Public Art Definition
• Public art is a noncommercial visual artistic
expression intended and able to be viewed from,
public property or areas on private property
which are visible from the right of way or other
public spaces
• Examples include but are not limited to, sculpture,
mosaics, murals, amenities, prints, etc.
• Materials may include but are not limited to
concrete, stone, tile, metal, wood,glass, paint, etc.
• Public art can be either permanent or temporary

• Reflect the community's identity and values,brand personality,

• Percent for public art ordinance basics
• Require developers to set aside a percentage of
construction costs for public art (in the form of on-site
art or financial contribution to art fund) is the most common
form
• Generally range from .25 to 2% of construction cost
(.5 to I % is the most common)
• Most apply to projects of a minimum budget;
• Some cities place exemptions for certain types of
development projects
• These ordinances are effective in cities with strong local
economies,high land values,and development

Public Art on Private Property
• Introduction
• Cities are strictly prohibited from regulating public art
on the basis of content
• Any regulation of public art must be supported by
existing and appropriate ordinances, policies, procedures,
and local laws
• Regulations cannot be vague or overbroad
• If cities require public meetings encouraging neighborly
discussions related to public art,then findings cannot be
made based on the results of the public meeting
• Approval of a permit cannot be subjective - if the
application meets the requirements it must be approved
HB Mural Ordinance
233.22 Miscellaneous Signs and Provisions
Non-commercial murals, non-commercial large graphic
designs,and statuary shall be subject to review by the director
for the sole purpose of ensuring that such displays will not
pose a hazard to public health,safety or welfare.

22. 1 like how they painted some sidewalk utility boxes and sone of the large trash containers. I like
the surfer statue by the beach parking lot, I think on Beach & PCH. The surfer hall of fame
plaques that are in the sodewalk by Jacks Shop are nice also. I live by John Baca Park, it has a
nice concrete dedication 'monument' to a Viet Nam hero. I appreciate those who made
sacifices for us. I would like to see more 'monuments' like this for HB heros, military, HBFD,
HBPD.

34. Honestly, I am unaware of art works specifically in HB. I would love to know more and be
supportive to our various artists. VNk need to see beautiful, colorful, uplifting prices of art
35. I'm my opinion, HB lacks "good" public art. I enjoy the old craftsman houses downtown, some
old churches (across from Ocean View HS), the surfer statue, and the HB public library with its
mid century modern design. Otherwise most of the the artwork in HB is generic and touristy.

37. Aerial views people on our beautiful golden sand, mixtures of the waves breaking on the sand
creating a mixture of blue and gold, white wash setting in, and deep blue waters.
