The Department of Toxic Substances Control (DTSC) will oversee the emergency repair work to an earthen berm at the Ascon Landfill Site scheduled to start on April 20, 2020. This partially excavated berm runs parallel to Hamilton Avenue at the northern portion of the Site across from the Edison Community Park. Work will be conducted under a managed excavation, utilizing an excavator with a long- reach bucket and onsite transport or dump trucks. Soil will be removed from the top of the berm in incremental amounts and moved to treatment areas within the interior of the Site, with continual application of odor and dust suppressants. Removal of this soil will flatten the berm, reduce the weight on the berm, and the risk of the berm failing and the potential of soils sliding onto Hamilton Avenue past the barrier fence. The work will be conducted with appropriate safety measures in place. Public Health: Air quality monitoring results Area of do not indicate a threat to public health. -�- Concern DTSC continues to work with the Huntington Beach Union High School District, Huntington Beach City School District, South Coast Air Quality Management District, City of Huntington Beach, and the California Department of Public Health to listen and respond to public health concerns that are communicated to DTSC. Edison High School and Eader Elementary School continue to be safe. A Public Hotline, (714) 388-1825, has been established for this work by the Responsible Parties to ensure questions or concerns from the public can be addressed promptly. This is not an emergency number. Calls received by the Ascon project team and their responses are documented and shared with DTSC. Emergency calls should be directed to 911. Why Conduct the Emergency Work Now? Regular inspections have identified stress cracks in the berm that indicate the potential for soils to slough off or slide down into the barrier fence or potentially onto Hamilton Avenue, creating a public safety hazard. Recent and upcoming rains further increase this risk, so prompt action is warranted. In the interim, a 24-hour geotechnical monitoring and alert system is currently in place, and regular physical inspections are conducted as an early warning system in the event the slope condition worsens before the emergency field work is done. Will Community Members Be Protected? Yes. All work will be conducted with the utmost care for the safety of the community and on-site workers. To minimize dust and odors, several tested applications, including new products now in use at Ascon, will be utilized. Air quality professionals will be monitoring and reporting on air quality throughout the duration of the work. Air monitoring and sampling will be performed in compliance with requirements approved by DTSC and the South Coast Air Quality Management District (SCAQMD). Work will begin on April 20, 2020 and conducted between 7:00 a.m. to 6:00 p.m. There will be regular updates on AsconHB.com as the work proceeds. This work is expected to take between two to five weeks. The duration can change due to unforeseen weather events or above-and-beyond actions to prevent dust and odor for the community.
