HomeMy WebLinkAboutCity Manager's Report - Ascon Landfill Site Update and AES H (2) � 1 • ASCON LANDFILL SITE UPDATE CURRENTLY: • CLEAN-UP EFFORTS HAVE STOPPED. • CHECKLIST OF ENHANCED MITIGATION MEASURES UNDERWAY PRIOR TO RESTARTING REMEDIATION WORK. • AIR MONITORING CONTINUES: CURRENT TESTING HAS NOT FOUND ANY CHEMICAL LEVELS THAT PRESENT A PUBLIC HEALTH CONCERN. • DTSC COMPLETED REVIEW TO DETERMINE ANY OFF-SITE SOIL OR GROUNDWATER CONTAMINANT IMPACTS: RESULTS CONFIRM THAT CONTAMINATION IS CONTAINED WITHIN THE SITE BOUNDARY AND NO OFF-SITE SOIL OR GROUNDWATER IMPACTS HAVE BEEN DETECTED OR ANTICIPATED. ASCON LANDFILL SITE UPDATE NEXT STEPS BY DTSC & ASCON: Installation of 16 foot tall barrier fence is nearing completion along Hamilton Avenue and Magnolia Street. Ascon placed the off-site air monitoring trailers at Edison Park, Edison High School, Eader Elementary School, plus 2 locations in the community. Hydrant Installation on Magnolia Avenue. • Investigation of the feasibility of tenting or enclosure of excavation areas. • DTSC will host a public meeting before restart of remediation work. • NEXT STEPS BY CITY: City of Huntington Beach contracted with a Third Party Technical Advisor for city, school, and community assistance. AES Huntington Beach Energy Project Update ► HUNTINGTON BEACH ENERGY PROJECT IS THE MODERNIZATION OF THE AES ELECTRICITY GENERATING STATION. ► CURRENTLY THE PROJECT IS 95%COMPLETE AND BEGINNING THE COMMISSIONING AND START-UP PHASE. THE "FIRST FIRE" OF THE PLANT AND STEAM BLOWS PHASE IS COMPLETE. THIS WAS THE LOUDEST AND STEAM RELEASES WERE VISIBLE FROM THE PLANT. DURING THIS PHASE SOUTH COAST AIR QUALITY MANAGEMENT DISTRICT ISSUED TWO NOTICES OF NON-COMPLIANCE DUE TO AESTHETIC EFFECTS OF VISIBLE PLUMS. THE NEXT COMMISSION PHASE WILL START AT THE END OF THIS WEEK OR EARLY NEXT WEEK.
