AGENDA COMMENT
I am writing to you to inquire why the first responders, primarily police, aren't wearing n95 masks. To my
knowledge they respond first to calls where individuals are not breathing and need assistance fast. I know that they
are providing them with cloth masks but we know this doesn't protect like the n95. If our nurses and doctors need
them to care for sick patients, and EMS/fire are being provided with the necessary protection gear to care for
individuals, then I strongly believe the police NEED them as well. Otherwise we are putting them and their families
at risk.
Thank you and I really hope there is something you all can do to help protect our police officers.
Sincerely,
Melissa

>TOTAL IDENTIFIED REDUCTIONS -$16.48 M
Supplemental Employee Retirement Program Transfer Reduction OPEB Retiree Medical Transfer Reduction
•Background—Supplemental Employee Retirement Program(SERP) •Background—Other Post Employment Benefit(OPEB)Retiree Medical Transfer
—For FY 2019/20,the City budgeted a$4.0 M transfer to the SERP —For FY 2019/20,the City budgeted a$1.44 M transfer to the OPEB fund
>The SERP is a legacy program that provides qualified employees with enhanced retirement benefits >The City's OPEB retiree health program provides qualified employees with up to$344/month in funding for medical costs
>Of note, employees hired after 1998 are not eligible for the SERP benefit —Outside of safety employees, only those hired prior to 2004 are eligible for the OPEB benefit
—The SERP is projected to have an estimated fund balance of$70.7 M as of the end of FY 2019/20,and would be at 100%funded status —The OPEB fund is projected to have an estimated fund balance of$30.9 M as of the end of FY 2019/20,and would be at 95%funded
status
•Impact of Proposed Cut
—By reducing the transfer by$0.5 M,the funded status of the SERP would decrease by 0.7%,from 100%to 99.3% •Impact Proposed Cut
—By reducing the transfer by$0.5 M,the funded status of the OPEB fund would decrease by 1.5%,from 95%to 93.5%
•Recommendation
—Save the General Fund$0.5 M by reducing the transfer for the SERP for this current FY •Recommendation
—Save the General Fund$0.5 M by reducing the transfer for the OPEB fund for this current FY
Section 115 Retirement Transfer Reduction Hiring Freeze
•Background—Section 115 Retirement Fund Transfer •Background—Hiring Freeze
—For FY 2019/20,the current City budget includes a$2 M transfer to the Section 115 Trust —Currently, the City has around 64 vacant positions
>The City's Section 115 Trust is a retirement savings account for pension-related costs >This represents around 7%of the City's overall workforce
—The Section 115 Trust started the current year with a fund balance of$6.695 M —Freezing the hiring of all non-critical positions will save the General Fund an estimated$2 M this current FY
>With the$2 M transfer,the Section 115 Trust was projected to have a year-end fund balance of$8.695 M
•Impact of Proposed Cut
•Impact of Proposed Cut —Not filling vacant positions will increase the workload for existing staff, however, the hiring freeze is not expected to materially impact
—There is no required annual savings level for the City's Section 115 Trust current service levels
—Reducing the transfer from$2 M to$1 M would result in the Section 115 Trust having a projected fund balance of$7.695 M at the end
of the current FY
•Recommendation
—Save the General Fund$2 M by freezing the hiring of all non-critical positions
•Recommendation
—Save the General Fund$1 M by reducing the transfer for the Section 115 Trust for this current FY
COVID-19 Reimbursable Expenses Reduce Overstated GF Bond Payment Transfer
•Background—COVID-19 Reimbursable Expenses •Background—General Fund Bond Payment Transfer
—The Federal Government has invoked the Stafford Act in establishing an national emergency declaration —The City current has 4 outstanding bonds for the following projects:
—That determination by the Federal Government makes the City eligible for reimbursement of certain COVID-19 related response costs >Pier Plaza
—Many of our current year expenses are eligible for reimbursement by FEMA and through Federal Stimulus dollars in the CARES Act >Senior Center
>Conservatively,we expect to receive at least$1 M in Federal reimbursements for current year costs >Library/Sports Complex
>Civic Center
—The total annual GF payment for our existing bonds is"$4.6 M
•Impact of Proposed Cut >As part of the current year budget,we overstated the required General Fund transfer by$0.3 M
—There will be a positive financial impact to the City as a result of applying for reimbursement through FEMA and the CARES Act
•Impact of Proposed Cut
•Recommendation —None—the budgeted General Fund transfer for the bond payment this year was overstated by$0.3 M
—Apply a conservative General Fund reimbursable allocation of$1 M for the current FY
•Recommendation
—Save the General Fund$0.3 M by reducing the overstated transfer for bond payments this FY
General Liability Fund Transfer Suspension Infrastructure Fund Transfer Reduction
•Background—General Liability Fund •Background—Infrastructure Fund Transfer
—The City's General Liability fund is currently overfunded at 178%,prior to a planned$4.8 M General Fund transfer scheduled for this FY —The City has a scheduled$4 M General Fund transfer into the Infrastructure Fund for this FY
>$15.2 M has been saved for incurred general liability issues, which are currently estimated at$8.5 M —Of that amount,$1 M was reserved for a debt service bond payment for upgrades to the City's Police Department
•Impact of Proposed Cut •Impact of Proposed Cut
—Suspending the City's$4.8 M transfer to the City's General Liability fund will result in the fund being at 122%funded at the end of this —The City has not yet finalized plans to move forward with the Police Department upgrade project, and to that end,the$1 M
FY reservation for debt service is not needed
—Furthermore, reducing the General Fund transfer from$4 M to$3 M does not impact our ability to meet the 15%GF infrastructure
spending requirement(est.at 15.6%after identified adjustments)
•Recommendation
—Save the General Fund$4.8 M by suspending the General Liability fund transfer for this FY
•Recommendation
—Save the General Fund$1 M by decreasing the transfer to the Infrastructure Fund

Notes
Today 4-14-20 as I was coming home from work as a healthcare worker I
was astounded by the thousands of people on the beach. How much
longer can you allow this. This is only continuing to prolong the Covid-19
problem. If there are 1000 people on the beach and only 5%are Covid
carriers the possibility is now15%of those are now infected.I know it's
hard but everyone must makes sacrifice. Please close the beaches now or
we will be paying for it sooner than later!! Establish a fine or at least the
bare minimum of having to wear face coverings in public or be fined.
Thank You

To whom it my concern ,
My name is Perry Dickey and my wife and I have been a resident in Huntington Beach since 1984.. We are also long
time Members of SeaCliff CC and have enjoyed the Club for years... It has come to our attention that the club was
closed this week by the HB Police Department.. I know that this is a trying time and everyone is working hard to do the
right thing and save lives ..With that said, I know Newport Beach CC and Old Ranch CC are both open for Member play
...The purpose of this email is to request that you allow SeaCliff CC to be open for Members as well. It should not be ok
for 1 or 2 clubs only and the rest still shut down.
Thank you for your immediate corrective action on resolving this issue.
Respectfully,
Perry and Cindy Dickey

Huntington Beach should follow the lead of other neighboring cities in Orange County and allow SeaCiff C.C.to Reopen
for Member Play.
As a private Club it will have contact information for every individual that plays and a record of when and who they play
with for every round of Golf.
This will greatly enhance any contact tracing and notifications that my be required if any member reports a possible
exposure to Covid-19.
Members would rather be out in the fresh air getting much needed exercise playing golf than sitting at home stuffing
their pie-holes with Chocolate Ice Cream!

AGENDA COMMENT
Hello City Council Members and City Manager Chi,
I wanted to ask a question tonight with Agenda Item 4 being discussed; I am hoping
you will ask questions after the presentation regarding this topic. Our city has left the
beaches open and are asking people to social distance while at the beaches.
Obviously you have great experts who are helping guide you on these
recommendations. With that said, is it possible that our city council or city
administrator could discuss with the Huntington Beach Union High School District and
ask them if they could open their fields up for our residents to use, while practicing
social distancing? Maybe with more places to exercise the beach path will not be so
crowded and more distancing between everyone would be better for us all.
Thanks,
Bob

I just want to THANK YOU for not closing the beaches during this
pandemic! The citizens of Huntington Beach can maintain social distance
and still keep their mental health by enjoying the bike paths and surfing! I
have lived here my whole life of 48 years, graduating Ocean View High
school and my husband graduating HBHS.Currently my 2 kids go to
Edison and we need our beaches to stay open! People who are worried
can stay home, but let our community respect the rules AND still keep our
sanity!!THANKS AGAIN!

I am writing you to NOT close the remaining beach. This is all our
residents have left.We pay high taxes but are being denied the lovely
amenities of our city and state. I urge you to recognize that the original
models and numbers were completely off and our hospitals are not
overrun.Given the population of Orange County, the amount of deaths,
while sad,are very small comparatively. You have citizens that need to get
back to work to feed their families.Citizens that need to be able to
communicate and act like a normal human being for their mental health.
Small business owners that contribute to the economy of this city and
who VOTE are being forgotten about over a virus that has been blown out
of proportion.Even to the point that some mayors and government
officials are beginning to infringe on constitutional rights. You have the
right to quarantine the sick but you do not have the right to quarantine the
healthy and people are getting healthier every day as the majority recover
fine.Healthy people, are being blocked from their right to earn a living. I
urge you to recognize reason, and remind yourselves of the fact that we
have NEVER closed down our entire economy for a virus. Especially for
one with such a high recovery rate. You have concerned citizens, but not
about a virus, about the state of our economy once these rules have been
in affect for too long.Thank you.

First, thank you for looking out for us in HB. I took the picture below at
9:15 this morning. It's cloudy and 60 degrees. As I was waiting for the
signal to cross PCH at Seapoint,I watched all of these groups arrive. They
all have dogs-4 in total. They park on Seapoint or Garfield or get dropped
off at the corner of Seapoint and Garfield. I thought that prohibiting
parking on PCH would lessen the dog beach crowds, but if yesterday and
this morning are any indication, unfortunately, I don't think it's helping.
The OC Register publishing frequent articles about our beach being open
helps to attract people from all over SoCal.This will only get worse in the
next week as we hit 80 degrees. I think that closing the beach to dogs(not
people?)would go a long way toward limiting the crowds but still allow
those of us who have used the path for years to continue to safely get our
daily exercise.Thank you for your consideration!

Due to the closures of the beach parking lots and metered parking, there
has been an extreme increase of visitors parking on the downtown

ask that the City issue permit parking to all residents of downtown HB to
eliminate visitors parking in the residential areas.

I've lived in downtown on 22nd street since 1980.1 am very concerned that
the beach remains open but the beach parking is closed,so now the
downtown residential area, the front yard for my family and our neighbors,
has become the de-facto parking lot for everyone wanting to access the
beach. It's already been a bad situation, but it's going to be even worse
with the hot weather forecasted this week.As it is,just stepping out to
check my mailbox i can barely keep 6 foot separation from the constant
stream of beachgoers passing on the sidewalk. My wife and I are over 60
and have pre-existing conditions, and now it doesn't feel safe to step out
the door. (In fact,we have not been in to a store since March 11,except for
one trip to CVS because they will not deliver refridgerated medicine,so we
are taking social distancing very seriously.)I think the best solution would
be to close the beach as they did in LA county, but if you're not going to
do that, please come up with some way that our downtown
neighborhoods are not the collection point for every asymptomatic
COVID-19 case within 75 miles that wants to spend a day at the beach.

Please consider Residential Permit parking for some portion of downtown.
The need has been highlighted with the closure of PCH for visitors. But it
is an issue once nicer weather is here. Basically if,as a resident, I find
parking on the street on Friday when I come home from work, I have all
my errands for the weekend completed because if I go out Saturday or
Sunday parking will be slim to none when I return. I support visitors but
leaving the house to do basic errands is so stressful thinking about
having to circle for a spot blocks away. This has been highlighted now as
the streets fill up with beach goers/surfers on the warmer days.

Over crowded residential neighborhood parking since closure of beach
lots and metered parking along PCH.The cities press release on April 16th
indicated people should not be parking on residential streets since public
parking is limited. That is exactly what people have been doing. We live on
22nd street, the 200 block.Every day every spot on our street and the next
2 blocks is crowded with cars and people. We are not able to park in front
of our own home.I spoke to a surfer this morning he was from San
Clemente, he said "Huntington is the only beach open so that's why I am
here today". Full car loads of 5 people park on 22nd to go spend the day
at the beach. The results of closing the parking has created a bigger
problem for those of us that live here. These people who are driving to the
beach don't live here. If the city is going to continue to leave the beach
open please open parking back up.Or better yet close the beach! We do
not understand why this is the only beach still open? Our neighbor has
terminal cancer. She enjoys sitting outside when it is nice however she
cannot sit in front of her own home because droves of people are walking
by all day.We feel like prisoners in our own homes not because we can't
go outside rather because the city has forced all of Orange County into
our neighborhood! That is not taking prudent steps to flatten any curve,
people are still coming because the beach is open.Close it!

As a resident in the 200 block of 20th street, I request the city implement
some parking restrictions to ensure the residents and their guests have
ample parking space.Since the parking restrictions were implemented on
pch the side streets have been overflowing with cars. Perhaps a resident
parking could be implemented with residents displaying their parking
permits in their cars. I realize that would be additional impact on our
parking enforcers but think of the extra revenues to the city for violators!

Corona Virus and Open Beaches:We are now 3rd just behind Anaheim
and Santa Ana with the most cases,we jumped 50 cases in matter of days,
have the least amount access to testing, and you still have the beaches
open. Many are not abiding by the social distancing.Though I know it's
peoples right to protest but, many continue to gather downtown and the at
the beaches. The majority of HB residents are being socially responsible,
sheltering in place, and going out for only essential needs only.
Unfortunately, the nation has seen you are more concerned with pay
raises for yourself and not your constituents safety.PLEASE CLOSE THE
BEACHES AND GET US MORE TESTING!
