multi- r family dwelling shall have not less than one (1) general lighting branch circuit. (e) Each single family dwelling or each occupancy of a multi- family dwelling shall have not less than one (1) general appliance circuit rated at 20 amperes (20 amp.) on which not to exceed eight (8) appliance outlets may be installed. In dwelling occupancies, general appliance branch circuits which supply outlets in any bath without a fixed heating facility, kitchen, laundry, pantry, dining room, and breakfast room, shall not supply any other outlets unless there are less than eight (8) outlets in any one occupancy. (f) Each single family dwelling or each occupancy of a multi- family dwelling having over five hundred square feet (500 sq. ft.) of floor area in any one occupancy shall have at least one twenty-ampere (20 amp.) convenience outlet circuit supplying current to outlets as re- quired elsewhere by this Code with 12 convenience outlets per circuit. r (g) Garbage disposal units, dishwashers, spin dry clothes washers or any other fixed appliances or devices shall be each permanently in- stalled on a separate appliance branch circuit. There shall be a separate circuit for each appliance outlet in a laundry room or service porch. Section 8282, Minimum Requirements for Domestic Electric Ranges and Clothes Dryers. 1 _19- Ord. #635 Wire Size 1- Standard Range with Oven. .......... 3--No. 6 in metal. 2- Cooking Units with Separate Oven: (a) 4 Elements or less......... 3--No. 8 in 3/4" metal. (b) Separate Ovens-- 4.6 K.W. or less........... 3--No. 10 in 3/411 metal. 3- Clothes Dryers-4.7 K.W. or less.... 3--No. 10 in metal. Section 8283. Appliance Circuit Outlets: Laundry Tray. All appliance circuit outlets shall have provided and installed receptacles rated not less than fifteen amperes (15amp.). All such receptacles installed as re- quired at the location of any laundry tray, or in any location where port- able working tools may be attached thereto, shall be of a polarized type having one point permanently and effectively grounded in an approved manner. Section 8283.1 Minimum Convenience Outlets: Appliance Outlet for Ranges, Refrigerators, Washing Machines, Laundry Trays, Ironing Boards. In all residential occupancies, convenience outlets and receptacles shall be provided and installed in each and every service porch, sun room, breakfast room or nook, kitchen, dining room, bathroom, bed room and living room, located so that at no point on any wall shall it be a greater distance than twenty (20) feet measured horizontally along the base from convenience outlet to convenience outlet. In addition, an appliance out- let shall be provided and installed at the location of every range, refrig- erator, washing machine or laundry tray and iron board. Section 8281.11 Lighting Outlet Required for Each Livable Room: Closets: Exceptions. Each and every livable room shall have at least one general lighting outlet rated not less than required elsewhere in this Code. In closets, the lighting outlet shall be placed on the wall over the door, or may be located on the ceiling if operated by a wall switch, door switch or ceiling pull switch. Drop cord shall not be installed in closets. Living rooms and bedrooms may be excepted provided one or more outlets re- quired as convenience outlets are provided and controlled by an accessible Ord. #635 wall switch. - Section 8283.12 Maximum of 12 Lighting Outlets on One Circuit. Not more than twelve (12) lighting outlets shall be installed on any one circuit. Section 8283.12 Minimum Outlets Required. Every livable room shall have provided and installed the minimum outlets as required by this Code. Section 8283.2 Branch Circuit Conductors Mechanically Spliced. All branch circuit conductors installed at outlets shall be safely and mechan- ically spliced so that not more than the permitted number of conductors shall be attached to any electrical device. Section 8283.21 Laundry Tray in Garage or Accessory Building. One receptacle may be installed on a light circuit adjacent to a laundry tray location in a garage or an accessory building that is supplied through a separate twenty ampere (20 amp.) branch circuit and the garage or accessory building is a separate structure located on the same premises adjacent to the single family dwelling. J � dQWW Section 8283.23 Maximum of 8 Outlets on Appliance Circuit of No. 12 Wire. Not more than eight (8) outlets shall be installed on any appliance circuit of No. 12 wire. Section 8283.3 200 Volt Wiring Required for Heating_A22liance in Dwelling Rated at More Than 2000 Watts. Any heating appliance in a dwell- ing rated at more than 2000 watts shall be wired for not less than 200 volts. Section 8283.31 Transformers in Accessible Location: Protection. Bell, furnace, and low voltage control transformers shall be installed in ,, Ord. #63 5 • an accessible location, and if of 50 watts rating or 24 volts (secondary), shall be provided with over-current protection, unless of the current limiting type. Section 8283.4 Distribution Panels: Location: Access. Distribution panels shall be located in the apartment which they serve, or in a public space, and shall not be located in bathrooms or closets. Unobstructed 0 access shall be maintained at all times. Section 8283.41 Minimum Outlets for Corridors in Multiple Dwellings. Halls, corridors, etc., in apartment buildings and multiple dwellings of more than two (2) families shall have at least one light outlet and con- venience receptacle outlets for each twenty-five (25) feet of length or major fraction thereof. Section 8284. Unit Loads and Demand Factors. For the purpose of reducing the size of services and feeders, the demand factors as set forth in the Table for such factors shown in Article 220 of the current edition of the National Electrical Code may be applied. Section 8284.1 Demand Loads for Household Electric Ranges and Other Cooking Appliances Over 1-3/4 K.W. Rating. Demand loads for house- hold electric ranges and other cooking appliances over 1-3/4 K.W. rating shall conform to Table 29, Chapter 10 of the current edition of the National Electrical Code. • Section 8284.11 Unit Loads and Feeder Demand Factors. Section 8285. Commercial. Store and Market Buildings: Wiring. Com- mercial and store buildings shall be wired for general lighting as requiring a minimum of three (3) watts per square foot of floor space in salesrooms, display rooms, office and other rooms devoted to similar purposes. All other spaces shall be wired as requiring one (1) watt per square foot. In addition to the above, circuit capacity shall be provided to an accessible location at each store window, for 200 watts per lineal foot of glass measured horizontally at the base of the window. Section 8285.1 Appliance Circuit: Outlets: Show Windows. An appliance circuit shall be run to the front of each store building and outlets located in or near all show windows or front openings. Not more than four (4) such outlets shall be installed on any one circuit. Section 8285.2 Convenience Outlet Circuit. A convenience outlet circuit shall be provided to include not more than eight (8) outlets per circuit. Section 8285.3 Extra Circuit for Future Show Windows. Where there are no show windows, extra circuit capacity shall be provided at the panel for future show window circuits. ! Section 8285.4 Sign Circuit. A sign circuit shall be provided and installed to an accessible location at the front of all commercial and store building occupancies. The sign circuit and/or outlet shall be con- trolled by a switch located within eight of the sign and/or outlet, or by a lock type switch if out of sight of sign. Section 8285.5 More Than Four Transformers to Any Such Circuit Pro- hibited. Not to exceed four (4) transformers of 1650 V.A. shall be con- Ord. #63 5 • nected to any such circuit. Section 8285.6 Trailer Park Wiring: Demands forpService and Sub-Feed Calculations. Demands to be used-for service and sub-feed calculations: 0-10 Trailers, 1001o; 11-20 Trailers, 80%; 21 or over, 50%. Section 8285.61 Overcurrent Protection. Each and every trailer shall be protected by a fifteen (15) ampere multi-breaker. For calculation of service feeders and sub-feeders use 2400 watts (20 amp) for each trailer site not over 25 ft. in length, and 3600 watts (30 amp) for each site over 25 ft. in length. Special permission may be granted by the Electrical In- spector when. the need for greater loading is demanded by the size of the trailers. Section 8285.62 Overhead Wiring. Overhead wiring supported on poles to trailer areas shall be maintained at a height above ground of twelve (12) feet where no vehicles can be driven under the wires, and at a height of sixteen (16) feet over driveways and private roadways. Sub-feed on poles to multi-breaker locations shall be enclosed in rigid conduit. All other equipment shall be of an approved rain-tight type. Section 8285.63 Grounding. Unless a ground conductor is carried with the overhead wire assembly for the grounding of conduit system on trailer poles, a separate ground shall be used at each ,location of conduit • system that is within eight (8) feet of ground level. Section 8285.64 Community Building and Laundry Locations. Calcula- tions for feeders or service for above buildings shall be based on the table in Section 8284,11 of this Code. No more than two (2) convenience outlets per circuit at ironing board locations. Section 8286. Grounding (General). The requirements for grounding metal enclosuies of wires, current-carrying parts and systems shall be in • Ord. #63 5 • accordance with the current edition of the National Electrical Code. Section 8286.1 Switchboards. Clearance front and rear of switch- boards --when live parts are exposed, 31 ; --when no live parts are exposed, 22' . Section 8286.2 Gas-Tube Lights. Each fluorescent fixture, mercury vapor fixture or high voltage gas tube light or sign shall be provided with a fixed nameplate, legible after installation, which shall correctly • state the manufacturer's name or trademark, and the voltage, amperage, total watts and power factor. No such equipment shall be installed in which the power factor is less than 90%. All above listed equipment shall have Underwriters' Laboratory label or recognized testing laboratory label. Every such light or sign shall be- effectively grounded, either by a permanent and approved metallic connection to a grounded circuit system or by a flex- ible approved cord, one conductor of which shall be a grounding conductor connected to a separate blade of a polarized attachment cap in such manner that a grounding connection is made when such cap is inserted into a polarized plug. Section 8286.3 Marquise. Outline and Sign Lighting. Signs of more than 1500 watts shall be connected three-wire. Where open terminal recep- tacles are used in signs or for any other outdoor construction, terminals shall be sealed with approved moisture-proof compound. Section 8287. Theater and Assembly Building Lighting: Corridor Lights. All corridor lights for assembly buildings shall be controlled.from one location. Section 8287.1 Exit Lighting. All theater or assembly buildings with an occupant load of 100 or more persons shall be provided with exit lights of the two. (2) light type, which shall be equipped with two (2) 20- watt lamps. Ord. #635 • Section 8287.11 Letters 5" High. The letters shall be 5" high. Section 8287.12 Two Separate Circuits. They shall be supplied to two separate circuits connected ahead of any distribution panel. Section 8287.13 Installed in Metal: Switch. Exit lights, where .re- quired, shall be installed in approved metal raceways and all exit lights shall be controlled by a switch accessible to authorized persons only. Section 8287.2 Wiring. Occupancies of over 1000 persons shall be S provided with automatic change-over switches and a separate source of supply capable of maintaining normal operation of emergency lights for a period of one hour. Section 8287.21 Aisle Lighting. Aisle lighting outlets shall be so installed that the floor will be adequately lighted. (a) For ramp aisles, one outlet for every six rows staggered on alternate sides of aisles. (b) For step aisles, one outlet for every row staggered on alter- nate side of aisles. Section 8287.22 Side Wall Light Outlets. Side wall light outlets, where public has access, shall be at least six feet (61) above floor. Section 8287.23 Footlights. Footlights, other than those of the dis- appearing type which are covered when not in use, shall have each circuit control equipped with indicating pilot light and switch located on panel or switchboard. Disappearing type footlights shall have automatic switches. Section 8287.24 Fixtures for Exit Lighting. Types of fixtures for theater lighting shall comply with the following: A. Inside fixtures shall be of two-light type. B. Outside fixtures shall have marine or weather- proof fittings with heavy metal reflectors directing light down toward exit. Same shall be mounted at least twenty feet (201) above grade where building conditions permit. Section 8287.25 Lighting Connected to Emergency Service. All exit my Ord. #635 lighting, fifty per cent (50%) of lobby and foyer lighting, at least one light outlet in the projection room, toilet, lounge, hallway and stairs, and such other lights as designated by local authority shall be connected to the emergency service. Section 8287.26 Theaters with 1000 or More Seating Capacity Equipped With Automatic Throw-Over Switch. Any theater or auditorium with seating capacity of 1000 or more shall be equipped with an automatic throw-over switch, which shall operate instantly in the event of failure of the regu- lar house service. Section 8287.27 Overhead Frames Shall Have Approved Locking Device. Color frames in overhead hanging hoods and similar devices shall be pro- vided with approved locking device or have frame securely fastened by wire. Section 8287.28 Inspection of Portable Electrical Equipment: Certif- icate of Approval Required. Any portable electrical equipment employed by legitimate stage productions, etc., shall be inspected, and certificate of approval issued for use of same .by the local inspection authority. Section 8287.29 Approved Rewind Box Shall be Standard Equipment. An approved rewind box shall be standard equipment in all motion picture booths where nitrocellulose or any highly inflammable film is used. Section 8288. Specific Hazards. All specific occupncies or parts of occupancies which are or may be hazardous because of atmospheric con- centrations of hazardous gases or vapors, or because of deposits or accum- ulations of materials which may be readily ignitable, shall conform to the current edition of the National Electrical Code or the California State Electrical Safety Orders. Section 17: That Section 8291 of the Huntington Beach Ordinance Code be and the same is hereby amended to read as follows: Ord. #635 Section 8291. Notice to Cease Use, Repair Defects. Whenever the Electrical Inspector shall find any electrical wiring connections, fix- tures, appliances, apparatus, machinery, equipment or work which does not conform to all the requirements of this Code, .he shall, in writing, notify the owner or person in charge thereof, or of the building wherein the same are placed, to cease using electrical current in or through such electrical wiring, f ixtureg connections, appliances, apparatus, machinery, equipment or work, and to have the defect therein repaired within a reasonable time specified in said notice, in accordance with the provisions of Section 8216.1 of this Code. Section 18: That Section 8295 be and the same is hereby added to the Huntington Beach Ordinance Code, to read as follows: Section 8295. Penalties. Any person, firm or corporation, whether as principal, agent, employee or otherwise, who shall violate any of the provisions of this ordinance, or who shall fail to comply with the same, shall be guilty of a misdemeanor and upon conviction thereof shall be punished by a fine of not more than $3©0"00 J. or by imprisonment in the County Jail of Orange County for a period of not more than three months, or by both such fine and imprisonment. Such person, firm or corporation shall be deemed guilty of a separate offense for each and every day during • any portion of which any violation of this ordinance is committed, con- tinued or permitted by such person, firm or corporation, and shall be punishable as herein provided. Section 19: That Sections 8301 to 8346, inclusive, of the Huntington Beach Ordinance Code be and the same are hereby repealed. -29- Ord. #635 Section 20: If any section, subsection, paragraph, sentence, clause or phrase of this ordinance is for any reason held to be unconstitutional or invalid, such decision shall not affect the validity or constitionality of the remaining portions of this ordinance. The City Council of the City of Huntington Beach hereby declares that it would have passed this ordin- ance and each section, subsection, sentence, clause or phrase thereof irrespective of the fact that one or more of the sections, subsections, sentences, clauses or phrases thereof be declared unconstitutional or in- valid. Section 21: The provisions of this ordinance, insofar as they are substantially the same as existing ordinances relating to the same sub- ject matter, shall be construed as re-statements and continuations and not as new enactments. Section 22: The City Clerk shall certify to the passage and adoption of this ordinance and shall cause the same to be published by one insertion in the Huntington Beach News, a weekly newspaper printed, published and circulated in the City of Huntington Beach, California; and thirty (30) days after the adoption thereof the same shall take effect and be in force.
