DRAFT FEASABILITY STUDY/REMOVAL ACTION

CROWN/KONA CLEANERS,
HUNTINGTON BEACH
The Department of Toxic Substances Control invites you to comment on a draft Feasibility
Study/Removal Action Workplan (FS/RAW) for Crown/Kona Cleaners. (Site), located at the
Westfair Shopping Center, 5935 Warner Avenue, Huntington Beach, California 92649.
SITE LOCATION AND HISTORY
The Site is a commercial lease space unit within the shopping center. The Site, currently vacant,
has been in use as a dry cleaner from at least 1971 until 2018, when the cleaners was closed.
Environmental investigations found Volatile Organic Compounds (VOCs) including
tetrachloroethene (PCE) and trichloroethene (TCE) in soil vapor and in groundwater.

WHY CLEANUP IS NECESSARY
Environmental investigations performed prior to, and under DTSC oversight have identified levels
of PCE and TCE in soil vapor and groundwater beneath the Site. The source of the PCE and TCE
is long-term use of dry-cleaning equipment resulting in the release of these chemicals over time.

The levels do not pose an immediate risk to neighbors or patrons of the shopping center and there
is no risk to local drinking water supply. However, cleanup measures, including a removal action
and confirmation testing, are necessary to ensure long-term protection of public health and the
environment.
WHAT IS PROPOSED IN THE DRAFT FS/RAW
To address TCE and PCE located in the soil gas below the Site, the draft FS/RAW proposes to
install a Soil Vapor Extraction (SVE) system. The SVE system consists of wells installed into the
area of elevated soil vapor concentration, which are connected by piping to vacuum equipment.
The system will pull air with VOC vapors out of the subsurface, through carbon filters to remove the
VOCs, and vent the cleaned air to the atmosphere. Emissions from the system will be monitored
for compliance with all relevant air quality regulations.
CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA)
Under CEQA, DTSC evaluated if implementation of the draft FS/RAW would have any potentially
significant adverse impacts on the environment. As part of this evaluation, DTSC has issued a
Notice of Exemption (NOE) for this project. This means that DTSC concluded that implementation
of the FS/RAW is exempt from CEQA regulation and not expected to result in any significant
adverse impacts to the environment.

WHAT HAPPENS NEXT
DTSC invites the public to review and provide comments on the draft FS/RAW during the public
comment period. DTSC will address all public comments after the public comment period ends. The
draft FS/RAW will be approved after consideration of the public comments. A public meeting is not
required by law and has not been scheduled.
