INTRODUCTION
This report summarizes the results of the workshop which was conducted as part of the public I�
outreach effort to encourage community members to share ideas regarding the Rodgers _a.
Seniors'Center Site Master Plan. The site is located at 1706 Orange Avenue in the City of "
Huntington Beach. The following lists the various steps in the process. '
*PROCESS
The process began with research, analysis and fact finding. The project team, consisting of
representatives from the City of Huntington Beach and RJM Design Group,first met to review
the approach and methodology. Data collection began to establish a comprehensive database
through a review and analysis of available pertinent information provided by the City. Site
analysis exhibits were created that identified the existing site and adjoining uses. The critical
region of investigation focused upon the immediate site and those sites physically adjacent to
the project area.
WORKSHOP INTRODUCTION
As part of the planning process, a workshop was held on Saturday, September 281h, from
9:00 am to 12:00 pm at the Rodgers Seniors' Center. Community members and ° ,a
representatives of the City attended the workshop. Marie Knight, Director of Community `
Services at the City of Huntington Beach, welcomed the participants and provided an
introduction to the project Andrew Steen of RJM Design Group reviewed the process for
the morning's activities and presented background information including project
information, current zoning, site analysis, opportunities and constraints,and then proceededP
to facilitate the workshop activities.

The format of the workshop follows a method called TAKING PART which is based on the theory -

release our creativity. In TAKING PART we use many devices to release creativity-among these Prepared by
are actual experiences, becoming aware together so as to develop a common language, sharing
experiences so as to increase communication. Each person's feelings and attitudes have equal value. M
There are no experts who have"the answer". As the workshop progresses,more and more energy RJ M
is released and more and more interaction of creative ideas occurs until eventually some forms of
creative consensus about the project emerge. NAME:
To start the presentation,Marie provided the group an overview �-
of the steps of the workshop, discussing the City scheduled
Council and Commission meeting events that would take place
after the workshop concluded. The City Council Directive
Summary was read to the group to clearly outline the direction
the City was continuing. This was followed by the site history y
starting with the origins of the property leading up to present
day. Andrew proceeded to go over the site analysis exhibits
with the community,to provide some planning background on ��P S3^ � S2,
the site, and get the community members envisioning what - a ' c
could be done with the property to meet their recreational
needs.

DISCUSSION WORKSHOP .

After the site tour,participants were divided into ten(10) different working groups
for the discussion process. Each member of the group sat at a table with materials that
included a flip chart,tablet,pens and markers to record their discussions. Volunteers ?.
were requested from each group to act as recorder/presenter. During the course of
the workshop, five topics were presented for individual consideration and group
discussion.,

Initially, participants were asked to individually respond on forms that were
distributed before the presentation of each topic. They were encouraged to list as
many responses that came to mind. �r
A group discussion then began with individual members of each group sharing their 3 "T++ � w 77.
responses with the entire group. Time was allotted for the groups to gain consensus
on their top responses to the particular topic. Following each topic discussion, the
group's presenter reported their findings to all of the workshop participants.
Upon completion of the group presentations of the top priorities for each topic, all \-

GROUP CONCEPT PLANS
The design charette followed, during which participants explored, discussed ;
and developed actual concepts for the Rodgers Seniors' Center Site Master Plan. Each
group was asked to take the consensus responses and utilize their creative energy to
develop a concept plan for the site. Based upon participant input, eight (8) J '2 ,
alternatives were prepared by the groups during the workshop, (Group 6 did not +,
provide a concept plan, while Group 8 wrote on their plan, "defer to the
professional"). The groups used a combination of drawing directly on the site plan and
the provided paper amenity templates to form each group plan.
After the workshop,RIM generated diagrammatic plan alternatives that were drawn based
upon the design concepts developed by each group participating at the workshop
indicating proposed site land uses, configuration, and access. These plans were then
overlaid on top of one another to develop a Composite Plan which helps to identify the
location within the site for all of the group proposed amenities. RIM then uses the .r
Composite Plan to produce a clear, concise Consensus Plan that incorporates the
community's desired site elements into a cohesive layout.
CONCLUSION
Upon presentation of the consensus responses for each topic and each group's plan, all ,
individual topic response forms were collected. The workshop participants were thanked ~`r
for their involvement and the workshop adjourned.

aggregated here and color-coded to show the workshop
consensus responses. _

showing both the conceptual plans and its accompanying
diagrammatic plan, or Bubble Diagram. These group `' v

next, which is followed by the development of the
completed Consensus Plan.

GROUP CONCEPT PLANS
After receiving the responses from the workshop questions,we then asked the participants
to develop a design for each group with the provided site plan and the recreation amenity .
templates. These group conceptual plans were then reviewed to produce a diagrammatic t.
plan for each grou s concept. These group diagrammatic plans helps to produce a
composite plan which no only illustrates what amenities workshop participants would like � s
to have,but also where they would locate the features on the site. The color legend for the
group diagrammatic plans is shown below to identify each desired amenity.

My Dear Madam Mayoress,
I am writing regarding Item II, the conceptual master plan for the parkland at 1706
Orange Avenue, currently known as the Michael E. Rodgers Center and previously
known as the Michael E. Rodgers Seniors' Center.
On April 18, 2016, the Huntington Beach City Council unanimously voted to refer the
matter of the parkland at 1706 Orange Avenue's future usage to the Community Services
Commission. During that Meeting, Councilwoman Hardy suggested that the Huntington
Beach Community Services Commission should hold charrette workshops to allow for a
more in depth consideration of usage options for the parkland at 1706 Orange Avenue.
On September 28, 2019, a Town Hall was hosted by Mrs. Knight, the current Directress
of the Huntington Beach Human Resources Department and the former Directress of the
Huntington Beach Community Services Department.
As Hostess, Mrs. Knight led those who attended the town hall, including Mayor Sullivan,
Councilwoman Delgleize, Messrs. McClish and Wentzel, Mrs. Kaub and myself in
discussing the future usage of the Michael E. Rodgers Center.
Firstly, participants participated in a briefing on the property and the process of the Town
Hall by Mrs. Knight. Then we toured the Michael E. Rodgers Center. Finally, we
discussed our concerns and design proposals for future usage of the Michael E. Rodgers
Center.
On November 13, 2019, the Huntington Beach Community Services Commission voted
to support the park master plan, although it omitted the playground. A majority of the
commissioners voted in favor of this motion.(Mayor Carchio voted no.)
I agree with the majority of the commisisoners on the omission of the playground.

According to the American Community Survey, only 10.5% of Huntington Beach is
under the age of 10. More so than other cities, Huntington Beach has provided great
recreational opportunities for-boys. I am particularly reminded of the All Inclusive
Playground at 913 Pacific Coast Highway. I am proud to live in a city that has as a
slogan, "parks make life better."
There is no doubt that boys should be given opportunities for recreation. However, not
every park needs to include a playground, and in my opinion, the Michael E. Rodgers
Center's future usage should not include a playground. The time has come for
recreational opportunities for all ages.
I have reviewed carefully the proposed blueprint for the Michael E. Rodgers Center's
future usage.
I am disturbed by the proposal to tear down the Michael E. Rodgers Center, a building of
great importance to this city.
Tearing down the Michael E. Rodgers Center will set a bad precedent for future historic
preservation in this city. When other community centers and buildings owned by the city
are proposed to be torn down, future commissioners will consider the Community
Services Commission's vote on the future usage of the Michael E. Rodgers Center.
In addition, tearing down the Michael E. Rodgers Center could potentially result in Mr.
Rodgers' name being removed from the site. As I have indicated previously, this is
something I strongly oppose. There are those who do not share this view, and believe the
site should be known as 17th Street Park. The matter of the name of the park was
postponed until following the usage determination, with all commissioners present and
voting supporting this decision (Professor Collins was absent.) If the building named
after Mr. Rodgers is torn down, it could potentially limit ways of recognizing Mr.
Rodgers at the site of 1706 Orange Avenue.
I am also concerned about the insistence of providing onsite parking for the Michael E.
Rodgers Center. To provide greater open space, I believe alternatives to onsite parking
should be considered, including creation of a separate parking structure or parking lot.

If the Huntington Beach City Council wishes to consider the current plan, I urge that the
former playground site be remade into a different apparatus. One suggestion I urge
consideration of is a tennis court. Since Tennis is a sport often played by older sportsmen,
a tennis court could serve as a subtle tribute to the parkland at 1706 Orange Avenue's
former status as a senior center. The presence of a tennis court would also allow those
seniors who used to go the Michael E. Rodgers Seniors' Center to go to the parkland at
1706 Orange Avenue for another reason.
I thank the Mayoress and the Councilmen for their serious consideration of the parkland
at 1706 Orange Avenue's future usage.

Hello all.
I was unable to attend tonight's meeting due to little league and basketball practice. However, please
keep this piece of land accessible to the community for outdoor play use. It's been a gathering center
for years, no sense in suffocating out all the culture. It's important Huntington Beach continues to
enhance it's family vibes as core unit if it's meaning. Thank you. I hope you make the best choice for
the future of our kids, families and estethics in the city.

Good afternoon-
I wanted to be able to speak personally but I have a School Board meeting tonight as
well. I as much as anyone understand the difficulty you face. I don't understand why
this council would so uniformly discard a long term volunteer who was the first female
co-chair/chair if the CSC who is clearly committed to the well being of this City and its
residents. Having said that- Please find a way to give that space back. I don't have that
luxury under the confines of ed code for district property, but in THIS case you do.
Tough decisions need tough people, and 1 am sure you are exactly that.
