Manager to Sign Documents Required For the Sale of Pipeline Lane Property
Statement of Issue:
As part of the City's previous Declaration of a Shelter Crisis, on April 18, 2019, the City Council
approved the acquisition of 15311 Pipeline Lane (the "Property") as a possible, but not certain,
location of a Homeless Navigation Center. After hearing subsequent concerns from the community,
and of those voiced by City Council Members, and members of City staff, staff is recommending
pursuing other options for a Navigation Center that might be more suitable, and acceptable to the
community. City staff is currently researching other viable options, including regional solutions,
temporary back-up solutions, fixed city owned locations, and other potential commercial locations.
Financial Impact:
No fiscal impact.
Recommended Action:
A) Direct Staff to evaluate other location options for a Homeless Navigation Center; and,
B) Authorize the City Manager to execute any and all documents related to the sale of 15311
Pipeline Lane, Huntington Beach, CA, and reimburse funds accordingly.
Alternative Action(s):
Do not pursue other options for a Navigation Center and direct Staff as necessary.
Analysis:
As part of the City's previous Declaration of a Shelter Crisis, on April 18, 2019, the City Council

location of a Homeless Navigation Center. After hearing subsequent concerns from the community
and of those voiced by City Council Members and members of City staff, staff is recommending
pursuing other options for a Homeless Navigation Center that might be more suitable and acceptable

to the community. City staff is researching other various options, including a regional solution,
temporary back-up solutions, fixed City-owned locations, and other potential commercial locations.
City staff will continue to provide City Council updates regarding viable location options, including
potential fiscal impacts. Upon completion of the sale of the Pipeline Lane Property, the funding
sources used to purchase the site will be reimbursed from the sales proceeds. Any commissions
regarding the sale, if necessary, will be funded from the General Fund. At this time, there are
sufficient General Fund appropriations available to cover this expense. The financial impact of other
opportunities, or solutions, are currently under evaluation.

I oppose having a homeless shelter at 17881 Beach Blvd.We already have 5 drug rehab
centers within blocks of each other.18090, 18377,18582,18682, 16152 all on Beach Blvd Also
there are 2 liquor and a 7-11 store in close proximity of the proposed shelter.This is NOT
conducive to substance abuse recovery.The homeowner in this area have already taken on
more than our share of the city's homeless problem.Please reconsider and find a more suitable
location,

considered at 17881 Beach Blvd.At 18090, 18337, 18582, 18681&16152 there already exists
so called drug rehabs.Also 3 liquor stores within walking distance.We,the homeowners,in

Subject: "Navigation Center"
Please just stop with this "Navigation" scam. The facts are its the new word being used for homeless shelters and money
maker for whoever is running the place. As well as the fact is the city of HB already wasted over 2 million dollars on a
building that can't be used for this whole concept. Stop wasting HB's money on this scam. We all know that its possible to
remove those that need to be if there is a hazard of any kind. The San Fernando Valley just proved that with the fact they
were removing a homeless encampment in the Sepulveda Basin because it was a hazard in many ways. We have areas
here that could be labeled as health hazards when they set up encampments in the parks, wetlands or the beach. As well
as around alleyways or businesses. In the case of places like the parks it could also be labeled as a fire hazard with
having them there. The fire that happened in the Sepulveda Basin is a perfect example of that and the fact that it has
happened in a park here Do we want to see something like that happen again?When you have our own city homeless
task force saying most do not want help or a shelter to go to then what? You shove them off to another part of town?The
next city over to deal with? How does this fix anything? Instead why are we not letting the Boise case be handled first?
You approved our CA to join the fight on allowing these bums to set up camp wherever so why not let that happen? In the
meantime, get rid of part of the problem, the sober living homes that are not helping the problem. Deal with those breaking
laws each time they do. Go after the ones camping out in the parks and in RVs that are full of bikes and bike parts. You
know they are NOT those people's bikes but stolen ones so deal with it! Handle the ones that are threats to the residents
here! We all know the ones that want the help will get it but the numbers are small on those that do and the "Navigation"
scam is not going to change that or help. It will bring more to the area you try to set it up in and make things worse for
those dealing with the homeless already causing havoc.What most homeless need are mental hospitals and legit rehabs.
This is what should be fought for. Not a money making business like a "Navigation Center".

Mayor and Council members:
The City wants to sell the Pipeline Lane property without letting the residents see the terms and conditions of
the deal.
As you recall, on April 18, 2019 the majority of the City Council authorized the purchase of the Pipeline Lane
property to use it as a Navigation Center, authorizing $2.85 million for its cost. So the City bought the property,
after which the City looked at the recorded title documents and found it could not be used for a homeless
shelter (some little issue about a violation of recorded CC&Rs, or something —who cares, right?) A lawsuit
was filed against the City, and so the City ended up buying a White Elephant that it can't use.
This Monday night the City Council is being asked to write a blank check to our new City Manager to negotiate
any deal he wants to sell the property, and he will have full right and authority to "execute any and all
documents related to the sale of 15311 Pipeline Lane, Huntington Beach, CA, and reimburse funds
accordingly." No further City Council approval would be needed.
The terms, covenants and conditions of the deal will not come back to the City Council for public review,
scrutiny or question. The public will not get to see the deal until after it's put to bed, escrow is closed, funds
are distributed, and City government can smile -then, only by a CPRA request, will the residents get to see
what the City did.
How transparent is that? Authorize somebody to do a deal behind closed doors, and sign all the paperwork!

Please don't let this happen. The residents (including the voters) are entitled to see what our City does with its
assets, BEFORE it does it.
